news 4 midday. i'm collette green. >> i'm pat lawson muse. we are working right now to learn more about a police involved shooting. >> nicole jacobs is near the scene of the shooting in t hills. nicole, what can you tell us?te >> rep well, molette, residents tell us the shootingd happened aro6:45 or 7:00 this morning here at the henson creek apartments on brinkley road. we're being kept at the entrance area of this apartment complex right now. but just a short time ago, we comple walk up into the it appears as if the shooting happened in a back parking lot there. we'll get you to some vid right now, giving you a closer lo of that area. you can see police tape blocking off a large section of building 3410 as well as investigators milling abeet. we did investigators going in and out of that 3410 building. t at this point, prince george's county police are only confirming for us thatar the investigating a police-involved shooting. nothing more thane'that,

meteorologist chuck bell. uck, is this finally the remnants of hurricane florence? >> absolutely. what's left of florence will put some rain in for us today and for thievening and for about half of the day tomorrow. flash flood watches have beenre issued fory much everywhere along and to the west and north of the i-95 corridor. heavy rain earlier this morning, now have some active flood warnings, just north of the charlottesville area. so hea, ra localized amounts could easily be in theinultiple range. areawide, i think probably close to half an inch or an ch. buboy, where it's coming dougdougwn, it's coming down hard. here's richmond, notice this heavy line of thunderstorms, the direction it's filing will take it an to follow right up the i-95 corridor. so where we've already head the heavy rain near charlottesville, there's more to come. and wre we've already seen our first wave of rain showers around town, there's more to come for us, as well. you can certainly tell it's the opical rain,though. temperatures are already near 80

degrees, even with full cloud cover and off and on showers. that's where we'll stay today. about 80 deees, buthe rain could be heavy at times. could turn a little breezy, as well. utheast winds could b as much as 20 or 30 miles per hour. a look on into the weekend, coming up in a few more minutes. >> all right. thanks, chuck. a sad update now about a pt1-year-old who was s away by florence's floodwaters. searers found his body short time ago in union county, north carolina. this is a picture of the little boy. deputies say a woman tried to drive through an area cover by water. her car was swept off the roade along with ittle boy. the woman was rescued. ems workers also had to be rescued when the ambulance got stuck in the water. well, the pictures tell the whole story. whole communities underwater in rth carolina, as florence finally leaves town. this drone footage from columbus county, you can see water upd t the secloors of some of the homes there. whole roads turned into rivers. nbc's wendy woolfolk reports, for some areas, cleanup and

falling. coming up, news 4's chris lawrence will have a repint on the r floodwaters in kingston. >> can't get over those images. >> it is two children are fighting for their lives after an apparent muer/suicide until montgomery county. >> in all, two people are dead, three injured, including those two children. happened ornight in silver spring, the coessville aa on ambe amb amberleigh drive. justin finch is live with the latest on this developing story. just a tragic story. justin? >> reporter: just a heartbreaking story and theti details are coming in, at this time. we can tell you, as you mentioned, a 57-year-old man is dead. a 48-year-old womao believed be his wife, also dead, as well. and now in the hospital, in critndal ion, three people believed to be their children, including two young cldren and a 22-year-old woman. all of them shot overni what appears to be an apparent murder/suicide, say police.

and right now,ho neighbors woke up having no clue what was going on are waiting for answers. lights on at this silver spring house overnight, as police officers kept watch and detectives searched for inside and outside. even two cars and a van in thee dr and the car on the street were combed through, too. a hunt for answers after re hear. >> shot the wife and the children. >> reporter: six minutes after midnight, our 911 center received a call from one of e occupants inside the home, who stated there hadeen ahooting inside. >> reporter: montgomery county police have called it a domestic shooting, an apparent murder/suicide, that left a 57-year-old man and a 48-year-old woman dead. police report a 22-year-old a woman two younger children were rushed to the hospital. all five found upstairs. a shocked neighbor who remembers the family as quiet and keeping >> i never knew they had a

domestic problem. >> reporter: she asked that we call her mrs. kim, and she saido this is a p of the man identified as kim young, who lived up the stree at thi home on the 100 block of amberleigh drive where those shots are fired. she said, they are not related, but she'l never forget seeing the family's youngerhildren out trick or treating. >> the two young children, a girl and boy, with the mom waiting outside, and come in to trick and treat for candies. >> reporter: and as you saw in that photo, that man, kim young, whoeighbors identify as one of the people who was shot in this house here overnight, he is one of the dead. one of the two dead, as you saw. he was on his back working on cars. neighbors say that was something he would do, sometimes work on ieir cars for free. as thisestigation moves gun wase can tell you a found in the home, a handgun, police believe, was used to carry out these shootings

overnight. as for what the motive was, they do believe at some point there was an argument between that husband and wife before that gunfire began. again, their drch, at this time, in the hospital in critical condition. of course, their condition is touch and we'll bring you more updates on this as they come in throughout the day. we're live her in silver spring, i'm justin finch, news 4. >> all right, just. obviously, an unbelievable tragedy there. thank you so much. newg, this morn a bicyclist is dead after colliding with a car in prince george's county. this happened at the intersection of annapolis road and morely road in lanham around 10:00 last night. police say the driver stayed at the scene and did cooperate with the investigation. annapoli f road was shut down a while, but it's open again this morning. the fight for a fair wage continues now in the district. right now the d.c. council is having a hearing about initiative. in june, voters approved it. this would boost hourly pay for an ed workers from $3.3 hour to the minimum wage, which

35-year-old juan davidrtiz fatally shot the women in the head. he was arrested and charged on saturday and his bond was set at nearly $3 million. thorities say all of the women killed were prostitutes, picked up by ortiz. another woman says she escaped from him and alerted police. ortiz is a ten-year veteran supervisor with the border patrol. ight now the mansion murders trial resumes here in washington. so far, we've heard testimony from 17 last week in court, we heard from a man who worked with a bank to get the $40,000 ransom mone another m had an appointment with amy voeplos the day of murders. he testified that when he talked to her on e phone, she sounded scared and nervous. stay with news 4 for complfe coveragehis high-profile case. you'll find the latest information in our nbc washington app bearching "mansion." near boston right now, thousands of residents arein retu home after a series of gas explosions and fires last week.

more than half a million people don't have powerhis morning because of florence. since there is no power, many are relying oner genors which require a lot ofgas. take a look at this dne video of the gas lines at the costco there in wilmington, north carolina. the line snaked me than aile from the entrance. people waited for several hours in line, just to make it to the pump. one man said he wail fling up cans for the entire neighborhood. >> we heard that there was gas. we couldn't first get out of our buses, because it was still flooded yet, when the waters went down, we told everybody that we were going to get gas. they ge us ouras cans, we're down here, just to help everybody else. and everybody's got to join together. >> you know what happens when have that many people waiting in line. some of them ran out of gas while they were waiting and had to be pushed the rest of the way. but good smar tamaritans were t to help out. everybody just jumping in to help. that's a good thing.

>> when i'm waiting in line at coastco cost costco, i turn my car off. save gas, save air pollution. >> that's the thing to do. in terms of florence's impact on the waters, that have made thin so bad, hav we peaked out yet? >> oh, no. unfortunately, all of the rivers, north carolcha is very n uphill state. and so from the coastline all the way up to the western part of the state, it's an enormous elevation gain. d all the heavy rains left the coastline and then went uphill. so now all that water has to drain down to the beaches. so it is going to be a long, long time. probably the better part ofive ten days before we can get every river in north carolina back down u erneath flood stage. it is a -- it's going to be a hard road to row forhem for the next couple of weeks. our thoughts go down to them. for us, here locally, we're going to deal with thetoght. we're r not going to get anythi like what they've had to deal with down south. 79 degrees right now in washingtonith a southeast

this morning, we are continuing to track the aftermath of florence. 18 people have died since the storm made landfall on friday. the latest victim, a 1-year-old boy swept away by floddwaters. his found a short time ago. >> and wilmington, north carolina, and other communities are still cut off by rising waters. news 4's chris lawrence reports on how all the flooding has impact parts of the state. >> reporter: well, one of the biggestroblems you're going to find around the state right now

is isolation. and here's what ian you've got this secondary road right here, completely shut down. i mean, look at all of this water in here. you ca see why it's impossible for any cars or trucks to get through re. you combine that with the fact that i-95 north and south, i-40, east and west, completely shuto downajor stretches. and you're getting these isolated communities. weust ran into a crew from duke energy, the local power company. they're trying -- he was like, how do i get down to my crew and i, we've been trying to get down there for a day and a half. could not find a way. lmington, completely isolated, like an island. so that's what's happening here. and i can tell you, you know, when, standing er there,he water was barely up to my ankles. here, you can see how much it's come up on my leg. i can tell you, firsthand, if i wa about another 10, 15 feet, that water's going to be

>> reporter: supertyphoon mangkhut tore across the doilippines over the weekend. the storm leavinns dead. high winds and heavy rain causing deadlylaslides. up to 100 miners and their families missing in one town alone. fears mounting that those missing will not be found alive. thet storm ntting hong kong, said to be the most powerful cyclone to hit the city since 1979, wreaking havoc in the port and damaging buildings in town, forcing rescue workers to evacuate residents through ths. flooded stre but so far, no reported deaths. in southern china, more eath and destruction. at least four people killed. state media reporting more than. 4 million people were evacuated from one province alone ahead of the storm. today, streets remain flooded as a massive cleanup oration continues. supertyphoon mangkhut has now weakened from a typhoon to a

while boogie boarding. a friend heard him scream and then she was dragged under the water. this is the first deadly shark attack in massachusetts in more than 80 years. i want to update now the police-involved shooting in temple hills. a suspect isdead. >> it happened at an apartment complex in temple hills. let's lten to the police chief. >> -- who matched the description that the citizen had provided us and attempted to talk t hi at that point, the individual fled from the officer, and the fficer engaged in a foo pursuit. during this foot pursuit, the individual is grasping at his waistband. toore crossing brinkley road this side of the street, that individual discards s described as two license plate tags from two different vehicles and this is substantively what the citizen called about. the individual proceeds to cross brinkley road to the 3400 block at the top of this hill. at that point, he enters the ground floor of the apartment

building through what's glass ed as a sliding door. at that point, the officer does not pursue him into thattm apt, not certain what he may be confronted, and calls for additional assistan t. a shorte afterwards, three officers enter the front of that building and proce down to the w apartmench matches with where the suspect entered from the rear. during a subsequent search fth subject -- and i want to be clear, the involved officer who ched that individual wart of that officer's group of th we officers wt in looking for him again, found that individual in the laundry room, trying to hide behind e of the machines. at that point, they ordered him to surrender, oered him to his feet. he immediately began resisting and a significant struggle nsued between the officers and this subject. one of the officers attempted to taze the individual and bring him under control, but that did

not take effect. and i want to be very clear about this. this is all occurring simultaneously. the taser strikes, but does not take effect, and at at point, one of the other officers, who is in closer proximity to the individual observes that that individual has reached inttb hi wad and armed himself with a handgun. at that point, the officer grabs that weapon, trying to prevent that weapon from, "a," being pointed at one of the officers, s our training takes our officers through, trying to prevent additiona shots. if it's a semiautomatic weapon, that prevents it from panting her round in the chamber. if it's a revolver, it prevents the wheel from rotating. they may get o shot off, but they won't get two. that officer, in grabbing that weapon, likely saves the lives of one of my officers. and he is to be commended for that action. he did sustain ignificant injuries to his hand as that subject was f at us. at that point, the officer who had attempted to taz the dividual then produces his handgun, fires a single shot,
