news 4 midday begins with breaking news. breaking right now atmi ay, a rescue on the water. first responders had to called out to arlington after a vehicle somehow plunged into th. wate witnessesd calle1-1 just before 9:00 this morning. when the crews arrived at the boat ramp, the not only located the vehicle in the water, but also a middle aged man trapped inside. emergency responders pulled him out of the water in criticalio con and rushed him to a hoouital. crew on the scene spoke with one of the rescuers. >> our third member wente in, was able to make contact with the victim in there at which time the three of us were able

at the arlington cemetery station. customers traveling to other stations should use the silver or the yellow line trains. here's what we didn't see during that msive backup a couple days ago. take a look at this video. it captures a daring rescue under the wilson bridge. this video was recorded wednesday by the fairfax county police helicopter. you can see construction workers being safely lowered into a boat one by one. a tractor-trailer r into a construction zone and slammed into another truck. that ignited a massive fire a trappehe workers under the bridge. the truck driver died but all of the workers are okay. the w wilson bridgeas closed for hours and the resulting mess of gridlock lasted half a day. less congestion of traffic inside the beltway sounds like a dream, doesn't it? the virginia department of transportation has a plan to make it a reality.

news 4's transportation reporter adam tuss explains the new widening project. >> reporter: this is going to be a huge change inside the beltway. the eastbound direction is getting yet another lane down there. you can see it's a pretty confined space. there isn't much room to work with. this map will give you a better idea of what we're talking about. it's a four-mile stretch from the dulles connector to fairfax drive and you'll get another lane eastbound. all of this i part of that semi toll les inside the beltway. v dot said as part of that project, they were going to add this eastbound lane. listen, with another lane comes construction and all of it will start next thursday. vot is telling us that's when the groundbreaking is going to be and the construction is going to stay here until 2020. we have somthtime to deal the construction while it all lasts. in addition, there are going to improvements to the w and

o.d. trail along i-66. get ready for that construction and that extra lane eastbound on i-66 w thek starts next thursday. back to you. all right. thank yo adam. with our traffic, every little bit helps. new this morning, shot down, a proposal to change the rules for outdoor soting in loudoun county didn't pass. but thso board of super decided to look at safety adjustments. the review in the wake of an incident when bullets flew into the willows subdivision. bullets hit several homes. no one was charged in part because that range is legal. outdoor feging is as long me it's 100 yards away from homes. supervisors say with so much growth that safety zone may need to be expanded. the study group is going to report back in december. two years after breaking ground, a new fitness and health center in prince george's county

training and the ability to track if something goes wrong. here's investigative reporte ott macfarlane. n> reporter: what happened late in the morning a hallway of cleveland elementary school in northwest d.c. cost lacy thornton her job. one of her studes was disrupting math class, when thornton and the girl went out in the hall, surveillance video shows the teacher strike the girl in the hea . jury convicted thornton of assault last week. her attorney declined our request for an eninterview. e checked to see if her teaching license was revoked, we found something we didn't expect to find, thornn never had a teaching license in the first place. when it comes to d.c. public schools, she's far fym the one. >> every parent wants a highly qualified teacher in the classroom. >> state board of education member says every d.c. teacher should be licensed to ensure proper training.

is time a volcano threatens the island where the theme park is bryce dallas howard and chris pratt, who were in the last one as well, they have to go to the island and do an extraction, dino rescue mission. it's not a bad premise as a way to get them back to the island to get the dinosaurs off. it's handled unrealistically. it's mostly just pratt and howard running around from obviously cgi dinosaurs. one kill scene after the next. not much storyline. at one point, there's a dinosaur that wings at the camera, not once, not twice. hard to take it seriously. he never undercut the gravitas of the dinosaur. the big disappointment is jeff gold blum. i was jacked to see his return. he was in the first scene and then gone. he does a voiceover at the end before the credits. that was a huge missed opportunity there. for me, i think it's a fitting
