which means black ice, folks. i'll let you know the timing. let's take a look at the area with a winter weather advisory. it's the bulk of the region until you head farther south down toward southern maryland. you guys not under that winter weather advisory. it looks more like rain by the time it reaches you. it begins at 3:00 p.m., extending to 9:00 p.m. tomorrow evening, impacting that evening commute. it's hitting during that drive home. the wintry mix is going to be primarily located in d.c., the d.c. metro area and then farther north. rain is what's going to be impacting areas like southern maryland. we're talking freezing rain which means a chance for some ice. we've got to watch this system very closely, again, moving in, impacting the second half of your monday. now, coming up we'll go ahead and time that out, get a closer look at the areas that could see that potential black ice as well as the warmup that's on the way. i'll have that in a moment.

we have new details and video about how weather has affected howard university. ripped tarps and ruptured pipes due to heating issues. they will delay classes for more than a week. darcy spencer is live near campus with an update on all of this. darcy? >> reporter: erica, students were expected to return to class tomorrow. that is not going to happen because of all this extensive damage caused by the weather. take a look behind me. this building is called the annex. it's one of the classroom buildings. what you're seeing are these tubes, the yellow tubes, the white tubes. basically they're sucking moisture out of this building. some of the steam pipes burst, filling the building with moisture. and now there is concern about mold. let's show you some more of that video from inside the building. the ceiling tiles had to be removed because of that damage. there is water on the floor. there is some flooding.

to be off limits for at least a month. there is also heating problems across the campus. students are being held in four of nine resident halls, and work is also being done around the clock to get everything back to normal. >> this is our main physical therapy lab for this college. and we had just got finished remodeling this space. and as you can see, it's a total loss. >> i can see that this has certainly been the most ex t extenuating circumstances that howard has faced for quite some time, and we're seeing the repercussions of this extreme weather. >> reporter: students have been told to return to campus on tuesday, january 16th. that was information they put out yesterday. i did ask, do you feel like you could stick to that timeline? they say yes, they are working around the clock to try to get everything back to normal. and again, the damage here

appealed a federal judge's decision denying their request for a new election that could determine control of the house of delegates. kenneth l erklecky, his wife ju and others are suing when they received the wrong ballot. republican don dallas beat them in the district. the democrats currently hold an edge in virginia's house. it has been so cold that in a lot of areas water has frozen over and folks are skating on the ice. take a look at this. dozens of people on the c & o canal in cambridge, however, it is warned this is not a good idea, folks. not a good idea to skate on bodies of water even though they do appear frozen. our amy cho was out there and she talked to these folks. >> it's between 3

morning at 7:00. i can only imagine what these folks were feeling. >> eyes up here. let's talk about this cold, how much longer it continues. we're talking about wintry mixes in there and somehow some sort of climb into the 60s, maybe? >> i know, you know. we've got this warm weather at the end of the week but we're not through the woods yet, folks. we have a few more things to get through. more importantly, a winter weather advisory. it goes into effect at 3:00 p.m. tomorrow until 9:00 p.m. in the evening, which means it impacts that critical time when you're headed home. beyond that, we have a january thi thaw that will bring us warm weather at the end of the week. here's a look at the system. it's a cold front. along the cold front, we have icy conditions a little farther north. down south we are seeing some of that rain that's going to continue to push toward the

impacting our area as we head into tomorrow. here's the timing on this. watching the models all weekend, noticing it's been pushing it in a little bit earlier and earlier with each model coming in. so i think around the noon hour, it's going to be midday on monday where we'll start to see that wintry freeze. what are we talking about? we're talking about a chance for some sleet as well as freezing rain to start us off in the middle of the day. that's going to continue to push west. notice who is being impacted by that winter precip areas in the district and then north. you look a little farther south, it looks like it's all rain for y'all. that's why areas a little farther south down toward southern calvert county are not under that winter weather advisory. moving into tuesday morning, it's out of here. weusthave to make it through that monday commute. looking at your monday commute, tomorrow morning actually not bad. very tranquil, in fact, but cold. by the afternoon that's when we're going to see that chance for freezing rain. remember, it's rain that falls. we've been under arctic conditions for so long that the

once that rain hits it, it's going to freeze it and turn into ice and that becomes a dicey situation. treated roads, i'm thinking they'll be pretty wet. untreated roads, that's where we could see the black ice, folks. give yourself time so you can take your time. driving conditions, make sure you're driving very slowly. bring it back, talk about right now current temperatures. 21 degrees in the district. 19 in gaithersburg. this morning feeling below zero. we had some lighter winds today so that took the edge off of it. temperatures tonight falling to about 19 degrees overnight. tranquil, partly cloudy. waking up tomorrow morning, still cold enough so make sure the kids have layers standing at the bus stop. here's a look at the temperature trend. we are warming. as we head into the week, by tuesday and wednesday into the 40s. thursday around 55 degrees. the norm for this time of year is in the low 40s, so this will be a nice break that we really deserve here in the
