let's do this now at 11:00, states of emergency in virginia and maryland. >> we are preparing for the worst. evacuations already ordered. >> this is a serious storm >> hurricane florence promising destruction that could last for days and impact some of us even longer.

the questions now are where and when. >> announcer: news 4 begins with a storm team 4 weather alert. >> hurricane floree is a serious storm with potentially devastating impacts and now io the time prepare. good evening. i'm doreen gentzler. >> i'm leon harrior in jim handly. this is a monster now. florence grew from a tropical storm to a category 4 hurricane in 25 hours. >> states of emergency infr efft is being up to maryland. start in tio virginia at 8:00 in the morning. >> let's get things started with chief meteorologist doug kammerer. the storm track that came in a few minutes ago, dg? >> a couple changes we've been seeing with the hurricane in the last hour or two hours oro. takeook at what's going on right here. you notice a fairly well dined eye. you notice some greens, some yellows. 's air that got into the system and weakened it a little

bit when the hurricane hunter was going in there. the storm slihatly weaker it was, although the last couple of frames i can telyou it's starting to strengthen again. here's the latest from the national hurricane center. first off current stats still at 140 mile per hour storm. the pressure is up by 5 millibars. weakened slightly, but i do think it is going to get that strength right back. moving to theest northwest at 13 miles per hour, the new track is a little farther to the not much, by about 30, 40 miles. but does still bring it on shore as a category 4 thursday afternoon and evening around 140 mile an hour winds. a category 4 making landfall in towards the carolinas, most likely into north carolina and stalling out in north carolina and partsvi of inia. for us, that would mean major flooding across all of our we're going to talk much more about this, much more on the impacts. not just down to the south, but our impacts here because, guys, this is going to be with us for a day or two. this might be with us for four to six days. >> wow. >> no kidding.

flashlights at the ready in case of power outages. >> precautions being taken on the federal level as well. the u.s. navy ordered 30 ships out to sea. showing the uss dwight d. eisenhower. partsships are going out of the atlantic where they're better able to weather the storm. >> let's go to darcy spencer where high tide brought flood waters a second straight night. >> this could be a sign of thingsreo come. whatolks saying about getting ready for this week? > reporter: well, you know, really they're watching the news to see hows exactly thi storm is going to impact the area so they can be prepared. we are right here on union street at king street. and if you look up the street here, you can see som people actually splashing around in the water. i can tell you from being here the last couple of nights, the water has begun to reseed. this is a little bit of routine

situation for people w live here in old town. when we began our piece tonight, i saw something that was unusual. >> i am out here because i can. it'sike an opportunity to be out in the middle of king street and union street. >> moving through the river. >> repdter: they walke and they drove through flood waters in old town alexandria. king street bazemore one with thee potomac river onc again. >> let's see how far down the water goes along union street. >> r oorter: they live in town. they walked their dog down to the waterfront to see just how ba it's gotten. >> we thought we'd come down and see how far it came up today. we like t come down here every once in a while, walk the dog and see what's going o t ands is a great time to be down tonight. >> reporter: it's flooded here many times before, but many still come to see. people took photos and selfies. with hurricane florence heading ward the coast, the greens wonder just how bad it will get here. >>f florence comes on the

track that it's headed towards right now, we could hav some trouble. ine ground so saturated, we've had flood here. i row on the river and it's about as high as i've seen it in the last seven years. >> reporter: the flood didn't stop people from coming out to e bars and restaurants, but the view was a little different tonight. >> there's the guy getting into his car now. >> reporter: kaelin thompson and christopher came to old town for dinner. the flood was a little unexpected. >> we actually came to enjoy a nice dinner at mia's and we were not expecting to run into this so it's bee a fun experience. >> it's interesting. i'm actually from -- i'm somewhat used to this s seeing this, it's interrogatory see their perspective on it. >> reporter: now back out live, you can see some of the owners arehe protecting businesses with the sand bags to block the water from rushing inside. again, i can tell you that the water has beguno recede. they've been through this before.

they're going to be going through it again. they just need to be prepared. things should be back to normal here in the morning. back to you. >> here's hoping. thank you, darcy. >> thank you, darcy. >> news4's jim handly is on his way to north carolina to cover hurricane florence. he'll tell us about the evacuations tomorrow night. florence comes ashore later this week, so keep it here. >> now to some breaking news,t least three people shot tonight in the district. homicide detectives responded to this sce on chesapeake street on southern avenue, southeast, about 8:00 tonight. police found the victim unconscious. we don't have any more updates on his condition. in the past hour, two people were st near atlanti and third streets southeast. they are both said to be responsive. there is no word whether these two shootings are connected. >> we have some more breaking news as well. four people in the hospital because of this scene. look at this, this suv crashed into marie's diner on crane

highway in la plata. first responders tweeted out this video you're looking at here. good news is no one was riously hurt. >> there is an uproar in the catholic church and parishioners have a lot of questions about the sex abuse scandals linked to the current and forger archbishop ops ofwashington. tonight saint matthew's cathedral in d.c. invited people to share their concerns. news4's shari stone was there. >> i'm scared because i've gotg d kids. >> reporter: becky worries about her grand kids growing up in thl ca church. she says she is a clergy abuse survivor. >> i don want them to be hurt like i was. >> reporter: she leads a local chapter of survivors network for those abused by priests. enshe ad a private meeting inside cathedral of saint i matthe southwest d.c. she and other parishioners are upset about the recent scandals involving the church. >> i want them to post the names of all the credibly accused

someone has been going around parts of d.c. making a mess with hydrants. this is putting thousands of people at risk. hydrants have been open at half dozen times in northeast washington. the most recent this morning at 6th and h street northeast. there was so much water there it forced police to close an intersection and it's got police concerned as well as firefighters and d.cwater. >> it's mpd involved.oo t asteways ahindm,ut we're b conceryd. we're rea concerned. >> now, police are telling us they don't know if it's the same suect that they believ is responsible for all six incidents, and they say they don't know exactly what the m t

getting stronger. >> reporter: already a major hurricane, florence is gathering momentum as it barrels toward the coast. evacuation orders have already been issued for the north carolina outer banks andn south carolina officials are calling for the entire coast line to be car by tuesday night. >> as this hurricane is coming, yo can't look out the window is see her. >> reporter: but it's clearly visible from space, a massiveed well-defin system. threatening hundreds of thousands along the south atlantic coast. >> storm prepping, getting ready. >> reporter: stocking up on supplies, boarding up, getting sta sand bags, doing wtot they can et ready. >> gas and supplies and generator going, hunker down and wait it out. >> reporter: while others are packin up, movingo higher ground. >> please listen to the warnings and leave if it's going to be that serious. don't take chances. there's nth material thing i world that's worth your life.

>> reporter: as florence closes in. >> sheg a str girl and she is coming to see us and i don't care what you do, you better gec readyse she's coming to see us. i tell you that right now. >> reporter: an unwelcome sitor expected to arrive here by the end of the week. jays, gray, nbc narolina beach, north carolina. >> she's coming. >> yeah, this is -- >> tell you that right now. >> this is a big old storm that's going to sti around for a while. >> and that i think is the most concerning part about this. it's not the fact that we've got this storm. aabel came in 2003 causi lot of flooding in our area. that storm was in and out of here in a day or istwo. s going to stick around four, five, six days. that's the rainmaker. sitting in one place, dumping rain for days, not allowing that rain to flow out into the check peek bay or atlantic. that causes a lot of flooding problems. take a look at the storm now. one thing i was noticing a couple hours ago, it lookedfa ly ragds. pressure came up and weakened a bit. now it's starting to g its act together again.

what i mean by that, you take a look at the area of red around the center. kind of went away for a while. now it's back and it'starting to intensify again, i think. we're also starting to see that area of red really elongate here around the center. could havereeen an placement cycle. that's what happens, the eye goes through replacementcycles, restrengthens a bit. that's what we went through. you n see how far away it is from the shore, still a couple days away, three days away. latest advisory still 140 miles per hour, that's generous they say. pressure up to 934. it is the 39, it has weakened a bit. it is strengthening on that track. s expected to come close to a category 5 storm. you can see wednesday night at 150 miles per hour, category would be 156. thursday evening, 140 miles per ho, coming on shore as a category 4 storm. that's the official hurricane center forecashere. that would be devastating along the coast of north carolina.

here's thething, though. after that, this is one day. this is one day. it just stalls into portions of north carolina. and into portions of southern virginia. this area could pick up one or more inches of rain and that's going to be t floodroblem as we move on through. also, look how wide the cone of uncert is. all the way from ocean city all the way down towtld m beach. that is a big area of uncertainty. we have been seeing this shifte farther to north. the farther north it goes the bigger chesapeake bay if it's able to make its way inland. that's a key, too. major wind damage? absolutely along t shore. storm surge along the shore that is going to be one of the big factors, 15 to 20 feet in parts of the carolinas. inland flooding is a big concern. in towards north carolina, but into our area as well. and with the persistent east flow here, we're going to see back bay flooding towards ocean city and portions of th delaware beaches, then we're going to see the chesapeake bay continue to flood. every single tributary,

rappahannock james river, potomac, allill see flooding. any rain we get back here to beably toward the shendoah valley, down to the potomac and our region. the flooding, we won't see wind but flooding. look what we're seeing now. here's the washington monument cut offer. we have the low clouds, low ceiling, a lot of fog around the area. 74 degrees right here. take a look at this we're 74 here. we have storms down to the south. some storms, a lot of lightning associated with these storms. down towar southern maryland, saint mary's county, calvert county, temperature there 80 degrees. leesburg is only 60. that's a boundary sitting around our area and weee will more of those showers and storms in our southern zones during the day tomorr f. so heads u that. tomorrow afternoon a high of 81 in the city. cooler to the west warmer down to the south. some sun in the areas, south and east, chance of humid tomorrow.s ated chance of storm, but most of the day dry. it's thursday night into friday that we start to watch for
