wasow strapped d and cut open without anesthesia. news 4 at 4:00 begins with breaking news. that baking news in prince george's right now. >> two people are dead at a liquor store in oxon hill. prince george's county tweeted that a robbery suspect shot and killed a victim and then police kill suspect. all of this happening at the corner of livingston road. >> what have you found out, nicole? >> reporter: pat and leon, still very active here, as you can see here behind me. the police tape is blocking off a v large perimeter of the oxon hill and livingston road area. if a you take look here, this is the liquor store that you referenced right off the top. we are told by prince george's county police that someo inside that store was shot and killed by an armed suspect. when that suspect was leaving, as police were approaching the

area, they were confronted by that suspect and the suspect began running towards him and that's when the officer fired his weapon. i want tndgo ahead a get you he some video shot a short time here on scene. police just releasing that information just minutes agon know exactly what led up to the incident inside the liquor store, but, ain, what we know right now is twoeople are dead. that is information coming from prince george's cou police. it appears someone inside the liquor store as well ashe suspect. i did speak with a witness who saw some of this unfold. let's listen. >> pretty much saw a crowd of young kids, you guys running, and it was about seven shots. when i pulled up, you know, eventually i saw the police officer out with his gun out and heard the seven shots. everybody was running. so then i had to turn back arnd and make sure that the store that i work at was okay. when i was pulling around, i

happened to see the suspect or the guy, you know, laying down on the ground over there behind the liquor store. >> reporter: all of this happened around 1:15 in the afternoon. witnesses say they wered surprihat this happened in broad daylight. again, a very active and busy shopping area here. this is right near the oxon hill plaza, where there is a shopper's grocery store, as well as a marshall's clothing store. it's very active. we'v seen a lot of people here since we've been here just millingse about, of co wondering what is going on. we are waiting for prince george's county police to give us an update on this investigation and we'll general bring you more as soon as we get it. back to you. >> thank you, nicole. > now to another weather alert. storms may strike west of the d.c. metro area this afternoon. >> this coming after a deluge last night that led to street flooding in parts of northern virginia. amelia draperth istorm

center and tracking the very latest. >> i think here in the d.c. metro area and areas off to the east are going to stay mainly dry. if you're in the flash flood watch, all the frederick, western, northern -- farther back to the west, under a flash flood watch until 6:00 p.m. tomorrow evening. a better chance of seeing rain andhunderstorms tonight. again, tomorrow afternoon. but i think if you're not in the flood watch you're looking mainly dry ts evening we are still tracking a flood warning for parts of prince william county as well as manassas. that's going too until 9:00 p.m. this evening. issued overnight. still in effect through the evening hours. here is a look at the bigger picture. ona of rain up into carole county, moving up towards pennsylvania. most of our moisture back inwe virginia. this is going to stay along and west of 81 right now.

85 degrees at 7:00 p.m. most of us dry with 82 degrees at 9:00 p.m. some places the water was rushing acrossoads and we still continue to track problems. let's check out one in the vienna area. >> along browns mill rd here in fairfax county. just listeto this. this is streamet turned into a stream. rushing water now. it's actually receded a little bit. that's because the sun is out and the rain h stopped. but the ground here is so saturated that any little bit of showers that a come down rushing off on to the roadways bee this, causing them to shut down, and for good reason. you can see what onear ventured across tried to do,en ded up on the side of the road. we've seen several others.

this from the state of durango in northwest mexico. it was in the midst of a violent storm. on board, more than 100 people, and that includes several one of those passengers taking video when the plane took a dive and then icrashed. it caught fire. this was during theeakeoff. we going to play you a large portion of that. as you s a minute ago -- a second ago,iohe aud is a little bit low, so listen closel

only on news 4. a violent confrontation between so would-be thieves and workers inside a wig shop in montgomery county. that exchange a captured on surveillance video. pat collins joins us live now near the store along georgia avenue in silver spring. pa >> reporter: pat,ester's wig shop has been grabbed before. most of the times it's grab a wig and run. grab a wig and run. not this time. police describe it this way -- three suspects trying to steal wigs. tw employees trying to stop them from escaping. it gets ugly. one of th suspects, the one int, the green shepper sprays the employees. then came a fight that spilled down one of the aisles of the store. two men using wigs to hit one another. a woman employee ends up on the floor. >> if you look at the video of

i'm susan hogan at the live desk. we've learned three men are now in custody,harged i a massive hacking operation targeting consumers in the u.s. deral prosecutors announced the arrests today. the three suspects are from ukraine. they're accused of stealing credit and debit card numbers of moren t 15 million people. prosecutors say the men used computerre malwa to steal customer card numbers from more than 100 companies. some of those companies have previoly acknowledged that they were attacked, including chipotle, chillies and red n. ro the stolen card numbers later turned up for sale on the dark web. the total loss so far is in the

tens of millions of dollars. pat? >> all right. thankou, susan. a gender pay gap among maryland doctors is raising eyebrows. the maryland state medical society surveyed morehan 500 doctors and falnd feme doctors made significantly less than their male counterparts. for example, the nonprofit organization discovered nearly a 50% difference in what male ysicians make on average every year compared to female physicians. survey also found maryland doctors in general, men and female, make less on average than doctors across the nation. announced it will join the move to ban plastic straws and eliminat straws and reduce plastic items such as utensils, offee stirrer across their hospitals in northern virginia. apparently uses some 3 million straws each year. they say they want tohe ensure plastic does not find its way into the chesapeake bay and other water ways. it will,r, howe continue to

headline, rain chances tomorw and friday, mainly during the latest afternoon and evening hours, eecially the evening hours are going to be the best chance for rain. plenty of dry time if not a tomorrow and day friday. very similar to today where we're tracking better chances of rain actually when we're going to bed. the weekendooking mainl dry. think that's what we all want to hear on a wednesday, hal tay throug week. for tomorrow and friday we are going to haveom scattered showers and thunderstorms out there. mainly during the late afternoon and evening hours. the weekend, saturday and sunday, only a chance. it's not that big of a chanceus it's an isolated chance. only about 10 to 20%. monday is looking dry. no problems outhere on monday but it is still humid. here is future weather. this trend continues through 9:00 p.m. mid-w., midnight, overnight today. all storms stay along and west of i 81. again, most of us, mainly dryt overni today. maybe an isolated shower

tomorrow morning, but for the most part looking dry. as we move toward the mid and late afternoon hours, we do starttto track sed showers and thunderstorms out there with the potential for some heavy rain tomorrow tould still lead to some flooding concerns because of how much rain we've had in the month of july. as we look to friday, it's a similar story. we likely start off dry and see showers and thunderstorms developing through the afternoon hours.ning so the weather having a bit of an impact on your day but not a huge impact. if you want to get outdoors to exercise, the best bet is going to be the morning hours. i would still heado the pool tomorrow and friday. have that backup plan knowing you have anc very small c of dealing with a thunderstorm, especially as the day wears on. if you're doing something like staining a deck where you need 24 hours of no rain in the forecast, hold off on you need a plan for next week because there is the chance for rain in the forecast. as we look to thursday and friday.

scattered showers and thunderstorms in the afternoon and especially evening hours. more scattered showers and thunderstorms on friday. still plenty of dryime for the weekend. only an isolated afternoon thunderstorm is possibly both saturnd sunday. here is the latest on that flash flood watch. this is going to go, guys, until 6:00 p.m.da on thu for parts of frederick, western loudoun, up through washington county. all the way back to th west. uld lead to more flooding concerns similar to what were tracng in central prince william's county as well as manassas. is a look at the bigger radar picture. the rain mainly back in west virginia. again, for the most part, it's going totay alo and west of the blue ridge tonight, but a better chance at rain tomorrow. now, of course, overnight we had a ton o rainfall across the area. especially in parts of northern rginia. so fast, watching many drivers, unfortunately, offbarred.

adam tuss reports from the potomac in northern virginia where a lot of that water is heading. >> reporter: what a messda of a after all that rain. all you have to do is take a look behind me here at the in fast-mov waters to see how much is now flowing through the area. some roads have re-opened, but it haseen at times a scary situation today. all across the area, localntoads turned irivers. perhaps the most dramatic moment of the day, a driver stranded on browns mill road in vienna completely surrounded by water. chopper 4 capturing the sne. you can kind of see in the center of the shot right here, sat vehicle isck basically in the middle of about a 200-yard closure of browns mill road. the road completely flooded out right now. fairfax county rescue teams eventually removed the driver safely buthe car left to stay and wait for the water to run off. hn has lived in the vienna area for 50 years. he cameo take some pictures

hair hands rip your insides open to pull a baby out. i tried to put myself in her shoes. >> says nurses would not let him inside the o.r. to comfort h fiance, but he told us he could hear her scream and the silence after she passed out fe pain. >> you know, just trying to wrap my mind aro how it would feel to basically be butted like a fish. >> reporter: tri-city hospital did not respond to our questions about the lawsuit. a surgeon wasn't available for comment. denying the allations, telling us, anesthesia services would have been available and the care provided was appropriate under the circumstances. but the 's lawyer says there was clearly a problem with proper stafft gtri-city. >> that's what i'd like to see change so that this doesn't happen to somebody else. this was dhorrific. >>'t think that's something anybody would ever forget. it's probably going to stay with me for the rest of my life. a story i get to tell her.
