ound. we don't have confirmed reports of a tornado on the ground. again, the national eather service issuing a tornado thrning for parts of st. mary's county. is going to go for just under 15 minutes. what you need to do if you're in this area along route 5 down there in st.mary's county, stay away from your windows. if you have a base president, get into your basement. if you don't have a basement go into a hall what or closet, somewhereooway from and windows where you can wait out this storm. i want to show you l theger picture of things going on. again, a tornado warning down in st. mary'souy. you may be in thing some beeping going off in the ba fground. that the severe thunderstorm warnings in effect for parts of the panhandle of west virginia, p up throuts of allegheny and washington counties up into pennsylvania. these are going to go until 4:15, 4:30. all of the areas here in pink are under a severe thunderstorm watch. this and severe thunderstorm watch in pk is in effect until 10:00 this eke. this is for fredry, loudoun, fauquier counties and back into the panhandle of west virginia.

not only that, but if you're in the d.c. metro areaou know earlier today we had very heavy rain moving through the region which caused flood warnings to be issued, and those are going to be in effect until 8:00 this evening for parts of prince rf william, f counties, falls church, the district, arlington, alexandria andf all prince george's is under a flood warning. that will be until 8:00 thisev ening. we have flood warnings still in effect for parts of fauquier, cull pep per and rappahannock county in effect for the next couple of hours if they are not extended. we have really two issues right here. we have one, thisntense area of thunderstorm activity down in st. mary's county, and altho nh it might be showing the most hook echo or something that we look at to a indicat tornado, what we're really noticing is the amount of lightning with this thunderstorm, especially with how quickly it developed across the area. that's just because theracking is on. with how quickly it developed across the area. when you see the lightning pick up that much in that quick of a

time, that can cause the national weatherce servi alone to issue a tornado warning. you can see that now we're starting to see this push off to the east. east of chaptico and mechanicsville. if you're into parts of calvert county, play it safe and get indoors. if you're around mechanicsville or chtico, you're under tornado warning for another 10 minutes. a tornado warning for parts of st. mary's county until 4 sack i -- until 4:15. i wonder if the national weather rvice have updated their bulletin when we get a little more information. warning for nado st. mary's county. >> the last update i see, amelia, was at 3:49. we don't have anything new on this as far as any nfirmation. quarter-sized hail, that's going to be an issue there as well. flooding concerns, too, from earlier but we're also watching the potential for more stos as we go through the afternoon and

evening, so there's that big line that y were talking about, amelia. >> this line is moving towards the northeast. it's really not moving all that quickly, so what we're tnking is that it's really going to impact our western zones as this pushes up towards the north and east. you can so a lot of lightning with it, too, a very, very intense severe thunderstorm right now. here's some impact times for you moving towards gainsboro at 5:20 and mtinsburg at 5:50 and hagerstown around 6:00 in the evening and harrisburg just before the 7:00 hour. yesterday we were talking about how today would be a severe weather day, a weather alert day aning we had the potential for strong to severe thunderstorms. they were looking prettyikely. i actually didn't even touch this graphic. i just updated it today to say this evening. this is what we continue to track. these are going to be the mai concerns. very heavy rainfall leading to flooding issues. we've hadch so rainfall from mid-july to mid-august in our area that it's not taking much to lead to these flooding

concerns. most of the d.c. metro area odunder the f warning until 8:00 this evening followed by heavy rainfall and strong gusty winds. we're hearing reports of somam winde out there in parts of allegheny county, something we'll continue to monitor. w eno fhaotven't seen any rail reporn facebook or twitter. i know sheila was in earlier today monitoring the thunderstorms, and they were talking about the pential for some hail out there. also we talked about it yesterday, that the winds were right tod for that potential to see a few weak tornadoes across the area. so when we'rera ting these tornado warnings, this isn't going to be anef-5 tornado. tornadoes are rated 0 to 5. most oen we see a tornado come ef-2.ybe a 0, a 1 or these will be on the low end that have scale t you still netake them very seriously though, and with that being said we have a tornado wa sing for parts of mary's county including route 5 that's going to go for another ten

tornado on the ground yet, but it doesn't matter because either way we could be seeing some damaging winds with this. i'm goingk to go bac to the radar image here so we can see where the rain is. the tornado warning is still in 'rfect. if y in the path here in st. mary's county like we were mentioning r,earl you could be seeing very damaging winds.rn a tornado waing in effect until 4:15. this is the first one that we've seen really across the area. i'm going to zoom outo we can see what else is going on. most of the d.c. area getting rid of the heavy rain from earlier but we have flooding issues. the pink area off to the west,er the s thunderstorm watch and warnings in the area, as well, but these are farther off way west of 81. the iou be a while those move in towards more populated cities. as we zoom back down. we do want to talk about this tornado warning. it does not look that impressive on radar to me. that's why we're keep looking at velocity and that shows us the circulatiohin the storms.

this is the main area that we're watching. again, i'm going to zoom inli a le bit more. st. mary's county if you're just tuning in along dr. johnson road, lion lane, 5 to 238. if any of theseound familiar, freight falls road, busy corner road and in st. mary's county we could be seeing a potential tornado. no reports on the ground, but we're looking at the possibility for some damaging winds here nonetheless. now, again, if you are in the warned path, you want to get into a basement. that's your number option here. stay away from windows. make sure you're on the lowest level of your home. if it's an interior hallway or closet or bathroom without window, i would suggest you get in that, too. that's for st. mary's county. i'll zoom out and see what else is happening in the area. still mainly have our highest concentration of storms just up to our north a west. and just to the west of hagerstown. these storms wn you get to hagerstown until about 6:00 p.m., that's when we timed it out earlier. these are severe thunderstorms.

so the line to have to our west. still looking at the potential for the strong to severe storms later on this evening partly because of that line to our west. now, i'm going to look around the d.c. metro area. if you're in the d.c. metro area, northernaf vaf and most of maryland and you're wondering if you'll get severe weather soon, i don't see that happening. don't have that on radar except for the warning still in st. mary's county. >> this warni will go until 4:15. have about another four minutes on it. of course, tornado warnings are issued by theer national wea service, and they are saying they will allow this tornado warning to expire i four minutes at its designated time 4:1 as sheena has been talking about, not looking as impresve anymore. potentially had a funnel cloud, maybe a tornado with it as we were picking up rotation moving towards the east. another indicator that i was talking about, not only looking at the speed of the storm but the amount of lightning with the storm, we really saw an uptick of lightning with the thunde ttormt could have

helped prompt that tornado area. as we clear the light anything and zoom farther out, you can seet's nothowing as much lightning, and the brighter strikes are more recent lightning strikes. when you start to see the lightning falling out of the storm, that can be o indicator. a lot of time that means the storm is weakening. the national weather service is seeing that weaken too, and they will allow the warning to expire in three minutes. ten lightning strikes now with this storm. r still has very impressive precipitationes of almost half of an inch per hour, so this is likely leang to flooding issues in the area out around the mechanicsville area and chaptico as well. again, this tornado warning in st. mary'sounty will be allowed to expire at 4:15. re other thing when w tracking tornado warnings down in southern maryland that can be a little bit difficu is our weather service is located in loudoun county. sohat radar beam is being sent out all the way from loudoun across the metro area into

st. mary's county. it can be hard at times to predict what is that rotation, and is it actually down on the ground? today is a day where the radar beam was sent cut. ite back with enough information, enough circulation in the atmosphere to say that there is the potential for a tornado warning on the ground in st. mary'sun county a areas like helen and chaptico and a hillvilla that we need to issue a radar-indicated tornado warning until 4:15. now, as we head on into the rest of the ening hours, we'll be tracking areas of thunderstorms and some strong and severe and heavy rain and gusty winds that continue to be the big concern. guys, we can't rule out another isolated weakar tornadong to potentially be issued. if that happens, you always want tono prepare. is the perfect time as you're heading back to school, getting back into theti r to develop your family emergency plan. that includes what do we do if we're under a tornado warning? well, here's what you need to do. and away from windows doors. get into a basement. what if you don't have a

basement. head int an interior hallway or closet or bathroom, something that doesn't have windows. shelter away fromisindows which he bottom line. we begin to track this tornado minute for anoth parts of st. mary's county as we widen out the image here as well. you'll notice the d.c. metro aret largely gng a break but there is an impressive line far back into western maryland and parts of the panhandle of west virginia. notice around the warrenton area around 66, some very heavy rainfall. but this line back in the panhandle of west virginia prompting some severe thunderstorm warnings o be issued for the oldtown, springfield a romney areas. these warnings will be in effect until 4:45 with most of our-year including northernirnia and western maryland and back through west we're just about down tracking

you can see that they have got the folkser out for morningside who have been trying to help people whole were in their -- people who were stuck due to the rushing water. this manto was on his wa liquor store to check how his business was doing which also ended up being flood but he needed help getting out of his vehicle. he said that water just rushed quickly. let me show you video of what it looked like here just a little while ago.ro this is the prince george's county fire department. they were showing what it looked like down here on suitland road and how high that water was. now, in addition to the high road,here at suitland there were also rescues at ritchie mlboro road as well. that happened just a little while ago, and it's sll actually ongoing. we've got police coming by us here, and it's a little noisy, but, yeah, so a number of water rescues here in prince george's county, and as i mentioned one

warnings that are going to go through until 8:00 all of prince george's county down through parts of st. mary's county, the disict, arlington, alexandria, fairfax, falls church and parts of prince william and fauquier county continue to be under the flood warnings until at least 8:00 p.m. the national weather service typically does warnings a little bit later. here's the picture right now. we were tracking this severe thunderstorm warning, and that prompted a tornado warning down in st. mary's a county. bare lightning left in hat. we then really impressive thunderstorms back in the panhandle of west virginiafand western maryland right now. so, as we continue through the evening hours, here's some timing. hagerstown around 6:00. harrisburg around 6:56, and then lower paxton around 7:05, and then there's that severe thunderstorm that's no longer a severe thunderstorm. so a lot of reports out there of flooding. with more on the timeline'll send i over to sheen ark. she -- over to sheena. >> amelia, this is future

weather, this is not current, not the current radar, but it is showing usnhat's happening current radar. as we go through the next couple of hours here. notice how weee more storms back off to the west firing up. this is the area that has thef history producing severe weather. we've already seen it with this line. the line that amelias just talking about which is farther up to the west. that could be near hagerstown b about 6:00 and that's been the timing that we've been tracking throughout the afternoon. there's a chance that we could see ae couple m pop-up storms south of d.c. mainly. watch what happens with this area inarts of northern virginia. kind of washes out by 8:00 p.m. but the stormsn northern maryland and off towards the shenandoah valley. those could stay pretty strong as wehe go through evening. again, we have a severe thunderstorm watch until 10:00 s p.m. tonig before 10:00 p.m. we have the chance and the likelihood in some cases of some of the storms becoming strong to severe. here's 9:00. northerntown, hagerstown, pounded by strong storms. there's a good chance as we see

alexander, news 4.e >> and back at the federal courthouse in alexae'ria ther breaking news. i'm scott macfarlane at the live desk. news learned from nbc auporters in the court roommate jury in the manafort trial have reached a verdict on 1 of th counts in his case. this is a case of bank fraud and financial crimes against the former chairman of president trump's campaign in 2016. the jury has told the judge they reached a verdict on 8 of the 18 counts. it appears according to nbc news reporters in the courtroom the dge is going to declare a mistrial on the other ten a read verdict in the eight charges sometimes soon. it could be imminent or sometime later thisvening. there are live pictures of the courthouse. you can see the running people, likely running with the verdict. the papers inheir hands are going to news sources. you can't bring a cell phone into that courthouse or a portable electronic device or a tablet into the courthouse so youruly haveo run news out of the building and go back through security through the

the judge will declare a mistry. so a very mixed verdict here. yes, paul manafort is convicted, mostly on the least of the serious charges. the bank fraud charges that were the most serious, convicted him on two of those. one saying that he lied tok citizens bhen he applied for a loan in 2016 to get $3.4 million and, again, to the bank of california when he applied for a $1 million loan he ended up not getting. a ver mixed verdict by the first case of robert mueller's prosecutors and the first special counsel case to go to trial. >> it will bring v tdict under a lot of scrutiny. i want to bring in a senior fbi official. mr. rosenberg, can you tell us if thisurprises you. heard so much about this being a

strong, strong prosecution case. >> in someays it doesn't surprise me, lester. i think there's a really important piece of information missing which is what is the breakdown among the jurors on those counts to which they could not reach a agreement? if it's 11-1, that tells us it's still a ver strong case but one person didn't see it that way. ift's 5-7, that's a very different answer, and so a couple of important points. mr. manafort is a convicted felon. on the cases that the jury could not reach a verdict and all of his conduct comes under sentencing so it's a bad day for mr. manafort. what's your bet? will the prosecution be able to reviewnd will they know how the jury broke down? >> typically you find out in the eastern district of virginia. prosecutors are not allowed to talk to the jurors at any pudnt ing after a trial, but i imagine there will be some way for the government tory and, you know, sort of divine what the breakdown was. remember, too, there's another

trial coming up for mr. manafort in the district of columbia, so in my view,st , a very bad day for mr. manafort. he's a convicted felon. it's a gooay for the prosecutors. >> all right. chuck, thanks. let me bring k insten welker who is monitoring reaction at the white house. have we heard anything from there? >> no reaction yet, lester, but you can bet they are watching th very closely. president trump on his way to west virginia right now for a campgn-style rally. he'll undoubtedly get some thoughted questions abo shouted questions about this along the way. will he talk about it, we'll wait and see. the president has tried to distance himself from hisca forr aign chair tweeting this reese rently, lester. paul manafort worked for ronald reagan, bob dole and highly respected prominent political leaders and worked for me for a very short time. the reality check is he worked vir the trump campaign for five months s as campaign chair

for three of those months, including i a very critical time, during the republican national convention. he was the manager, so his role was seen as being quite significant for the trumpai ca, but, again, this is a president who has really tried to distance himself. he was recently asked if he would pardon pau manafort. the president's response. i think the whole manafort trial is very sad. i don't talk about that in reference to whether or not he would pardo him. lester, this comes as the white house and this president a facing an increasing number of legal problems hover them, including, of course, the case of michael cohen. we are watching that very closely. expecting him to plead guilty to a range of charges as well. of course, that's the s presiden former attorney and personal fixer. so all of this looming large over president trump as he prepares not only to head to west virginia but t try to hold on to the house in the critical mid-term seasons wch are comi up. lester? >> kristen welker at the white

houseg nbc analyst nick ackerman is a former u.s. attorney and jo.s us n nick, this is probably a political question but a lot of pressure because this is the first prosecution of the mueller team. 18 counts and only guilty on 8. how does that weigh into whether fey proceed forward and troy again? st of all, the premise of your question that only convicted on 8th fact of the matter is this is a huge deal. it doesn'tfe make any dnce if he's convicted on 3, 8 or 18. the fact of the matter is he would never get any more time than he's going to get eight counts. he's been convicted of bank fraud which is a 30-year felony. he's been convicted on a series of tax fraud counts. this is a big deal. no question about it. th has not happened since satergate where a presiden campaign manager has been convicted ofyelonies. ay you cut it, this is a

major victory for the team. er >> all right. daniel, thanks for that assessment h.let's go back to peteilliams right nowho is at the courthouse and was reading it as the verdicts were oming in. what happensnow, pete? >> well, for the next step now, the government will ask tdg and the jury to let them take some money, ill-gotten gains to use the old expression. they will seek forfeiture on the properties in the bank fraud. one of the things, these all have to do with paul manafort's actions involving his lobbying for ukraine. not his work for the trump campaign. howeer, on one of counts, the bank fraud count against the ba of california and the citizens bank, in both of those cases he applied for the loans in 2016, and so one of the govement's arguments has been that while he was working on the trump campaign,as he

continuing to mislead banks to borrow money, but the charges don't relate to the conduct as a member of the trump campaign, either as a volunteer or campaign chairman which he briefly was for about three months. >> now, in terms of sentencing, what happens now? >> the judge will set a sentencing date. there's going to be a pre-sentence investigation, but there won't be any sentencepa ed until manafort is back in court again inut a a month when he faces trial in shington, d.c. on related but different charges. so he won't be -- he won't be sentend at all until that trial is over, and by the way. he's bn convictedn some of these charges, and he's going to go to jail. j i'mned now by my colleague mike goldman who was in the courtroom, formeeral prosecutor. saw.us what -- what you the. >> well, pete, it's a bit of a

surprising verdict, not necessarily surprising that there were eight counts but that the actual counts that were -- the counts of conviction are wsurprising. ched very closely to see paul manafort's reaction as the deputy clerk read the verdict. he was unmoved, stone-faced,av d not a single reaction. i could see him gulp a little bit, but i surprisingly d. steely-e his wife as well. mrs. manafort did not make any motion or any physical treactio, t is, you know, somewhat of a surprisingt, verdot necessarily that it's a conviction, but certainly the number of counts are interesting,he and t disbursement of the counts. >> a p mnt i woulde is we all assumed that the government's case was strongest on his fai to pay his taxes. the prosecutor said at one point in the trial the star witness in this case is the documents, and it did seem like t government had paul manafort cold because

they knew how much mon he earned and how much money he reported on taxes, and they didn't add up, and it would seem that that's something that the jury could understand, and those are the counts on which theyic cod him on all. let me just ask you one question. earlier today they sd they were hung on a single count. what do you think happened? they went back in and realized they had more divisioned than th they thought. >> i think they meant a particular count, and they were trying to identify and ask the court what should they do if there was one or more counts to whh they could not reach an agreement? so ultimately we were all surprised in the courtroom to hear there were ten counts they couldn't reach agreement on and as sitting there how does ten add up. five tax fraud, four foreign bank account and nine bank fraud, but what we've seen from this verdict is what you saidax that the fraud was the strongast, clearlyhe strongest case for the government and it looked from e jury notes on friday that

they had decided that and that they had decided that in favor roof thecution. but to only come back with the 2012 count for the foreign bank account records and not the other three is very surprising and very unusual, and then to come with two of the ban fraud tld not a number of the others is a l less unusual than the nearly identical charges that they split in the foreign bank accounts, but it's certainly a bit of a surprise. >> lester,xp onenation for why they might have convicted him on only two of the nine bank account -- bank fraud counts conduct ach case the was a little different. the government alleged that he told different kinds of lies or made different kinds of misstatements to the banks to ndividual banks to get each loan. it wasn't exactly the same conduct, and maybe that's where th jury drew a distinction, because one of the defenses had been that he was a busy man. he was traveling a lot. there were early misstatements,

but he eventually got it all straightened out. that may be one of them. important to note here, the h jy coule being a ted him on any of these counts. could have found him not guilty on any o c thesents and not on a single count did they find him not guilty. they simply saidern the o they couldn't agree. >> if i could add one thing to that, lester. >> sure. that's very important, because what the prosecution will argue at sentencing is that everything that they allege in this indictment should be found by the jud under a lesser standard of a preponderance of the evidence so that they are going to argue that paul manafort should sentenced on everything, and because some of it wmi a rial and hung and not resolved,hehat under t lesser standard allf those -- that other conduct which is really three additional loans should be conside as well for sentencing, soho evenh -- this is why broadly speaking people say any conviction is a victory for t government cause at sentencing it's a
