election, starting with his health. >> doing great. i went through a tough battle with cancer my first year as governor. owbut i'm completely cancer free and in complete remission. so i'm fit as a fiddle. >> democratic candidate seeking to get election over hogan o appeared our forum. most say they favor legalizingi cannnd taxing it. i asked hogan how you feels about it? >> i think it's worth look at it. i was for medical cannabis. i want to get that off to the right art. >> theemocratic candidates say hogan has not fully funded education. >> we've put $25 i billiono the k-12 education. that's four years in a row. we put more money than lektive formula called for and our most recent budget. >> democrats say hogan waited until election year until finally focusing on transportation. hogan says that's not true. >> i know i put more into transportation and we focused of

four years. >> he says despite the fact he has a 70% approval rating, he's running fore-election as if he's 20 points behind. reporting from anap lishgs chna gordon. it's been a violent first half of the year for the district. the numbersemperature the ory. so far this year there have been 72 murders in d.c., comparehat to 52 murders at the same time last year. the majority of the crimes happened east of the an costa river. this week the mayor and policeo chiefd out a plan to deal with the violence spike. we explain they he they found a way to stop the violence before it starts. >> reporter: 35 murders in ward eight alone so far this year. the mayor and the police chief were in the heart of ward eight to lay out the lamayor's p to stop that spike in murds. one new tactics identify them that could become victims or assailants before someone gets.

on different scenarios and also puttinividuals in stress situations to see how they deal and respond to crisis situations in the streets. so mediation. >> reporter: news 4. t it's one of most famous views of our area, the view from george washington's backyard. but the view could soon chae. st across the river there is a plan to pour a gas plant to be built. those who protect and preserve the historic site are gearing up for a fight. julie kry has more on the campaign called save george washington's view. >> reporter: like so many visitors who come to mt. vernon, the sampleil f struck not only by the historic home but with the view that o founding father cherished. >> it's breath taking. you know, you stand here and look up at the house you figure that's what they saw. >> reporter: those charged with preserving t view say it is threatened. dominion energy plans t built a plant right across the river.

from chopper 4shgs you can see the site th own and have ready begun to develop. >> deminion energy did move the compressor station. wean't move mt. vernon. >> reporter: the mt. vernon lady's association is lead rg the fight with the save george washgton's view campaign. it's not the first time the tdies association has battled development acros river. in the 50s they fought off an oil tank andn the 60s, a sewage treatment plant. it created this graphic tohow what they fear, emission stacks on the horizon.do nion spokesman says that is simply not accurate. the stacks will be just 50 feet below the tree line. >> we specifically zindesigned facility to not be visible from mt. vernon. it is three miles away and ross the river. >> reporter: over on the maryland side of the river, residents are fighting the plant for mores scoring a victory when charles county officls rejected a special exemption permit. but now dominion is suing in federal court.

you're going have to pay a little more when you take uber or lyft in thedistrict. they will tax your ride. t explain where that money is going to go and impact on your wallet no matter where you live. >> reporter: the d.c. council approved the tax increase today to go from 1% to, d.c. ofuncil member jack evans who is also the chairmahe metro board said it was a tough decision that had to be made. >> nobody likes taxes. but in this case, the money i goin into the general fund to help use for mixing metro. >> reporter: the increased tax is expected to raise between 23 and $25 million a year to go toward metro rail improvemen.
