they say one lane is now getting by. beltway, inner loop and outer ro loop, no pblems there. white's ferry closed today, high water on the potomac the reason there. and5 here in virginia, you can see northbound and southbound rolling along just fine. >> melissa, thank you. is 5:02. just hours before what could be a contentious and historic hearing on capitol hill, another woman has come forwaremaccusing sucourt nominee brett kavanaugh of sexualnd mist. this makes four women all making allegations that judge kavanaugh has denied. ys christine blasey ford kavanaugh pinned her to a bed and tried to take off her clothes during a party in high school. deborah ramirez says while in college, kavanaugh exposed himself to her. the third accuser, julie swetnick, says in the early '80s, she observed kavanaugh and others at a house party where the punch was spiked in order to take advantage of girls. the fourth woman, who came out less than 24 hours ago, claims that in 1998, she saw kavanaugh

aggressively shove a woman against a wall. ife only woman who will te today is dr. ford, the first accuser. take a look. images of her taking a polygraph testify to verify her accusations have been released. she did pass that test.ea during today'sng, we expect dr. ford to detail those assau allegations for lawmakers. kavanaugh is expected to repeat his denial of those claims and those made by others. rachel mitchell, an arizona prosecutor who runs a maricopa county special victims division, will cross-examine both na kah and ford. you can watch this morning's hearing on nbc 4 and on the app. we'll have a special nbc news report beginning at 9:30. along with the rest of the country, president trump will so e paying close attention to today's hearing. despite all the allegations so far,e's standing by his supreme court pick. he admitted at a news conference yesterday that christine blasey rd's testimony could change his mind. wa>> people want fame, the

money, they want whatever. so when i see it, i viewt differently than somebody sitting home watching television where they say, oh, judge kavanaugh this or that. it's happened to me ma times. i've had many false charges. i'm going to be watching. believe it or not, i'm going to see what's said. it's possible that they will be convincing. >> now, since the president plans to watch today's hearing, he is expected to push back his meeting with deputy attorney general rod rosenstein. that meeting is to discuss a "new york times" report that claims rosenstein suggested secretly recording the president, but he haed that report. on the eve of those highly anticipated set of hearings involving judge vanaugh, rginia incumbent senator tim kaine pushed for full investigation. that was during a live here on nbc 4. >> let's hear from everybody. do the fbi investigation that should be done and do it in a respectful manner.

it was feared that the sunday deadline would be missed, but yesterday president trump agreed to sign the bill. it funds the pentagon and key domestic agencies and will keep the rest of the government open through december 7th. the bill does not address the president's border wall with mexico. now to breaking news. there is a barricade situation happening in northwest d.c. >> yeah, we want to get right to news 4's amy cho, who just arrived at theat scene. re you seeing out >> reporter: as we speak, negotiators are trying to get a man to come out of a house. i want to give y a look behind me at the scene. the home is down that way. this isn mt. pleasant street, northwest. police tell me it started before 10:00 last night. theyame here to serve a search warrant. then they say the person inside started threateng to harm himself. that's when it became a barricade situation. ever since then, police have been here on the scene, trying nd negotiate with him get him to come out peacefully. this whole area is blocked off, and that's caused problems for some people who live here.

we've met one man who lives on this block and hasn't been able to get inside hishome. he didn't want to be inteiewed, but he says he' been standing outside waiting for ten hours now. thankfully it's not cold or rainy. he says he has some snacks with him. certainly a long wait for that man and no end in sight. again, this whole area is ocked off near mt. pleasant street northwest. if you are planning on heading in this direction, you'l want to take a different path. we'll stay here on the scene and continue to bring you updates. >> thank you,ee a hopefully that gets resolved peacefully. the man who took over metro athe height of a safety crisis will keep the job for a few more years. >> a contract extension was reported foretro gm. news 4's megan mcgraths at headquarters with more. >> reporter: good morning,uys. metro's board pleased with general manager's performance. he's set to extend his contract

for at least sever more years d increasing his pay by more than 9%. the contract runs through november of 2021. the base salary is $435,000, but there's a 5% to 10% pay increase, an option for that sed upon performance. this is their fst pay raise since he took the job in 2015. now, he took over at general manager when there were major concerns about safety. he actually shut down the entire metro system for emergency repairs, something that had never been done before. he started the safe track pair and maintenance program, reliability is up, and breakdowns are down during his tenure. however, the decision to extend the contract is not popular with union leaders. they've been calling for his firing for quite some time. members actually authorized a strike last summer, although workers have not actually walked off the job. a lot of tension there between the general manager and the

union with this ongoing dispute. metro's board will take up the topic, the issue of this contract during their regularly scheduled board meeting later today. back to you guys. >> thank you, megan. another accident shut down route 210 in prince george's county, and come arealling this one one of the worst they've seen. this latest crash involved a cement truck and two other vehicles. you can see the cement truck was in the northbound lanes but erved into the southbound lanes trying to avoid a car at the swan creek road intersection. two people had to be cut from one car before they were air lifted to the hospital. one of thoseictims has life-threatening injuries. a woman and two kids in another car hadhe to be ced out at the scene. indian head highway was closed in both directions for hours. neighbors tell news 4 although e speed cameras been put in along some spots, it's obviously not enough. >> the streets are drivers get a sense that they can go fast. by the time they get to the

corners, the lightchanges. that's when the problems happen. >> right now police are trying to determine whether it was speed or alcohol that may have contributed to this crash. today city leaders will heao concerns bike safety in the district. this after the deaths of several bikers this summer. most recently, tom hollowell, a worker, was killed biking to work on constitution avenue. poliho say the driver hit the 64-year-old ran a red light and left thecene. the meeting is happening at 1:30 this afternoon in the wilson building the public is welcome and encouraged to attend. we're getting new details on aew shooting investigations in d.c. neighbors tell us t area ound benning road northeast feels like a war zone. >> now we're seeing the faces of two of the men police say are behind the. bloodsh anthony farmer is wanted for friday's quadruple shooting outside of a liquor store on benning road.on man is already under arrest. police say farmer was also involved. surveillance cameras show a

it's 5:15. a consumerlert for people in the driver's seat for uber. the ride-share company has p agreed t out a big settlement to drivers whosers al information had been hacked. in 2016, uber learned personal data, including driver's license information, had been compromised. hundreds of thousands of uber drivers were affected by this breach. prosutors say uber failed to notify drivers for a year. the company has agreed to pay out a $148 million settlement and take steps to heighten da security. starting monday, if you see

a dump truck or utility truck on te side of highway in maryland, you have to move over to give them room to work. maryland is expanding its move over law. you're already required to move over for emergency vehicles, but now this law will includeik vehicles le bucket trucks, aaa statey trucks, and highway vehicles. fines will start at $110. even worse, violators will get points on their license. >> i movet away jecause it makes me nervous to be driving near those big trucks. >> alltu that falling off the side of it. finding a parking spot in e district can be frustrating. it sometimes is hard to tell if the sce is even legal. >> a review by news 4 investigative reporter scott macfarlane reveal hundreds of in the district >> reporter: the more people who live or work in d.c., the more difficultt is to find a parking space. often when you s a space open up, you just want to pounce on it, but it's often difficult to

minutes, we've been hearing shouting coming from the scene. i want to give you a look behind me. down that way is the house where the man has barricaded himself. negotiators are here trying to get him to come out. this is on mt. pleasant street northwest near park road. police tell me i all started arou 9:00 last night. they came here toea serve a sh warrant for that suspect, but then they say the person inside started threatening to harm himself. that's when it became a barricade situation. ever since then, police have been here on the scene trying to negotiate with him and get him to come out peacefully. this whole area is blocked off, as you can set. wene man who lives here and hasn't been able to get inside his home. he didn't want to interviewed, but he told us he's been standing outside on the sidewalk for about ten hou now, just waiting. he has no idea when he'll be allowed back in. in just a few urs, kids will be dropped off at schools in this area. the sacred husrt school is a few blocks that way. we will sy on top of this scene and continue to bliring yu

november of 2021. pit would have a bas of nearly half a million dollars ith performance bonuses built in. he took over as general manager when there were major safety concerns. in fact, hehe shut down entire system for emergency repairs, which is something that had never bhn doeen done before. he also started the safe track program. it caused some station closures and disruptions, but it allowed three years' worth of work to be done in just a year. however, umetro'son leaders are not happy with this extension. in fa, they've been calling for his firing for some time. the union this summer actuly voted to authorize a strike. although, the workerlydidn't actualk off. but they are not happy with this extension. metro's board has a regularly scheduled meeting later on today, and they are expected to take up the extension at that

point. >> we'll keep an eye out for how the workers react to this. thanks so much, megan. a jury is set to return monday to a prince william county courtroom for the sentencing phase in the capital murder trial of a man from woodbridge. the jury found ronald hamilton guilty of killing his wife and w princeliam county police officer in february of 2016. prosecutors say hamilton opened fire on the officers who responded to the scene. one officer was wkilled. her first day on the job. hamilton is now facing the possibility of the death penalty. > mayor muriel bowser cut the ribbon on the second of several new homeless shelters for families opening across the distmuct. the comty based family shelters will open over the next cw years, and it's a big step towardsing the old d.c. general shelter for homeless families. while these new shelters will do away with the need for d.c. general, more than 470 families still remain living in the bowser administration is working to t move allhose
