adam, we have to start with you. we've been hearing from riders about metro shut down. how is it going so far and what are the riders saying. >> this is interesting we haven't been dealing with a shutdown. it was a blast from the past, a year removed from when we had all of the shutdowns all over eople were that getting used to. this one took some time to kind of iron out. the first couple of days we saw escalators that weren working, jammed, crowded conditions. the thing about this we're s talking abot down of red line, metro's oldest and busiest. shut down so brooklyn and rhode island could be worked on. metro is saying they should transfer ford totten and green ne to gallery place. you can do that. when you're aing that crush of

people from silver springs and wheaton and so forth it cre hes e logjam of what's going on. so the knock on metro whenever this stu happens, they didn't have their act together, weren't organized. aw some of those complaints over the first couple of days. the other thing that's been big in this metro and department of transportation were supposed to set up this dedicated bus lane in the district for not necessarily the first time but people tught enforced and would shuttle people efficiently to and from the downtown area. e theorcement hasn't been there, cars clogging that bus lane. people are c plaining about that as well. so if we're going to get serious that, likegs like travel alternatives or bus lane that we're going to set up specifically for buses. that's still mixed in with regulartraffic,ou need the enforcement to go along with it. this has been an eye-opening week for metro riders. needless to say it's here for a

long time. not until t early septembert section of the red line opens back up. the reason for the work is significant. rhode island avenue platform is uneven in spots. it's literally crumbling and pieces of concrete falling off. they have to fix it. >> in the summer alexandria will feel the pain. >> they get to do that as well. it's taken a while s is thert answer to your questions for riders to get used to this again. >> a test market for what could be the future of other projects. it's ae good cha to see how these projects go, others needed in other parts future lines for other years. also passengers in some cases their experience with shuttle, aking a bridge to other stations. they have not to compare it to. for that reason it may seem to be notptimal. sco >> in the backdrop you've got this turmoilithin metro and its relationship with the union.

seems like we averted a strike for w. you guys understand it, what is the union looking for here?oe it't seem to be boiling down to money in this case. >> well, there has been a long process for ah new contract w metro and largest union atu local 689. pensions are one of the things they are talking about. some of that is related to 'tmoney. they dike the new manager. it's been his way or the highway. he'slaout fired people he thought has wronged the system. he fired half of metro's track spection department because found out they were falsifying records. the union, quite frankly, has never dealt with someone that's come in and laid the law down that way. they also believed he has not been bargaining in gd faith, abiding by the contract. he's also been looking to contract out some of the work that atu local 689 has done for

years like custodial services or ose kind of ings. so all of this has been this mounting pressure keg. >> reassigned, right? >>exactly. exactly. >> when you put all of that together, it really hasn't been thereatest relationship between these two, to the point where i interviewed the head of the union a weekr so ago and she was cursing on camera and calling him a bully and saying he's a tyrant. so that's kind of where things hiand. >> in some ways is not your traditional union. they truly operate a must have transit system in america. it's a piece i ofrastructure that's critical to our region. in some ways this dispute does seem traditional. when i talk to the union a the other side i hear what you hear in lots of labor disputes. they won't honor the contract, won't honor the agreement. they cite the contract,wi issue contractors, custodial and otherwise. that being sa, everything

becomes a labor issue now, now that there's a battl going on. red line, a labor dispute. should we or not use contractors for shuttle services. really this has manifested in going to federal court, challenge labies putin. this has gotten into high volume, dpotant t. >> i think recently, didn't they write a letter to a lot of the elected officials in d.c., maryland, virginia, to get them on bo rally support behind the union? >> not only that. they wroteet ar saying they want the general manager out. it's a messy situation, not a good situation. put all of that against the ft that metro still has to get its act together. i was looking at ridership numbers. metro is down over 100,000 trips per day compared to just a few years ago. they used to car about 750,000

welcome back to reporter's notebook. day to day a lot of us don't think about what goes on in our local jails. for a lot of us, it doesn't come to mind. you did a fascinating report on the rises of suici in some of our local jails. what got that story on your radar and what did you find? >> we found at least 400 local s inmates, local, had tried to kill themselves insideails in2014, d.c., maryland and virginia. 42 com40tted suicide. attempted, 2 committed suicide in a short finite period of time in which jails have correctional officers well trained tot det suicidal behavior and prevent suicidal attempts. these people still managed to kill themselves. we sawcases, one in montgomery county, a man who had been convicted to murder was about to be transferred to prison for a self inntence killed h

jail where he was being held before he was shuttled to prison. we saw a number of cases in d.c.'s jail, four in one year in 2013. also dozens, if not hundreds of attempts in the d.c. jail in the time spent. why is this happening? people in jails have mental health concerns. that's not some of these mental health concerns are acute and manifest themsees in suicide attempts is a problem. what's more we found in just one example the jail in clarksburg by the outlet mall of 270, correctional officers saved a series o inmates from today's suicide in a finite period of time over the course of aew weeks. five correctional officers rescued people from suicide ts atte this has become part of the job if you're a correctional officer in our area yoube have t ready to save a life. th really is a transformative way to look at your job. in addition to the thing you do at any moment, about to save somebody's life. the numbers underscore this.

>> has there been any common thread anyone h been able to see? >> a couple of things. a couple of thingshe unify cases. there's a certain amount of mental illness injail experts, including national alliance for memorial illness, going to jail is a the worst traumatizing event in your life, your world has changed and that triggers suicide attempts. the other commonality inhese cases, the speed in which it happened. inmates we talked to said they planned ahead, horded pills, plastic weare to slit their wrist. when they act quickly. some were acting instinctively so there's no warning side that adds to the burden to correctional . agenci >> how do you go about preventing that? spot that? >> looking for behaviol es.

somebody who is loud being quiet, somebodyng quiet b loud. correctional officers on their feet for the entireeight-hour shift interfacing with, talking to inmates to watch foral behaviues as opposed to sitting at a post at monitors. they have changed how jails are physically laid out,irect ght lines, no blind spots to start executing the plan. >> we pivoted from that story to a story between the three of us we've see a lot over the years. this nex q story,te honestly, i don't think any of us have seen. that is uber vomit >> vomit fraud. >> vomit fraud. adam, what is this? >> uber vomit fraud is kind of what it sounds like. kind

uber customers, some uber customers have been accusing uber drivers of staging fake vomit scenes a then attaching a cleanp fee to the uber bill to say you made a mess in my car, nowou have to pay this clean up fee.it "miami herald" did a story, there are a number of passengers hit wh the fee. some drivers doing it time after time after time. one drive got hitwice in one night even though he was completely sober, remembers all his trips, so on and so forth. it's turn into a fraudulent scheme that uber drivers are g apparently tryo get away with to the point uber is fully aware of what's going on. they are saying any customer who thinks they may or may not be the victim of this type of fraud should contact them immediately. you know, it goes to show you

that people will try to get away with whatever they can get away it's kind of disgusting but also goes to show youwaou should be checking your receipts. the good thing about uber, you always do get that detailed trip -- that detailed receipt at the end of your trip onon your that tells you where you've been, how long it took, forth.and so you should really look at that to see if everything there is accurate. hoif not, youd file a complaint. the problem is that uber customers who say they were hit about this erroneously have said i've had to go through like three back and forths with uber st to prove wasn't in the car or i was sober or that wasn't me or atever. some of them said they got so fed up they paid the fees it . so that's the thing you have to kind of worry about a little bit here. just really keep anye on your receipt. >> tough to prove a negative. >> exactly. some of the drivers were using k the same s photo over and over again.

we'll spare you the photosng th were garound. yeah, some of the drivers using the same photos over and over again. you think about it, if they pit two people a night,s tha $300. that adds up over the course of awe. >> i'm shocked. uber added the whole tipping option. i would think things are going well enough they don't have to do that. >> still trying to find our footing how we regulate formally or informally ride share companies. battles beten taxi andide share are playing out in so many sways, county counc to airports to curbs, we're still finding our footing for something that's wildly popular already. >> here is what people don't know. uber and lyft don't make money. they are heavily subsidized byi stors that put millions into them. you know why uber trip doesn't cost a lot of money, they have paid down the trip. uber has to pay the drivers a

passenr aboard a flight. federal passengers charged did he -- deo mugabe. houston to baltimore. if convicted he faces five years in pris. time is 6:36. police are searching for four people who took photos of guys in the men's locker room in montgomery county. surveillance video captured pictures of a man and three women. officers say this happened july 8th at the south germantown indoor swim center in boise, officers say the men encouraged the women to go into the locker room and then take pictures. officers say they may be from the baltimore area. >> covering montgomery county now, a death investigation in gaithersburg after police found a person dead in a school parking lot. officers found the man friday afternoont south lake elementary school. they don't think foul play is involved. he's believed to be between the agef 15nd 20 years old.
