they have above ground gear. they appear to be doing something with it. perhaps getting ready to go underground and repair this water maine. to give you a sense where we are, right by virginia theological seminary. the work is going as far as key drive just past the site right here. traffic is getting around this event though. we're seeing a single lane going in both directions here. virginia american water have been on the scene here working on this repair for several hours now. as far back as yesterday where some 200 customers were impacted. crews right now working as traffic moves around them to get this repaired as soon as possible. if you are driving in this area, note this and also note that this could take hours to get repaired and under control. we are live here in alexandria, i'm justin finch, news 4. justin, thank you.

the hour. following several breaking stories. a federal judge has blocked the trump administration from ending daca. those kids are known as d.r.e.a.m.ers. it requires homeland security to continue accepting applications. there was no immediate reaction from the white house. this morning the threat of a tsunami is over for people in the caribbean. a 7.6 magnitude earthquake hit hondur honduras. >> more than five inches of rain fell in the burn area of the thomas fire. massive runoff and mud slammed into homes. among the hardest hit areas is

monticeto. cameras were rolling as crews rescued a 14-year-old girl. and we're tracking the latest developments on the news. >> chris lawrence live with the news. 13 people are dead and dozens more are injured. that does not mean they have not been able to save some people. we're about to show you a rescue by the u.s. coast guard. take a look at this. it's from tuesday in santa barbara. you can sort of see a mother hand her newborn baby off to one of the rescue crew members. this is a family of five inside there. >> we heard a little baby. we dug down and found the baby. got it out, got the mud out of its mouth. i'm hoping it's okay.

>> now we're working to learn if that baby survived. he obviously didn't know there in the moment. it's a vicious cycle going on. we saw the thomas fire scorch that area just a couple of months ago, and then to get five inches of rain in that area. all the vegetation burned out. it's a river running straight down the mountain. aaron. >> first the fire and then the rain. terrible situation there. thank you. also developing this morning, a tragic end to the search for a missing father. prince george's police say someone out for a walk found daniel dehaven dead last night. he had dementia. he was found in a wooded area off dorsey road near bwi marshall airport. over the weekend police told us he may have been picked up on route 1 and dropped off in anne arundel county. police are asking for your help for a similar case in

he was wearing a black and white plaid shirt, light blue jeans, a black hat and a brown suede jacket. delmar is in the early stages of dementia and may be in need of medication. if you see him, please call police. it's 5:07. today a former d.c. teacher charged with sexually abusing a child will be in court. robert leach fled the country but was retained in england. he was brought back last week. the alleged abuse happened between 2011 and 2013 while he worked at a charter school. the victim was a student and told bliss it in 2014. news 4's megan fitzgerald will be in the courtroom. there were reports of chaos outside george washington university hospital after a man was shot there. this happened just after 8:30 last night. while the streets were filled

nearby metro station, bystanders helped people get into the hospital. we're told the dashboard camera on a passing metro bus may have captured images of the shooting. suspects ran away from the scene. the shooting was not random but happened after some sort of dispute. it is a day many of us will never forget. a sunny day practicing for an annual baseball game took a terrible turn. today the congressman at the center of the shooting will take another step in his recovery. a gunman shot representative steve scalise. he will have surgery as part of his continued recovery. he returned to work last september to thunderous applause in the u.s. house. he says he plans to stay involved in work but has not said when he plans to return to work at capitol hill. today lawmakers get back to work in

new details in a shooting involving a montgomery county police officer after looking over police body camera footage, investigators ruled that shooting was an accident. someone called 911 in november to report an suv ramming their car from behind at a wheaton parking lot. when officers todd archer got there, he tried to break the suv driver's window with a gun, that's when the gun went off hitting the man. officer archer will not be charged but detectives want to know why he used the weapon to break the glass. the man who was shot will not be charged either. new video this morning showing a suspected sexual predator. take a look. a home security camera caught him running along a popular path in sterling. he quickly changed course and sprinted after a middle school girl walking alone. she told loudoun county deputies he touched her inappropriately. she screamed and he ran away. the timing of the attack was alarming since it was the middle of the day. now take a look

downtown silver spring and for so many years has been the anchor. downtown silver spring has been synonymous with discovery. it's the transit center right there that you're looking at. that development absolutely a by-product of discovery being here and the metro station close by. we're talking about 1300 jobs leaving here. it means like things like traffic patterns in this area can change. certainly metro can see a little bit of a revenue loss and it all depends on who's coming in here next and what happens to the building. let's take a closer look at the impact in downtown silver spring. we're talking about 1300 jobs that will be affected. discovery has been here since 2003. really an anchor in this area. the headquarters will be sold and closed in 2019. so that is something that we're going to have to see how it develops over the next couple of years as we go through this pr

capricious. he said for now as this works its way through the court, they get to stay. their visas have to be renewed. the justice department weighing in overnight. they think the program is illegal and they'll fight it in courts. california which launched this challenge, their attorney general tweeting that this is a huge step forward in this case. we'll see where it goes from here. of course, this is all wrapped up, too, in the budget negotiations. democrats here on capitol hill insisted on protecting those dreamers to get their support for the budget that has to be in place. speaking of that budget, lawmakers are battling it out on immigration. how are they going to avoid the possible shutdown, tracy? >> it's part of what the meeting was about at the white house yesterday between democrats, republicans and the president focusing more on immigration because that's what democrats said had to happen in order to get that in
