6:15 am
transportation reporter am us the a-- tuss are with us this morning. many believe this is overturning the will of d.c. is?that what this others say it's about protecting the dining industry. >> well, they say that's the aim is to protect the dining industry but it is overturning the will of the voters four months ago, it hasn't been that long. the voters said we want there to be this $15 an hour minimum wage. the d.c. cncil and by extension also mayor bowser say we d't thinkhat's the best decisionor the distric and we're not going to let that stand. >> the first hike wascheduled to take place this coming week. that's not going to happen. what happens next. >> they have to take a second vote but from all accounts just a formality. it was 8-5 vote in the counci no one shows any signs of
6:16 am
changing theirte. the mayor could veto it but she's already saidng she's g support this repeal. i think what it comes down to is you have a lot oflower-wage workers, lower-income families whore not making nearly as much as some of the servers and bartenders who are working at some of these high-end restaurants at the premier venues in the city. a dot of them't want the minimum wage because they're making so much off tips they think they make more that way but you have a lot of people saying well, the lower end worker are the ones who could have been helped by this hike. >> people in the hospitality service, the otel servic would be getting tips when they normally don't get tipped but there does seem to be something st about this. it was voted for, people wanted
6:17 am
it and now the d.c. council is saying they're basically the stopgap for bad legislation that gets passed. >> and they'reot just talking about repealing initiative 77. we're talking abo real and replace. >> without really seeing its effects. i think some peeple might differently if we were a couple years down the road and we've seen revenue drop in restherants, we've seen hiring less workers. impacteen an appreciable but it hasn't even taken effect yet so in effect the council is saying we know how this is going to play out and we're not going to let it happen when in fact some of the studies that economists have seen even whether theta rants raise their prices there hasn't been much of a change in terms of theiremand or profits so -- >> why not let itla out?
6:18 am
>> there obama administrati's g vote. it is perhaps the most controversial plan for our ilgion. ng another crossing for the potomac county. but will montgomery county go along? this has been talked about forever and what do montgomery county leaders think what loudon county has come up with? >> every time i talk with somebody they say no way, absolutely not. loudon county supervisors have voted for a plan to put this bridge in theirong range transportation plan. they've identified two specific corridors, route 28 and the loudon county parkway where they say a bridge makes sense and could build this. they're saying it doesn't need
6:19 am
to be an merge legion type bridge, buthe on montgomery county side of thing, if you look in that section of loudon county, it's very developed. you swing over to montgomery county and it's all agricultural land, it's pristine and for the most part untouched. >> and that's what they want to protect. >> that's been the main sticking point is we're not sticking a freeway through this land we've worked so hd to protect. okay. that's theme ar. but loudon county is saying it doesn't have to be awa fr it can be scaled down. because rht now we're encouraging people to drive down 270, go across the legion bridge and backp route 7 or the dulles toll road or vice versa in these horseshoe shaped connections that don't make sense. we've been talking about this bridge for dehtdes. it me time to put action into plan here.
6:20 am
>> we've heard amazon hq 2 come up in this debate. might a new crossing make montgomery county more appealing to amazon? >> i don't thi you can argue it doesn't. one of the things that amazon ir doing and foremost and one of the first things they did when they dime thisea and don't forget we have three sites, they road the metro system and checked out the transportation network. if you're going to come a place, you wanto make sure your workers can get around in a lid fashion so loudon county supervisor says good luck, montgomery unty, if you think you're going to land amazon and aren't planning with connections like this. >> with all the growth along that dulles corridor, there are a lot of people living in montgomery countyomting into virginia for work. i wonder if that will put more pressure on some of the leaders. >> right now all you can dos go up to point of rocks and cross up there or go down to the
6:21 am
legion bridge and dlco o down ther take a ferry which i don't know even f that's even open so that is what is going on. i will s quietly behind the scenes while maryland leaders have for a long timeli py said they oppose this, there are a few people who are said to be thinking it could be a possibility. >> so what happens next? >>s what happens next like i mentioned loudon county leaders want to put this into a long range transportation plan to get it on paper. they're hoping that will facilitate a new discussion with montgomery county leaders. 'taders have said this is like a zombie that w die because they're so opposed to it. we'll see if this spawns a new discussion. >> we'll see. and we'll be back right after this break. stay with us. we just moved in about four months ago,

>> it's something you don't see everyday or want to s -- an entire parking garage sinking. it's happening along the metro silver line. sinking into the ground. it taking place near the new innovation center in herndon. so what happened to the building? every building that's constructed settles. >> that'sd cal job security, pat. of course you don't want to see this and for all the pthblems silver line has had. we've documented it extensively here atbcwashington, the concrete issues along the second phase of the silver line.hi now you have entire parking structure, they got it to 65% complete before they figured out it was sinking int the ground. it's gone down about four inches in some spot which is doesn't sound lik much but it is when you talk about concrete and the way it settles and putting cars and something on that structure so what happened was that after
6:24 am
they got it to this point they started taking measurementnd noticed something was off so all the work has stopped on this structure which is tens of millions of dollars. i think the final price tag was over $50 million for this parking garage r and thel interesting part here is that in order to keep the cost doff of the silver line lower, fairfax county agreed to build several parking garages because they're expensi expensive fairfax county hired t ctor to build this and this is where we are. so this gets back to the contractor building the silver line and who is doing checks anr balances, thisng structure is supposed to fit into a larger plan of redevelopment for that whole innovation center area which for some people it's right by the cit building this that upside down cube looking building so the fact is
6:25 am
they don know when they're going to be able to get back in there to start continue building the structure so ty have the shore up the tifoun. they don't know a price tag of how the fes arend fairfax county is building this which means taxpayers are this so that's where we are with this. >> thiis near a possible new site for amazon. >> everything is around amazon. >> and speaking of the silver line, met voe talking about outsourcing the operation of the tire thing, what is this about? >> if you've been following dispute between the general manager and the largest union -- and they're not seeing eye to ye -- this is basically him thumbing his nose at them. metro has a serious problem with the largest union in that the pension costs are bleeding the lsystem dry. of money is going to that pension system and to health and
6:26 am
retirement benefits. the gm has figured out a way to not payth them, 's by hiring a private company that has to pay its own workers to run the entire silver line and this is a proposal. the largest union is like that's against the contract, you cannot do that. but this is the kind of thing -- and it's not unhear of. there are transit systems that have been outsourced to a third party. sometimes it works sometimes it doesn't but he is floating theh idea the silver line could be run by an outside entity and not metro workers. >> he, t general motoanager, is getting a hefty raise. a 10% pay hike would make him one of the country's highest paid public transit chiefs. the board vote was prettyer elming but is it an understatement to say the raises maybe rankle add few folks and has some folks questioning? >> well as am mentioned, it plays into this whole idea where
6:27 am
this conflict with the union. it's not just outsourcing the potential outsourcing of the silver line but outsources maintenance, not fillingom of the vacant positis. that has rankled the union. a lot of people look at the fact th metro has lost over 100,000 in the last ten years so they're looking at aower ridership but on the other hand reliability i up, you don't see as many track fires or rail car breakdowns and jack evans is apparently very concerned other transit agencies are just waiting to snatch up paul weedefield. >> and he's not wrong. and what jacks evans saying is we have to lock him up now before somebody gets him and the
6:28 am
board i hap with that performance. >> he hadn't had a raise since 2015. what is the expectation then during this next term? >> he has to bring riders back to t system and i don't think he knows for sure how he will do that. i'm not sure metroow knows they will do that but as chris mentioned they're down 100,000 trips per work day which is massive. they used t abe far away the second busiest subway system in new york. he has to find a way -- forget about uber, lyft, scooters, bikes, he has to find a way to get people to com back t metro and trust it. he needs to run more trains and they need to run on if you do that and you can deliver people reliably, the o costs are kin high for a metro system but if they get people from point "a" t b quickly you'll get people >>bac nd the workers are getting a
6:29 am
small race. >> there are some administrative workers. how will great was it to see the washington caps rocking the ther huge celebration at head. capital one arena as they took on the bruins and rekindle it had excitement we saw a few months ago. >> it's something about that banner being hoisted to the rafters. there's a sense of permanence. the celebration of the cup was amazing but when that banner goes up it's like a sense of history. those tngs live for decades. you hope there's a row so people look back and go wow, stanley cup champion this is year and this year and this year and
