then by friday already exiting the coast of the mid-atlantic. so it will become a nonissue going into the weekend.me time, we have hurricane warnings and torm warnings along the panhandle of florida. we have storm surge warnings anause we are expecting exceptional storm surge as this continues to move in from the south and pushes all that water into the big bend of frida. so detailed storm surge forecast as of right now 8 to 1rgfoot storm is possible in this purple area here. a 6 to 9 foot storm surge possible in p the good news is, if there is good news, the storm isot expected to come right at the time of high tide. so it is going to be a little less of a coastal flooding issue than if it were d to comeing high tide. when you are looking at numbers like that, we will see the coast be inundated with this storm surge. additional rainfall could be as high as 7 up to 12 inches of in. that will lead to localized

control module. they describe that as a sort of black box. they hope that wil provide a clue after the vehicle'hespeed and whthe brakes were applied. this driver should not have been behind the wheel. he limo should note been on the road. and now the limo company has been shut down. state police say they launched a criminal investigation into how 20 people died in that horrific crh on saturday. the focus now on the limo company and its driver. police confirm the stretch limo involv in the accident faile the most recent inspection and should not have been on road. federal records confirm the company prestige limousine chauffeur service had failed inspections in the last two years. the driver who died in the crash should not have been behind t wheel. >> the driver didn't have the proper license to operate it, so, no,t shouldn't haveeen on the road. >> reporter: ntsb investigators found no skid marks on the

ound where the 2001 ford excursion careened through a parking lot where it hit a car and kille two pedestrians before slamming into a ravine. all 17 passengers and the driver died. witnesses say the limo appeared to have been speeding. >> if an entire engine blo is moved back and basically crushed, moved past the driver't seat, tould indicate there as a lot of force in energy involved in thatcrash. >> reporter: among the victims, two newlywed couples, four sisters, two brothers, and many close frien. all of them on their which ay t celebrate a local birthday. her husband had hired the limo so everyone could celebrate safely >> i just hope -- i want to believe itas -- they never knew what happened. >> reporter: amanda also died.

states. kristin has been following this for us. >> so these six cases in minnesota popped up in the las few wee and now we are learning that colorado has seen 14 cases so far this year. this morning doctors in minnesota are still stumped. they are trying to figure out what caused six kids in the state to recently come down with a rare condition known as acute flaccid myelitis. the illness is scary and potentially deadly. now settling into a pattern, doctors hoped it wouldn't repeat. >> we were curious what would happen this year a unfortunately we are hearing reports that cases are occurring again in 2018. >> reporter: the serious polio-like illness mostly impacting children has no cur according to the cdc, cases peak every two years. first grabbing attention in 2014 when 120 people were diagnosed. the spike in cases continuing

every other year across several states. 2018 has already seen 38 reported cases with4 colorado and the hf a dozen cas cas cases in minnesota since mid-september. >> it could take a really quick turn for the worse and we may not be able to take him home. >> reporter: 4-year-old oroville young in minneapolis was die diagnosed with afm in july. he couldn't move his rightrm d had trouble sitting up, walking, ande reathing. >>re this that place of not knowing where it was going to stop. reporter: and while he is now home and regaining strength, part of his right i arm still paralyzed. >> it's been so sad and i am part of a facebook group and every morning i would see a new case and just start crying. >> reporter: the cause of afm is most often linked to viruss. symptoms include muscle weakness in the arms, legs, neck, drooping ofhe facer eyelids and trouble speaking or swallowing. in some cases it can lead to

that's category 3 or higher. it maintenns that sh as it is forecast to hit just to the east of panama cityith winds up to 120 miles per hour and then it will weaken as it moves over the rest of the southeast, exiting the virginia/north carolina border by friday. here is the timing. as we go through the morning on wednesday, the rain bands will move i the rain becomes exceptionally heavy and the winds are very gusty as we go after 1:00 wednesday afternoon. then it continues to hit all through the afternoon and into the evening bringing this torrential rain into southern georgia, then thrgh south and north carolina and we go through thursday night and friday. there are a lot of trees still s th leaves and the ground saturated. when you look at winds 120 miles per hour, we could see widespread power outagough the panhandle of florida, especially up into georgia and even inar the southina area, too. because of the energy of this f orm we will see a lot spin-up tornados, fast-moving tornados that will cause
