tuesday. m monticeto was the hardest hit area. we're tracking the latest news on this. >> aaron and eun, at least 13 people have been killed, dozens of others are injured at the massive mudslides you were just showing. we're about to show you a rescue by the u.s. coast guard. take a look at this. tuesday in santa barbara, you can see a mother and her newborn baby off to one of the crew members. there's a family of five in there including two other young children. there was another rescue we saw that brought one man to tears. >> we heard a little baby. we dug down and found a little baby. we got it out, got the mud out of its mouth. i hope it's okay. they tookit

hospital. >> we're still trying to find out if that baby survived. the couple in the heat of it all, they didn't know. it's a vicious cycle because you get these burn areas, we saw the thomas area burning all of the vegetation away and in the same area they get all of that rain and it's like a river running down there. a tragic end to the search for a missing father. prince george's county say someone out for a walk found daniel dehaven dead last night. he had dementia. he was found in a wooded area off dorsey road. over the weekend police told us he may have been picked up along route 1 and dropped off in anne arundel county. police are also asking for your help in a similar case in d.c. 81-year-old del mar mosley has dementia and is now

he was wearing a black and white plaid shirt, light blue jeans, black hat and brown suede jacket. de delmar is in need of help. a d.c. teacher charged with sexually abusing a child is now in court. robert leach allegedly abused a child from 2011 to 2013. the victim who was his student reported the abuse in 2014. news 4's megan fitzgerald will be in court to follow that. there were reports of chaos outside of george washington university hospital after a man was shot. this happened just after 8:30 last night. while that street was filled with people walking from the nearby metro station, bystanders helped the man get inside the hospital.

we're told the dashboard camera on a passing metro bus may have captured images of that shoot g shooting. the suspect ran from that shooting. it was not random but happened after a dispute. it is a video many of us will never forget. practicing for an annual baseball game took an ugly turn. a gunman shot congressman steve scalise last june during that practice in alexandria. police killed the gunman. scalise will undergo surgery for what he says is part of his continuing recovery. his return to work last september was met with thunderous applause. he plans to stay involved but not sure when he will return to capitol hill. today lawmakers get back to work ina

superintendent's new contract. she brought up teacher's salaries and a $30,000 raise included for a new contract for the superintendent. board members say the meeting was called to vote on whether to approve a new contract for the superintendent. >> now when hargraves spoke out about that, she was told she was out of order. a city marshall told her to leave. once she was in the hallway she was handcuffed and arrested for refusing to leave and resisting arrest. she has been released from jail on bond at this point. they say hargraves is working with her attorney on next steps. there is a surprising status symbol among the rich in russia. they pay to have their children in the united states. so called birth tourism in florida has gone up 90% in the last decade. the children will be american citizens and mothers admit they want their babies to

reaction from the justice department, they still say that the program is illegal and they will continue to fight it in court. by the way, the judge's ruling was temporary while this went through the courts. california's attorney general, they launched this challenge, says that this is just a few steps in the right direction. we'll see where it goes from here. >> tracie as this battle continues, we know lawmakers need to figure out what to do with a budget. how close are we to a government shutdown? >> reporter: nine days. democrats are insisting on dealing with daca and protecting the immigrants but now that the judge has done that through this ruling at least now it's not clear if that sort of ultimatum will stand. we saw that immigration meeting at the white house where the president said he's willing to deal with daca first and put everything else not necessarily

it later. >> tracie potts on the hill this morning. tracie, thank you. this morning, word of a silent protest in the works for president trump's first state of the union address. some democratic woman plan to wear all black to the speech in solidarity for the me too movement. this all started with a-lister actresses involving inappropriate behavior. the movement isn't confined to the elite. they're speaking out on college campuses, calling out co-workers and taking a stand during their everyday lives as well. that same movement is moving to metro. women across our area are sharing stories of harassment and groping while riding the transit city system. an advocacy group had information about what to do in those situations. >> for your own c

in the district. for months the i-team has investigated huge water bills. it's connected to a billion dollar project to clean up our rivers. they introduced the water consumer protection amendment. if passed, it will allow independent agencies within local government to investigate water complaints and represent customers. they would be required to submit a yearly report outlining the customer's claim. the capitol tree is heading back to montana. some montana companies want to use the spruce to rebuild a historic chalet in glazier national park. it was destroyed in a wild fire. this isn't the first time a tree has been returned. in 2013 that tree returned to colorado. >> that

you're watching "news 4 today." some of you could soon see your electric bill go down. pepco and delmarva power are seeking approval to give customers back some of the money they're saving from the tax bill. it went from 41% to 35%. if approved it would be applied to 770,000 maryland customers and 330,000 in d.c. metro is thinking of taking some unused parking spaces and redeveloping the land. at the deanwood metro station, that's one of them. part of the land could be turned into retail or housing. metro says it could boost
