has been actively engagedince then in taking down this fire. i'm going to ask our acting ief, douglas, to provide a briefing on the fire operations. i am immediately following, hear from director kris rodriguez about all the non-omre response he city. let me just say this, that our fire and ems personnel are actively in thebuding. they have responded quickly, professional, and with bravery, and they are still in harm's as they try to put down this fire. we want to thank them for their service, and we will be providing briefings about all our residents who have either walked out of the buildingnder their own power, several were taken out by fire and ems officials, and we will provide all their locations, and we'll provide a number where family

and concerned residents who wer not home, who need to know about all the servis as they come home this evening in this ng brie first chief douglas. >> thank you, mayor. good fafternoon. d.e and ems departmentd respono arthur capper senior housing. they arrived on scene to see a building wit smoke coming from the roof. companies aggressively moved throughout the building to the 4th floor encounteri heavy fire conditions on the fourth floor, through the fire going through the roof. units was also actively engaged in making severales res via ladder, with extinguishing the fires. units had extensive issues with trying to extinguish the fire due to the heavy volume. they med to a defensive attack. now at this point, working aggressively with ladder fight operations and aggressive attack. we had four transports to local

spitals. and currently, we still have primary search was negative. we conducted a secondary search at this time. >> thank you, chief. director rodriguez? >> thank you, mayor. nthomeland security manage personnel on scene after the fire started to assist fire ems wi resident care. our first priority is to ensure the safety and health of the residents of the building. we have been working very closely with the department of human services, the department of health, representatives from the mayor's office to ensate e are getting the residents everything they need, whether there beriptions or medication to go through the we've already have the red cross on scene, which is going to be providing meals and water and otential for cots overnight if residents need to stay overnight. we're also going to be

relocating many of thets resid to the green leaf facility, the rec center, which is not far from here. so we would encourage any family members looking for their loved on either go there or to call 311 to provi information of those family members, and we'll have someone from the department of human in touch with you to ensure that you are connected to your loved ones. with that, back over to the mayor for any questions. >> okay. questions? >> i heard the samething, and, of course, that will be the subject of investigation once the fire is put down and it's safe to enter, investigate the cause, and any other extenuating circumstanceselated to the fire. this building is privately owned and managed building, and so we -- the fire marshalls will engage with the building owner

information and news we could t hear,jackie? >> reporter: well, two thingshoi want to you, and we'll show you while i talk. it looks like the roof of that building is thllapsing. second thing is, and you may not have been able to hear the reporters' questions, i will tell you what it was plus it is something we heard from a number of people here, which is, numerous residents have told us they did not hear a fire alarm. now, that is a very significant thing to the point that that answer you heard the mayor say about needing the fire iama to get in there and figure out what was going on, that and ion, she also told us i apologize if this is information you already know, that this build pg isvately owned and run, i believe, and they are gng to have, obviously, a dialogue opening with t management of that building. i think i heard scott mcfarland say in this type of building, there are sprinklers at r thef level. the fire chief did confirm that

there areer sprin at the roof level, but we did hear from residents in theer floors they did not hear or see sprinklers. i do not k tw ify are in the building. this has caused great ccern for people, the family members who have residents in that home, many of whom are wheelchair-bound. we talked to a number of them earlier today. 're going to let you listen to what they had to say. >> we don't know until we heard peopleg, banginnd screaming for us to get out the building. we tried to go through the front stairwell, and it was engulfed in i went into the window, and i screamed for help, for them to get my grandmoth out. go to the back stairwell, but she's in a wheelchair so we got on the elevators quickly, we got on t elevator, and walking to the front of the building, it was engulfed in smoke by the time we got to the fro elevators. i got to the front londy, i

couldn't breathe, she couldn't breathe, and we couldn't see anything. >> reporter: thisire still going on. you're going to see a fire engine come behinde right now. still trying to get it under control here, but, obviously, a situathat's going to go on for quite some time here in southeast washington. back to you. >> all right, jackie, thank you much. >> again, that's the arthur capper senior living apartments on 5th street on southeast d.c. alongside virginia avenue across navy he freeway of the yard neighborhood. this is a firehat first calmed in at 3:20 this afternoon, and it is still raging, andausing lots of traffic tieups as well. a lot of streets have been ocked off, and as you can see, it's a very smokey scene as people have masks over their ces, and,again, hearing from that woman talking about her

trying to g her grandmother out of there, just you realize there were a lot of very concerned families right now. >> and they don't aive there, but they have people who do live in there. >> indeed, and a lot of peoplic with m issues. >> yeah. >> people who need -- who needb to be to breathe and who need medications going into the night, and into tomorrow, and just a whole lot of concerns to be addressed. incredible. >> look at this. we are five minutes thay from e hours, and this is where we saw that partial collae of the attic and fifth floor. aaron gilcrest, from your vantage point, you could see that roof caving in on the fifth floor? >> reporter: we saw it when it caved in. eet near virginia avenue looking at the east side of the building, and this is the st part of the building that we saw catch fire here this ternoon. we can see when smoke is seen

coming from it and thought it was on fire, and it was flames, and i wase listening to firefighters in this area, when they saw the flames come out of this portion of the building, they say, that's it. that's gone. that's what w overheard them say, and minutes later, the roof collapse right in the center of the portion of the building. where i'm standing, looks almost like there are three sides to the building. i'm going to pause -- still in the live picture, we are seeing what i believe to be residents coming out in wheelchairs now wearing masks, and this is maybe the third person we saw come out. this one pushed by a d.c. fire personnel, and others we saw with some of the staff we believ from the building here being taken to their -- i know i cesaw ambulans in this area. i n't know that they are taken there, but we did see some in this area, so we know for sur they are likely coming from the

marine annex building. we know some folks were brought into the building by marines that rushed in. back to the scene here, another fire engine has arrived cacse to the of this building. we saw water being redirected as that collapse was happening, and we'll show you video fro.that collap i think, jim, i heard you say looks as though nothing collapsed, and in that moment, we saw the roof collapse. it was sponteous seeing that happen, and since then, the grown in that part of the roof. it seemed for a second they were going out, and now as we try to come back with le pictures here, those flames and that portion of the roof that has collapsed from our side here has, those flames have definitely grown stronger. we saw the fire engine here at's providing watero one of the ladder trucks closer to thea building up how much water it was pushing out through the hydrant in this sarea. n kan extra fire engine street shooting water up towards the roof from the ground, and they are trying their best to

get this under control, but from my vantage point, it's far from that at this point. neu talked about the rescue effort that hap here earlier when the first calls came in, with the smoke coming out of the building, the marines, who are nearby, the marine barracks just blocks over from where this fire is, they just came running in. we saw them running in formation to the property, through the soccer field there, and right into that building, we understand, they went in t knock on doors. i want you to hear from captain trey gregory whom we talked to awhile ago. >> wbu went into the ding, elderly in the building, carried them out any way we could, their belongings down the stairs, and get to safety.te >> rep you went up the stairs with the building on fire to get people out of the way.e >> they w in apartments and hallways, several marines, all went in together to pull people out. >> reporter: a matr of picking people up and carrying them or wheelchairs? >> throwing people over the shoulders, any way we could,

taking chairs, whatever they ne needed, we were there to help themout. >> reporter: you hear the effort to rescue folks was successful at this point,ltugh the fire chief said there's secondary searches hpening. we saw firefighters on a bridgewaywo between sections of the building awhile ago. they are no longer thereerr no lonside the building. we are seeing yet another ladder truck, i believe, coming on to the scene here from prince corge's county fire didnepartm. all the help ising in. we know the navy yard sent over an engine, a ladder tru came over from joint base bowling as here.from across the river this firefight from where i'm standing, jim and doreen, is far from over. >> you're showing us that collapse, aaron, that you're shing us there, partial roof collapse, as though they gave the fire moren oxygend fuel if you will. this is the most intense we've seen it in terms of ames.we

e seen more smoke, but, my goodness, it' enveloping two, three floors now >> reporter: jim, from where i'm standing, i see the roof that's gone. attic area, but you talked about the's fact the four floors below i can't imagine they can salvage much of the top floors here. obviously, the roof, the attic ea is gone on this portion of the building, on the east side here, and it looks as though, i'm trying to see on the k street side of the building, looks like the roof is gone over there as well. ere's still shooting water on to hthat. itd to think that this is going to be a building that isi to be of much use when this is all said and done. the largest fire in the neighborhood in a long time. i think about thwafranklin ha store fire on 11th street a few years back. >> right. >> reporter: and this is sort of rivaling that big buildingire

we saw a couple years ago. >> hey, aaron, you, i'm hoping you can put perspective on what we're seeing here for people who may be just joining you -- there's -- this is only part of the building that we're seeing here. when you firstent on the air, you were first on the scene, when you first went on the air in the 4:00 newscast, this building, there was nothing happening with this part of the building. now describe the size of the building andhi how fire has spread, if you would. >> reporter: yeah, doreen, when i got here on 7th street on the east side of the building, i believe, it looked as though it was untouched. this building and the bui ing connected to it, beside it, north on the virginia avenue side, looked as whough theye going to be okay. we saw the fire, when i walked up, on the 5th and k street side on the corner of the building, seemed like they got that under control, b it jumped to the

north side of the building. it was explained to me with bhis fing in the attic, it traveled through the attic, along the beams there, dif parts of the building caught fire, and after we saw the north side on fi s, then we a middle section towards 5 street, seen by the gap of the two backside buildings, and the north side -- sorry, the 5th street side caught fire, put that out it looked like, and suddenly back on k street saw fire near 5th, and now we're seeing the backside of the building, what would be 6th street, if that street came rough this far, on k street now on fire and has crumbled in the center and there's flames on at least one side --h no, b sides of the building that the roof is still sort of standing here. i would imagine the idea that collapse might be that portion of the roof is likely. >> all rit. aaron onhe scene for us there in southeast. aaron, thank yas so much.

the mayor talked about as we bring more live pictures about how ny brave firefighters, marines too, for that matter, put their lives on the line. they said what we're doing now is this systematic ground roll call to ensure everybody's accounted for. no firefighter in that building right now. this is, as we have been saying, a defensita . they are not going in until they know that it is safe to approach .that buildi right now, they are justghting with this fire hoses. >> hitting from the air. >> just imagine the amount of oi water at this building right now. >> we have not seen anything like this in a long time. >> we have not. >> in our hometown. we'll continue to share these live pictures with you and bring

and welcome back now at 6:30 we are still watching this dramatic fire play out in an southeast fashion in d.c. flames still going at that senior home in southeast, very close to the navy yard. the ballpark, too, and the building andhe roof are starting to come down and collapse. this is video from just a short time ago. at this hour, all residents have beenccounted for, but it has been a harrowing day for those residents there. now to tragic new details in another story, a terrifying story we've been covering and that a lot of us are talking about. >> we told you initially about this at 11:00 last night. a wan out for a jog in a busy and typically safe d.c. neighbornod murdered an apparent random attack. her name is wendy rtinez, a

georgetown graduate, her family tells us she just got engag. last we she had a master's degree and was chief of staff for a d.c. media company. >> news 4's pat collins looked into the story today, live with information on the person police are ltoking for ght. pat, they have an idea who did this? >> reporter: we might, doreen. it's a case of murder, and police have a picture of the guy they are loo for and a neighbor here says he looks famili g. now, we'ng to talk about the murder. we're going to show you a picture, a guy, and then you're going to hear from that neighbor. the victim,ol35-yea wendy martinez, chief of staff of a data management company, murdered last night as she was out for a jog, three blocks away from her home near log circle. this is the man the cops are looking for.

he has a distinctive mustard colored shirt down to his thighs. he has a distinctive gait. today, i talked to a neighborhood woman who says she's seen this man before. >> he looksfa liar, somebody 've seen walk around this area that is essentialstrange. >> reporter: the woman asked not to be identified. she says she had a scary encounter with the man about six months ag >> very early in the morning, banged on my window as i was tting into my car. >> reporter: and what did he do r that? >> he made a silly face and screamed, and i justrove off. it was really weird. >> reporter: now the stabbing took place at the corner of 11th and p streets northwest. ms. martinez wento a nearby chinese carry out looking for help. this man was working here at the time. e asked we conceal his

identity. >> and i heard screams. i don't know what happened. i heard screams. >> reporter: that's when you saw her come in? >> uh-huh. >> reporter: and she had a hole er neck? >> yeah. >> reporter: and she was trying to get help but couldn't talk?>> yes. >> reporter: customers tried to save her and help, but it was too late? >> too late. everybody was scarred. me scared too. >> reporter: now police found the murder weapon nearby the scene here. that could provide fgerprints and dna, evidence that could lead them to the killer. jim? doreen? >> so troubling, that story, so many people who likeo jog. >> yep. >> all over the area. feeling very nervousni t. >> pat collins, thank you. team coverage continues with more weactions from people knew the victim. >> yeah. and, mark, we understand she was newlengaged, had two degrees, and a great job.

>> reporter: yeah, jim, that's exactly like. she like many people came to washington, d.c. to start her professional career, and on her facebook page, she had just a few days ago talked about how grea it was going, and just last week became engaged to be married. a familyri member in f said last week they were planning a wedding, and now today, they arg plan funeral. 35 years old, chief of staff to a growiech firm, wendy martinez just told her family hee was greating ready to get married. family saying in a statement, they are deeply saddened by this senseless tragedy. wendy was the light of our lives, not only was she an avid runner, but a devout christian, a wonderful friend, a driven professional. everything you hope that a daughter and a friend could last month, she and some co-workers spent their day volunteers at the d.c. central kitchen. last night, she left her condo to go for a run, and she never

returned. stabbed to death. just blocks away. today, herompany whehe worked for the past two years posted this statement,"t entire fiscalnote family is shocked and deeply saddened to learnt wendy martinez was killed last night. wendy was an beinvaluable m of our team and vibrant member of the community, our thoughts and prayers are with wendy's family and friends." news that one of their neighbors was stabbed to death sent shock waves through this community. >> as a runner, it's terrifying. you think running on lit streets yo are safe. >> someone just stabbed a random tjogger is,t's terrifying, that's, like, super scary. >> reporter: now, that family's statement goes on to ask community for their help in finding this suspect, of course, we have that picture and video of the suspect at the nbc washington app. that's the latest, doreen, back to you. >> all right, mark, thank you. crimes like this are rare in that par. of to

the logan circle neighborhood is about 30 square blocks a historic district between dupont circle and shaw. the neighborhood is trendy. the streets are lined with new bars and restaurants,nd new places for young people to live, and it's relatively safe. with d.c. police reporting 20 crimes in the last 30 days. 18 of those were related to car break-ins and thefts. more live coverage as we show you the live pictures again from southeast d.c. that ferocious fire, everyone, as we understand it, so far accounted for. we have at least four people transported to the wehospital. l have much more right after this short break.

back to breaking news we covered since 4:00 this afternoon as a fire continues to grow in southeast d.c. this is at aenior independent

living apartment building in southeast d.c. it is a d.c. housing authority wnilding, but it is privately, independently oed and operated. this is right close to theavy yard just across the freeway from that navy yard neighborhood. part of the building and the roof have started to collapse. this fire is not letting up yet. >> not at all. these, again, live pictures out t'is hour, all residents accounted for, but been a harrowing day for the folks. aaron gilchrist is live at the scene, and, aaron, it keeps getting worse and worse behind you, it seems. >> rorter: yeah, definitely. we have been watching this fire jump from one part of the building to another part of the building, stepping out to see igwhat's beginning on here now. we have just seen on this east side, backside of the building ere the roof collapsed awhile ago, there's another ladder truck in from prince george as y county, see the ladder extended high above the building. we'll expect to see wer flowing from that any moment

now.ti at the sam, another unit that shoots water from the ground is brought to the backside here, and there's still the fire trucks from the other side of the building that have redirected streaat of to this latest part of the building that caught fire. again, when we were on scene here, around 3:30, close to 4:00, we saw just one side of theuilding on k street, the east side of the building burning, the flames seemed to travel to the other side of the building on virginia avenue, and then sort of through the and then most recently to this backside of the building, this east side of the buildi. we want to show you video from just a short time ago when this part of the building first caught fire, and then those flames literally devoured this portion of the building fairly quickly, and you saw that partial collapse here, and it was amazing tse see t flames grow so quickly, and then the fire units tried to redirect their water to put the flames out before it could do more damage, but as we look at the
