firefighters on the fringeyi to knock down hot spots. he says the warehouse is huge. >> we have a higher than usual risk of collapse because the seal was exposed to high heat conditions. >> reporter: a fire crew spotted the building burning. it is a recycling plant that disposes of construction debris, but does not handle asbestos or hazardous waste. crews quickly discovered a major obstacle, water or thek l thereof, grants, they had to dispatch the tankers. >> and they shuttled the water in. >> reporter: police had to shut down the road to clear pace. and that forced all the rush hour traffic right on to the highway. none was inside and the plant was closed when the fire started, so investigators ang still loo into what sparked

back in july. justin finch, news 4. developing this morning, an outbreak of. violen d.c. police are looking for the person who shot two men on mounr pleasant st northwest near the powell rec center. the shooting happened around 9 on:00 last night. both victims are expected to recover. about an hour before that, police say someone shot a man ct thener of 12th andse massachus avenue nir thomear ths circle. police say the suspect may have gotten around in a car, but they are not really saying a sdrips. and we now know the name of a man killed inside a barber shop in northeast. kayvon herder was 25 years old. he was killed yesterday afternoon. police believe that it was targeted attack.>> > right now in alexandria, closingre arguments under way in the paul manafort trial. the former trump campaign chair

now to the crackdown on traveling with emotional support animals. federal regulations allow many disabled passengers to travel with the service animals. but critics say a growing number of people are gaming the system just so they canring their pets along on vacation. gabe guttierez reports. >> reporter: this morning airlines and cruise lines are cracking down on the growing number ofup emotionalrt animals being allowed on planes and it is no longer just dogs address cats. some have become modern day noah's arks. ducks, pigs, kangaroos, even peacocks flying the increasingl furrysky. now southwest airlines says starting next month only dogs an cats on a leash or in a carrier can fly. >> i don't care as long as it didn't bark. >> reporter: passengers can travel with only one animal and must present a letter a from doctor or licensed mental health professional.
