good morning. i'm marlie hall. >> and i'm phillip mena. we begin this morning with breaking news out of london. car has crashed into the barriers outside of parliament and hd promp a large police response. at least one person has been arrested there, and there are reports offoinjuries. more on this, let's go right to vincent mcveinny who is there on the scene. vincent, what can you tell us there? >> hi. good morning. i was on the greenutside of parliament when there was a loud bang from around the corner. people started herunning. and i ran towards it, a car had smashed into the anti-terrorism barriers just outside of the house of commons. people were running away from it. a pedestrian i spoke to that the car was driving fast and drove purposely into those e ba. within about 60 seconds, there were armed police response units all around t car. about three to four big suv vehicles, each of those carrying

about three officers with machine guns all jumping out. there were about 10 to 15 police officers were guns pointed. others were rushing out of parliament as well. at the car, smoke was coming from the bonnet, which was pretty pacted, and they were yelling at the car. they pulled out w a man. he about 6 feet tall. he had a beard. they have now arrested him. they have continued to move pedestrians and the publicack from parliament, shutting down london. roads in central more emergency response vehicles have poured in. ambulances, fire engines, and police cars and police motor bike over the police radio we have heard they are treang this as counterterrorism and they're advising people to stay away from this area. they're also saying a number of pedestrians have been injured. i've spoken to people who saw th, crash direct and they said they thought some people did get hurt in thisin dent. >> vincent, thank you for painting the picture outside of parliament where a car has crashed. more breaking news out of california wherearhest
