water rese. these are pictures from broad panch road and 32nd street in rock creekark and that street closed tonight. >> doug kammerer joins us from the storm center with the weather. the weather word for most of us, has this blown through? >> most of us in the d.c. metrom area, this s came to the d.c. metro region about an hour ago producing the vvyy h rainfall and the other warning is for culpepper county. still storms around fredericksburg. this is a brand-new severe thunderstorm warng including frederick county virginia, berkeley count and jefferson west virginia and extreme portions of clark county. north and west of winchester. look at all the iense lightning with this storm. this storm is moving our area. a flood warning was issued close to the winchester area, so once just like we saw on broad branch road, turnnd ardon't drown. we don't need to see any more flooded roadways out there and see more with this.

future, but experts tell u that's what officers are being asked to do more and more often, and they don't always have the tools and training to do it. t >>hey are responding to theti ve shooting with the tag wam. >> these ten shotsere heard. >> it florred me. >> reporter: anne arundel police chief timothy altamari knew it could happen in his community but what he didn't know is h w many people afraid he might do it. jorge ramos now charged with murdering five up in employees inside their office at the "capital gazette." five years ehier police report documented why a tective didn't believe mr. ramos was a threat to employees there. >> i trusted and still trust his judgment, you know. >> reporter: the newspaper had callednv police totigate months of threatening language in ramos' twitter feed, but ultimately they decid not t pursue charges.

the detective noted ramos had not attempted toent enter the newspaper building or send a direct threat correspondence. >> reporter: i would be interested to know how many people they knew interviewed him whether it's his parents, friend, family, neighbors. >> matt doherty used to run the national threat assessment center for the secret service and note the report outlines many investigative steps the hetective did take but does not mention any suc interviews. doherty says finding a trusted source within the suspect's circle is critical. >> you look at these targeted violence cases. very rarely does someoneake a direct threat. >> reporter: but they almost always exhibit warning gns, and if those behaviors aren't identified and stopped they can escalate. he says it's up fair and potentially dangerous to ask law enforcement toutredicte behavior without extensive training. >> they can't go it alone. they have to have the full cooperation of the judicial system, social workers, health community. >> plus he says ramos hey not

have been a threat back when the newspaper calledhi >> the one t people have to keep in mind about threat assessment. you can clo a case b it need to be monitored. >> reporter: monitoring ras' later tweets could indicate textbook pre-attack behavio like the attack at the "charlie hebdo" newspap in paris and where an article onass shootings was shared saying it could not happen at the old address because t was no one there left to shoot. is that a red flag? >> absolutely. >> most average police departments know all of this. >> reporter: the chief says going something that he's to change. we're going to hire an employee this year to do nothing but monitor maybes on social media. >> reporter: he decid t to creat position after the school shooting in parkland, florida, inhi february. department gets at least a threat call a day.

183 just in the schools last year, and he says most threats now involve socia media. >> i would like to see a strengthening of the statutes as it deals with threats. for us to be able to get a criminal charge. the threat made by a h person to be extremely graphic, pointed, narrow, i'm going to k col you. >> reporter: he says his department's thorough review of the response to the shooting will also include a handling of the threat investigation five years ago to see if any policy changes are needed. >> you'll see us that tweet that to say officers need to go clan eyes tebody an talk to them. >> reporter: and he also wants talk about legislation to give officers more latitude when investigating threats to better protect the public. >> i've got to be honest. i'm frustrated every day by what we can't do. we can't guarantee anyone's safety in this world. i wish iul but tell us, and we'll move heaven and eth to help you. >> there is no record of the newspaper ever following up with

doug kammerer is hopping on set. chair.the no more warnings you just said. >> so we're in the clear for the rest of the night? >> no,ot yet. still have showers and storms and some are still developinged and becoming stronger especially down around fredericksburg, but right now no warnings. we had warnings until 5:45 but that's been cancelled as the storm continues to weaken. the storms are around baltimore. ltimore getting crushed again. flash flood warnings in effect just east of baltimore. arou annapolis seeing shower activity, see it down around edericksburg and see it north around hagerstown. live over towards frederick county virginia or maryland, move it closer your way over the next couple of hours but this storm right here has weakened enough there's no longer a warning toward it. down towards fredericksburg. this storm has come together over the last5 to 40 minutes.

right around quantity quo, watching me from stafford or the quantico area, watch out. you'll probably hear the thunder and stay indoors and right on down towards king george's county, all inharles county, especially in western charles county. fredericksburg, 95 and just a mess. we know 95 always a mess, especially from quantico dow towards quantitiesburg and really going to be a mess and look at all the washington and you can see the area right in here about to come right through downtownredericksburg as they move east. to the west, looking at martinsburg and hagerstown with some rain and the thunderstorm activity starting to wind down here. it's around winchester though as we zoom t on inards winchester and southern portions of berkeley county and west virginia right along i-21, 17te and r as you make your way towards winchester. very heavy rainfall. this is the same location that saw heavier rain earlier today and a flood warning fut area creeks and streams and watch out in this area.

time from a family member of a little girl shot to death on sunday nighd' >> the ch own mother is accused of the murder. inonica youngblood appeared court today appearing dejected and telling the judge she doesn't want a lawyer. our bureau chief julie carey reports now from fairfax county's courthouse. >> reporter: well, this was supposed to be a week of new beginnings for youngblood family. they were supposed to move to missouriar instead, the mourning a child's death. i spoke it a relative in midst midst by phone today. the victim's paternal great-grandmother says they are devastated by what happened and hoping and praying now that tha teenageister who was also shot will somehow pull through. >> the police distch call sunday night chilling. >> advising the suspect is there saying she just killed her two daughters and currently has a gone. >> reporter: a subdued veronica court ond appeared in a tv monitor hanging her head and refusing to look into the camera. the judge told her she faced a

second-degree murder charge for the shooting death of her daughter, 5-year-old brooklyn found zuntuny night in this apartment dead from a gunshot wound to the head. when the judge asked youngblood about an attorney she said quietly i don't want counsel. said the judge, you understand th is a very serious judge. youngblood repeated i don't want counsel and due to the seriousness of the charge the court is going appoint counsel. the public defender's office will handle the case, and morer charges likely in connection with the shooting of youngblood's oldergh dr. as news 4 reported yesterday youngblood was involved in an ongoing contentus custody dispute with her exhusbd and undehe court agreement the entire family was tlocating missouri so both girls could stay involved in the girls' young. the ex-husband agreed to pay represent the and other expenses and a w fewks ago she moved into the new apartment after filing court papers saying she

a business that promised to help sellers make some big bucks on amazon has been ordered shut down. the federal trade commission investigating the company for what it calls a get-rich quick scheme. consumer reporter susan hogan is here to tell us about it. susan? >> a complaint filed by the ftc says the cpany called sellers' "playbook" defrauded consumers so here's what we know f so. it claimed it could help people and small businesses make thousands of dollars per selling products on amazon, but a complaint filed by the ftc sayshe company deceived consumers by overselling its results, and that i reality most people actually lost money in the schem the filing also claims the husband and wife who owned the company get this m ande more than $15 million between april 2017 and 2018. now the company will remain shut down while the ftc cometes its investigation. we've of course tried to conct
