teachers in d.c. classrooms are not licensed. >> that's raising seriousti qus about training and the ability to track if something wrong. here's investigative reporter scott macfarlane. >> what happenedn late the morning in a hallway of cleveland elementary in northwest d.c. cost lacy thornton her job. one of thornton's fourth day studts was disrupting math class. when they went out in the hall, surveillance footage shows the teacher strike the girl in the head. a juryonvicted thornton of assault last week. her attorney declined our request for an interview. when we checked to see if lacy thornton's teaching license had been we found she hadn't had a teaching license in the first place. when i comes to d.c. public schools, she's far fm the only one. >> every parent wants a highly qualified teacher in the
