around for news 4 at 4:00. five minutes after the hour. new video of a jewelry store robbery we told but earlier this week. police in d.c. released this video of that incident on sunday. it's the second time the high-end store has been robbed in a matter of weeks. someone hurled a rock through the windows at benson's jewelers. the burglars smashed three display cases, grabbed jewelry and took off. the owner says it could be the same burglar that hit the store before christmas. this is surveillance video of that break-in. so far, no one has been arrested in either robbery. if you know anything, police would like to hear from you. it is video that a lot of you are sharing this morning. a 17-year-old calmly describing how she tortured and murdered a 15-year-old girl. >> in her own words, iraheta says she killed rivas for revenge. hours before she detailed the brutal murder on your cameras,

she said she had runaway out of fear from the ms-13 gang. we later learned that she was the chief suspect in this gang killing. justin finch is live at the fairfax county courthouse now with this chilling confession. justin? good morning. >> reporter: eun, good morning. iraheta came clean in court monday admitting her role in rivas's murder and the revenge and the gang ms-13. cell phone video shows the two face to face and rivas' final moments alive about a year ago. iraheta was among ten people involved in the kidnapping, attacking rivas about a year ago in the park. news 4 did obtain video of her interrogation and where she shares disturbing details. she was getting back at rivas for luring her boyfriend to his death and that she stabbed rivas

and the fire marshal clears the school to reopen. it's a hazard. you don't have the fire alarm system, water damage. big mess. here is a change now. metro considering a plan to give riders money back under certain circumstances. >> board meeting is set for later today. megan mcgrath is live from the metro station with more. what do we know about this plan, megan? >> reporter: it's an interesting concept that would give money back to people. if metro makes you late, you would get a refund. sound like a good idea? >> the metro is looking at a proposal to look at later on today. it would put money back in your pocket if the trains are running late. under only certain circumstances, though. let's take a look at the circumstances, the specifics here. the refund would be for delays of 15 minutes or more and we're talking about weekday rush hour periods only. now the fare would be credited back to you. on your smart trip card or whateer

money would be put back on there. now, if it is approved by the board, this could take effect at the end of the month. so metro taking a look at some creative ways to lure people back because they're actually losing riders. about 100,000 trips per week day have been lost here. they're trying to get people to come back and ride the rails. they're hoping this does that. keep in mind, that since the safetrack program ended, the trains are more reliable. nine out of ten trains are running on time. only .5% of rides are 15 minutes or more late. how many people would actually see this refund remains to be seen. but it doesn't look like it's going to be a huge number. but metro hopes it's enough to get people to reconsider coming back. those people who have left. now, 15 minutes or more, that's the rule here. but they're taking it up later this afternoon. kind of an interesting concept here. back to you. >> megan mcgrath,

while metro is working on a way to put money back in riders' pocke pockets, the prince william county board of supervisors is against plans to redirect money to the transit agency. virginia and maryland's general assemblies recon seend on wednesday. they're considering bills to give metro a permanent source of funding. virginia may come up with it by raising taxes. maryland is considering taking money from other transportation needs. d.c. leaders support the shared funding, too. before you ride, you need to get out the door. a virginia man proved that is not always easy. oh, wow. hear from the man who slipped and slid in a clip that's been watches tens of millions of times. poor guy. he's okay. >> i feel really bad for him. he's so lucky he did not slide into the road. i saw cars coming there. temperatures are not as cold this morning. a lot of the area is sitting above freezing finally. as

new video from arizona you've got to see. take a look at this. police in phoenix were in pursuit of an suv last night. it suddenly burst through a fence. take a look at that. that's when it gets interesting. the run of the mill police chase ends in a bizarre hug and what possibly looks like a kiss. you see the two running away from each other. the man and the woman come back to each other. they hug, looks like they give each other a kiss and that's it. they get on the ground. police get in. they put the cuffs on them and arrest both of them. they're both facing a slew of charges. echoes of bonnie and clyde. aaron, back to you. >> i was thinking the same thing. kind of weird. chris, thank you. immigration and customs agents are cracking down on undocumented workers. it was carried out across the country and where we live. 98 7-eleven stores were

here in d.c. and maryland. only 21 people were arrested we know. the acting director of i.c.e. did not say auwhy they targeted 7-eleven stores. they said business that is hire illegal workers are a pull factor for illegal immigration and we're working hard to remove this magnet. the convenience store chain responded saying it takes compliance with immigration laws seriously and has terminated the franchise agreements of franchisees convicted of violating these laws. doctors expect congressman steve scalise to remain in the hospital for several days as he recovers from surgery. the house majority whip had a planned follow-up procedure at med star washington hospital center yesterday. the hospital says the surgery went well and scalise is resting comfortably. he was nearly killed during the congressional baseball practice shooting in alexandria last june. a bullet to the hip shattered bones and damaged internal

173,000 people was the high point of his tenure in office. the low point was the violence in charlottesville last fall. mcauliffe is going out on a high note. in a deal announced yesterday, the i-95 hot lanes will extend ten miles farther soud into fredericksburg. ralph northam will be sworn into office on saturday. maryland lawmakers are making a push to pass legislation on paid sick leave. the new law would require businesses with more than 15 employees to provide five paid sick days. companies with fewer than 15 employees to provide five unpaid sick days. governor larry hogan vetoed the bill. but the house is expected to override that veto. the governor said the law would hurt small businesses and cost thousands of jobs. hogan proposed his own paid sick leave bill but lawmakers never gave it a vote. new this morning, we're hearing from the louisiana teacher arrested at a school board meeting. >> what are you

california has been hit especially hard with 27 deaths in patients under the age of 65. now there is a nationwide shortage of iv bags because many come from puerto rico, which is still struggling from hurricane maria. 21-year-old tyler baumann died from the flu. he came home from a visit for school to the holidays. his family said he looked run down but was only complaining of slight chest pain and april runny nose. in less than 24 hours, he died. he suffered from organ failure due from septic shock caused by the flu. his father urges anyone who has a constant fever or flu-like symptoms to not waste time getting to the doctor. >> whenever you have a fever and you have it multiple days, just don't let it go. get it taken care of. >> his family says he did not get the flu shot
