good morning everybody welcome to news4 midday i'm aaron gilchrist. this school bus crash happened in potomac. you can see it went off the road. one of many issues tracking today that made driving difficult. news4 justin finch is there live. good morning. >> reporter: good morning. bus towed away a little while ago. somehow trying to make a turn, lost control, slipped, and fell into this wooded area here resting against a tree. we are told at the time this road here, this private road was not fully salted. which goes to show how treacherous the roads can be. vicariously placed but protected montgomery county school bus

tree. all a board luckily unhurt. >> he slowed down and given the ice and level of the ground the bus started sliding and ended p in a ditch. montgomery county firefighters rescued them from the bus. response shut down this portion of tu llip lane. >> we had plan ab and c. walk the students off. >> reporter: slick roadways and patches of fog were over the parkway and other areas. and in and on dale another water main break. fair max water crews responded and diverting traffic. later it was

worked to repair the line. >> we had historic cold temperatures which means more water main breaks. so crews have been going nonstop. but hoping with the warmer weather things will calm down. >> reporter: and remarkably in these cold conditions, we have seen wihat a little bit of cold can do to commutes, that's why first responders say it's more of a reason to be careful as making your way on these changing conditions today. in potomac i'm justin finch news4 back into you. >> thank you, justin. this has been a crazy week of weather, extreme cold and freezing rain. overnight refreeze was to close schools today. take a look at these temperatures. many places above freezing. and milder weather ahead of us. let's get the

updates. >> that's going to help us a lot and burn off the fog. take a look now. mostly sunny conditions so start to see a lot of improvements right now current temperatures at 36 degrees. feel like temperature of about 30. but like i said the good news is we have a good amount of sunshine out there. we'll start to see things warming up. visibility map, looking a lot better than when i checked it about hour half ago. up to 7 miles visibility. down to quarter mile, that's when you are at critical point. still dense fog farther south. up towards dulles up to 9 miles. so visibility will improve over the next hour as well as temperatures. and then beyond this, i think we are out of the woods. warm-up on the way and i'll give you that in a minute. back to you. >> thank you. three families have to find somewhere else to live because of a crash. say a suv skidded off

and into the apartment building. you can see the damage. black ice may have been to blame. the driver was trapped in that suv and rescued by firefighters. she's in the hospital with serious injuries. right now a trial under way for a man a "u" couped of killing two teens the night before the graduation. case only held by a judge. waived right to jury. accused of shooting the teens shot to death in a car back in june hours before their graduation from northwest high school. police believe they were killed in revenge for the robbery of his girlfriend. search for missing prince georgia county man has expanded. today marks a week since he was seen in the costco in bellevue and searching parts of the

this morning both north and south korea have agreed to reduce military tensions, an important first step ahead of the winter olympics. north has also agreed to send adele gauges to the games. now to tell us about that. >> reporter: almost unthinkable almost a month ago when they began talking with historic handshake. the five delegates from north korea and the five delegates from south korea exchanging hand shakes across the table. and there is already a concrete result from the talks, which is that north korea says it wts

to send ade delegation, a team south korea next month. south korea is open to this although it will have to alter own sanctions to allow those delegates to come across and to be housed and transported and so on. also, the south korean leader said he would reunite families separated by the korean wore. that might happen as early as next month. but behind all this olympic talk, of course, is the nuclear tension that was barely a mention of that. the u.s. suspects many in washington, many here in seoul, that the north korean motives are not all together innocent that they want to drive a wedge between south korea and the u.s. and to break the alliance. no sign of that at the minute. these talks are at the very early stage. and already we have had one concrete result. bill kneelly nbc news, seoul, south korea. >> the supreme court hear

bills, susan hogan is working for you so you can start digging out of debt. >> reporter: okay, first of all, don't panic, you have this. you have to be strategic when trying to pay off your debt. so first things first. from this point going forward, do not use your credit cards anymore. you really can do this. if you have good credit look for a credit card with 0% balance transfer, that way you can combine your debt and put it all on one card and have at least one year of no interest. super easy to have one bill to focus on. but if you can't do a balance transfer then start paying off with credit card with highest interest payment. i'm talking about doubling the payment due. pay your credit cards right after receiving your paycheck, taking care of your monthly obligations before letting yourself indulge in other expenses is really a helpful budgeting strategy that will help you dig out of debt. now credit card can consume you, but don't let it take over your

good. like i said, we still have a few spots of fog going to be burning off. that's going to be only issue you have. but as these temperatures continue to warm, that will help us with any ice that we had on the ground this morning. so of course later in the day the better. then we'll have increasing clouds on the back end of the day. but again temperatures in the mid to upper 40s. for this time of year we should be around 43 degrees. so that commute headed out for lunch temperatures in the upper 30s. by the time you are headed to bus stops to pick up the kids, around 45 degrees. and then we have a smooth ride home as far as weather. and the temperature trend not a bad one. storm team4 trend take a look upper 40s. headed to mid to upper 50s by thursday. by friday i think we'll make it to the low 60s. a lot of mild conditions on the way. but of course it comes with some rain. we will see the rain chances going up late on thursday. and then they'll start to probably peak on friday. going to be rather gray and damp

about this. like i said all morning, i want you to keep the coats out because the chill is going to return. what's going on here? looks like the words are dissipating in the fog. so foggy. so the last of the fog is burning off right now. right now the rest of it is covering these graphics. temperatures move quickly into the 40s this afternoon. and wie do we do have some rain in by the end of the week. visibility down to quarter mile. also had freezing fog, super cool droplets in the atmosphere, and once they hit the surface they freeze on contact. so we had that reported 0 at reagan. now looking good quantico gaining visibility. so take a look now at the current temperatures feel like stepping outside. 36 degrees. mostly sunny. we are having the wind out of the south helping us.

the world tour is 123 tower skyscraper that vows locals and tourists alike. the top seven floors are open to the public giving visitors a look at the area and cars that look like toys. >> we are on ts 118 floo tft world tower. third highest observatory in the world. on a clear day you can see 25 miles outside of seoul. from this vantage point you can see the density of seoul. a sea of tightly packed apartment complexes and high-rises. nearly half the population of all of south korea live in seoul. that's 10 million people which is more than new yorkcy and about 15 times the population of washington d.c. the world tower is considered the crown
