david katz seen at this tournament lastyear, announcers noticed he said very little. >> not here to make friends. >> i remember him bng awkward. >> reporter: abbie franklin went to middle school with david katz in howar county. she said she never expected this kind of viol from him. >> it was chilling. i've been honestly in shock. >> reporter: she says she and her classmates tried to be nice to katz, but that he never opened up. >> they would make money playing games is justwild. >> reporter: over at american university, gamers like shawn riley shocked by news of the shooting. riley is a president of the gaming club. like d, growing up, kids him made most of their friends online. >> it is a safe space where peopleeel like they can come and be themselves. that washe reality for a lot of kids, they would get bullied at school or something like that. >> reporter: as local gamers process the news of the shooting, one knows he's lucky to be alive. he was at the tournament tweeting the t rney just got shot up, i'm leaving and never

coming back. his brother toldhe news 4 family was watching the live stream and heard the gunshots as they unfolded. >> sadll for the people that, you know, their families, the t ones that hav go through what they're going through. and thyet a little bit relieved. mixed .emotio >> that d.c. gamer put out a recoveringaying he's at home now, but still shaken and saddened for all those who lost loved ones. we heard of car thieves targeting wheels, air bags. one montgomery county family is dealing with something that has stumped police. news 4's jackie venson explains how they woke up to a car with only three doors. >> reporter: the car door is gone. the entireooear of this 2011 bmw sedan was surgically removed sometime in the early morning hours of august 8th. >> you have to have a door.

you can be ticketed for driving without a>> door. eporter: thomas, he asked we use his first name, was inside his silver spring home when he heara loud knock at the door. it was the police. >> they said, did you leave your car parked, any problem with your car last night? i said, no, my car is fine. should be down there. they said, you better come down here and take a orlook. >> rr: this image shows how the thieves cut the lock out sf the front driver's side door to gain acc to the vehicle and remove and steal the rear door. the apartment complex sits in a quiet neighborhood. this has everyone sking their heads. >> they were pretty surprised. they hadn't see anything like that before. >> jackie venson reporting there. the owner tells ust took a while for him to explain to the insurance company that the whole car wasn't stolen, just those doors.

speaking of cars, do you have one that has been hanging around your area with out of state plates for way too long? fairfax couy says it is a big issue. and now they want you to do something about it. transportation reporter adam warning. he >> reporter: here is the issue, so many of us move all around this region, right, some of us live i maryland, d.c., virginia and we switch back and forth. here in fairfax county, you have to register your car to the county and if you don't, well, your neighbors and others could soon start snitching you out to thety . would you turn in your neighbo if you knew their car wasn't properly registered to your county? >> that depends. if someoneor is here one year, probably i would say, yeah, why not? >> reporter: is it fair to quote/unquote snitch on a car without proper registration? >> no. they don't know your circumstance. >> reporter: obviously opinion vary, but fairfax county says way too many out of sta

are showing up and not being properly registered. that's why they want to essentially double the staffing for a program called target, where residents canly anonymo report cars that aren't registered. the county requires a vehicle owner to register within 60 days. >> it is hard to say m hy may be avoiding taxes, 14% of the tips we get end up being assessed. only 14%. >> reporter: and here is something to stir the pot ait b more. maryland plates are said to be the leading violator on the issue. check out this statement fromfa fax county supervisor jeff mckay, he says everywhere i look in the countye are flooded with maryland cars in particular and many of themre living in virginia and avoiding taxes, that's unlawful and it has to end. the county also says florid texas, d.c., and pennsylvania plates rank pretty high. if you are caught, the penalties can be pretty stiff. you can be assessed back taxes for up to three years and the current year and in an annual

earlier this year a schoolc reso officer may have prevented a tragedy inside great mills highchool from becoming a lot worse. as our kids head back to school, the news 4 i-team began reviewing our region's school officer program. there are questions about whether some school districts areg comin up short and how they're protecting students. >> 911, what is your emergency? >> someone is shooting up the

school. >> reporter: it is the e-mail no parent ever wants to receive. >> i was i panic. >> reporter: cindy read the alert, a student found with a gun inside her son's school, clarksburg high. >> my youngest son was very afraid and especially because the studenthad classes w him. >> reporter: just one day after the february tragedy at parkland high in florida, after getting a tip, the school resource officer found the gun and helped arrest alvin chen. they say this is why you need a school officer. >> you want to feel they're in a safe environment. >> the most challenging job in all of law enforcemept. >>ter: don bridges is past president of the national association of school resource officers, which recommends every school has an sro, and one officer every 1,000 idstudents. s says that contributes to one on one relationships with the kids and ensur quicker responses to emergencies. >> they need positive properly

trained, properly selected sros. >> reporter: the news 4 i-team reviewed our largest local school districts to see who is meetin standard. and we found about 40 high hools in arlington, fairfax,rg prince ge's and montgomery counties that have more than 2,000 students per officer. washington lehigh wit o officer. chantilly in fairfax county, about 2700 students. high point high in prince george's, about 2600. and montgomery blair, more than 3, each with one sworn officer. >> the reality is we need so many more of these officers. our school system continues to growatnd our popn continues to explode. >> reporter: montgomery county council education chairman craig rice proposed adding ten new officerst the county's middle schools. but he acknowledges it is an rphill fight. >> with the numf schools that we have over 200 in montgomery county,ou can s the numbers starts to add up very quickly. >> reporter: the challenge is more than just funding.

police departments nionwide are already facing a recruitment hurdle. finding the right school resource officer can be a heavier lift. >>n'ertain officers a built for this. and it takes a special kin of officer to be here and deal with 12 to 1300 students every >> reporter: at liberty high school, sheriff deputy christopher myer walked the hall for four years. on duty, every school day, myers says the job includes patrolling forthreats, counseling kids, some teachers, but also planning for the worst. >> you have to look at the school shootings and think -- >> every day, absolutely. >> it could be me. >> absolutely. >> one man. right. >> against whatever is facing you. >> correct. reporter: bob moser says he hears from parents who want more officers, even in elementary schools. your community wants more security in more tildings? >>y do. the community has been vocal about this. >> reporter: that county added a dozen security guards to help

students and teachers in fairfaxounty a back in class for another year and started classes with some changes. from school names to security measures, our viewer reporter david colbert explains. >> reporter: walkingn through a aisle lined by school spirit, these fairfax county students embarking on a new school year in a familiarhbuilding, w a different name. >> started jeff stewart high school. what does it feel n to be walking into justice high school? >> it feels great. i likeit. it feels new. >> reporter: thiso of seniors going to be among the first to graduate from justice high school. you have older siblings? >> i'm the first to graduate with justice. >> reporter: how is that going to be? >> i don't know.

it is weird. >> reporter: after several meetings a passionate debate from both sides, the school board voted last fall to change the name to justice high school, replacing jeb stewart, cut ties with the confederate past. >> this is a highly diverse school and so to have it have a s me that is inclusive important. >> reporter: while there is a lot of excitement built up around the new name of the school, some say it is going to take some time to getto used some time to adjust. >> got to live with the change now. it is what it is >> reporter: what do you think now that it is justice? do you think people will embrace it? >> yeah. i'll embrace it. they changed it, so kind of have to. >> reporter: the superinndent focusing on other big changes this year. school security, and mental health counseling. >> we have enhanced our door lock system, we have increased the amount of training and we really created additional social, emotional support. >> reporter: a school community adapting to the present dangers
