out from the storm, there's a guy driving around town asking store owne do you need anything? >> i've helped out four or five people already, so just trying >> be a good role model for the town. eporter: jake phillips says every store downtown was damaged. >> as far as you can see it was like four foot of water owerywhere. >> reporter: andhat the water has receded in this part sf north carolina, a lot of business own are getting their first look at the damage. taylor bennett's boutique shop took a direct hit from the storm. >> all of my blood, sweat and tears i put into this store. >> reporter: and now her friends and family are pitching in to salvage whatever they can. >> it was underneath of the register cabinet. everything was all covered in water under there. r>> reporter: as own across town clean up, taylor is determined to do business online until her shop is back up and

wonder will it hold up. today revelations aut the subcontractor in question, universal concrete products based in stow, pennsylvania. even after alltr the cersy over their concrete, they're still working on the project. ve>> ual concrete products is completing their contract work. right now they still have a few ls to supply. >> reporter: remember, the federal government says this compan knowingly supplied faulty concrete to the second phase of the silver line, which pick up where phase one ends. their concrete most notably had a water-to-cement ratio that was off and didn't meet durability specifications. david shur is the attorney representing a whistleblower who raised concerns about substandard concrete being used o the second phasethe silver line. >> we want to make sure that the concrete works, that it doesn't collapse in the future. >> reporter: one piece o good news, there was a question about the strength of the stone that

was actually used in the silver line. project leaders say testing has shown the rock is strong enoughh next section is set to open in 2020, but well over a thousand sectis of concrete here will still need significant peterproofing, and that will have to hap every ten years. along the silver line, adam tuss, news4. >> prospects are a little moret positive another construction site. final touches on a brand new entertainment and sports are.c in d and we're getting a behind-the-scenes look. this arena is ithe southeast neighborhood of congress heights. it's walking distance from the eetro there. this property o housed a hospital, but as mark segraves reportom it could bec a hot spot for night life. >> reporter: the new arena sits on the old st. elizabeth's hospital campus in congress heights. part of a multi-year project to revitalize this par of the city. all these old red brick buildings will b saved, converted to affordable housing, retail and office space.

inside is what distric officials hope will be an intimate setting for both concerts and sporting ents. seating for up to 4,200 concert fans,etractible bleachers can open b up forasketball games. the washington mystics will call this their home court next seon. concerts, video game events as well as mixed martial arts competitions are alr scheduled for the new venue, which will also create local jobs. >> we've got well over a j thousas that have been created, both permanent and construction from this facility. but one othe thing i think that's great is that this is really going to enable the entire st. elizabeth's campus to explode so we're expectinghree times that amount in terms of total jobs created from enis re project. >> reporter: while work is still under way, the first event at the arena is scheduled for october 6, when mary j. blige performs. as for its name, right now i s simply called the entertainment and sports arena. >> it may change in the future,

betting on the game, it makes it exciting more >> reporter: d.c. counsel member jack evans is one of six members proposing sports betting facilities at nationals park, in capital one arena, in hotels throughout the district and at sports bars. if you want to bet by phone, there's an app for that. >> people will be using their iphones to gamble, and i envision a time when i can be sitting in my living room watching a baseball game or at nats park and bet $5 that bryce harper willwing at the next pitch. >> reporter: half the money raised will fund a health and wellness program for children in the district. the other half would go to the commission on arts and humanities. but these tourists from sweden, where sports wagering is legal, e not fans. >> gambling can be a big problem for families and for people who abuse it, so we're not in favor of it. >> reporter: if d.c. council approves sports wagering, next year at nats park they may not

hospital henew accepted their health insurance. >> the hospital said to them, plasticr you there is a surgeon on call. >> reporter: but the hamiltons' luck ended there. a few weeks later, they received a bi for $34,000. >> first i was like, wow. i was confused because we had already gone through the process settling the bill with the hospital. i was like what could this possibly be for. >> reporter: iwas from the on-call plastic surgeon, who to theon hami surprise was out of network. he build the hamiltons for the portion their insurance didn't cover, a pra bice calledance billing. >> did you assume that whomever ck was going to be seen by was also within network? >> for sure. >> reporter: elizabeth said she assumed since the hospital took their insurance that any doctor working there didtoo. she was wrong. >> you know, it's been a year and a half. it's been incredibly stressful.

>> reporter: after the plastic surgeon sent their bill to collections, elizabeth contacted nb nbc4. elizabeth told us they did reach anettlement a much lower bill. >> there needs to be national change on this. that would be ideal. >> reporter: elizabeth ultimately wants transparencyom he hospitals to the physicians to the health insurance providers. so another family doesn't get balance billing that nearly drained the hamiltons' bank account. >> c we ask the hospitals, not only the hospital we saw but the other hospitals to make us more aware when we're seeing a doctor who is not in our network and what the outcome of that may be. >> reporter: and she's right. hospitals are under no obligation to tell you what insurancen e.r. doctor accepts. however, right now there are efforts under way to tackle the very issue of surpre balance billing. we're digging deeper into what

that means for you. we'll reveal t details tomorrow night on news4 at 5:00. back to you. thank you, susan. speaking of nasty surprises, an uber driver confronted at gunpoint by police in the district. and he doesn't know why it had happen, he says. the driver said that it all started because of some min infractions. news4's pat collins reports this ended up with some majorio conf and a major traffic ticket. >> reporter: tak a look at this ticket. it is over a foot long. $850 worth of fines. fines for this man, arrested at npoint this afternoon on florida avenue northwest. >> wereouscared? >> yeah. he pointed a gun. it's my first te somebody pointing a gun on me. >> reporter: before i get too far into the story, i want to introduce to you the department of hired vehicle inspectors.

they used to be called hack inspectors. they drive around in theseif sp blue cars with flashing lights. early this afternoon this uber driver picked up a fare at the i cal. he also picked up one of those hired driver inspectors, who started following him and trying to pull him over in one of those 50 be cars. >> i'm worker. i ask her why you stop me? she doesn't explain t me. >> reporter: there was a low-speed chase that ended on florida avenue wr h a num those spiffy blue inspector cars. the cops with the gun a the cuffs and that gigantic $850 ticket. anthony flood is the assistant chief of the hired dver inspectors. erat did this guy do wrong? >> broke s traffic laws which wasn't in the best interest of public safety. my officer attempted to conduct a traffic stop to conduct a saty and compliance check,
