's never happened before in 167 years of keepings. reco there has never been a category 4 storm to make landfall in the panhandle. right now 120 miles south-southwest of panama city,

140-mile-per-hour winds. if it gets up to 150, these a 5.egory hopefully, that's not going to happen. moving north at 13 miles per t'hour. so ia rapid moving storm. here is where we have the tropicaler . we have hurricane warnings from panama city into southwestern georgia. we have got tropical storm warnings t thevirginia/north carolina border. here is the path of the storm. landfall and 1:00 p.m. this afternoon with 145-mile-per-hour winds. look at this. it's a categy storm into georgia and then continues on through georgia asat aory 1, becomes a tropical storm, cs across the carolinas and out along the north carolina/virgini border. here is what we are looking f as far as the impacts. extreme winds, gusts up to 100 miles per hour. p significaner outages are expected. and with those winds pushing up, we've g s stormge. 9 to 13 feet from apalachicola.

the high tides are later this afternoon after the storm's passage. there is life-threatening rise and storm surge and rainfall from panama city into central georgia. we could see 7 to 10 inches. isolated amounts of 12 inches or more. a dangerous storm. the only good news, guys s this is not going to beike florence where it lingers, but it is going to dont signifi damage, catastrophic damage as it comes onshore. s thank you. let's go to thecene in florida this morning. nbc's gabe gutierrez is in ach latch cola where the affects are already being felt. >> good morning. conditions are starting to deteriorate here. rer the past few hours we have seen the wind an pick up. the eye is projected to make landfall west of here. we would be on the dirty side of the storm. that means the storm that's wind and rain. what has localcofficials erned here the most is that potentially deadly storm surge.

this morning hurricane michael is slamming into the florida panhandle. >> what else can you do but tepray? >> rep under a state of emergency. >>ic hurricaneel is monstrous storm. if you don't follow the warnings from officials, this storm could dill you. >> reporter: a cise ship passenger capturing the storm's edge on video today torrential rain, powerful winds and a devastating storm surge are expected along the gulf coast. >> this is the first major one i have been through. this has me scared. >> reporter: as many gas stations fl is out. supplies are gone. the time to board up is over. >> this is one to watch. i am usually not too concerned with the hurricanes in florida, but this bears watching. >> mandatory evacuation. reporter: at least 180,000 people are under mandatory evacuation orders. >> i packed tight. >> reporter: more than 2,000 national guard members and hundreds of state troop on alert.

rescue teams just back from hurricane florence in the carolinas have now deployed to florida. how worried are you about this storm? >> i am veryed wor it's something we have never faced. i mean, we don't know exactly what to expect. >> reporter: and this water i expected to rise dramatically over the next few hours. thisasn't like hurricane florence where people in four or five days toepair. this rapidly intensified over the last 48 hours. landfall expected in the florida anhandle in the next several hours. back to you. >> gabe gutierrez. thank you. >> c sanders off the coast in panama city. kerry, what is happening there? >> reporter: it's a ghost tow, he guys. if this is in the target zone, panama city is the most populated, denselyat pop area in the thrust of where the eye could let's take a look at the buildings here. you can see the buildings along th coastline here. most of them built after the mid

0s, which means they are built o withstand 140-mile-per-hour winds. we are talking potentially here about 145-mile-per-hour winds. bu there is still some construction underway here. of course, debris from that construction zone could go airborne. you see those cranes there. two giant cranes at the nstruction site, they are rated to withstand about 120 to 125-mile-per-hour winds. they have loosened them up. so they spin around like tops during the hurricane here so that, hopefully, they won't come crashing down. that is one of the greatest concerns, flying debris, on t ofhe storm surge. atuorm surge in this area could exceed nine feet. one of the big tests, the sand dunes will keep the storm surge from breaching into the communityyo back t >> kerry, thank you. >> again, just three major hurricanes have hithe panhandle since 1950. mario, thebring in city manager of panama city.

mr. ginsberg. good morning. this is a monster. i was try to think like how do you even begin to prep for something like this? >> well, again, the good thing about a hurricane gs we ha a good bit of warning. stations havether kept us in the loop. cy activated our emerg operations center two days ago. our police departnt, fire department, all coordinate with the other municipalities. so we have been ready for this for the lasts.wo d now it's just, you know, followinthe action plan. so we ha 50% of our police officers on duty. we have 50% of our firefighters. we are turning people in and out every 24 hours. everybody is fres >> wha about the folks there? are they heeding the warnings? this is a familiar routine for folks down t are. they heaut a hurricane and some people think, oh, it will probably not be so. b are they listening?

>> we actually, again, once the county issued the evacuation plan, we actually had people leaving 12 hours before the actual plan. so we had people leaving here two ds ago. so once 6:00 in the morning hit yesterday, half the people wer already gone. by the afternoon almost all of our visitors hadlrdy left. we probably still have about 50% here, but at least they are neat on the low, low-lying areas. they are a block or two inland. >> if we fast forward to this time tomorrow, what do you think your city is going to be like? >> again, keeping in mind tt most of these buildings have been around f a while, every building here endured opal and did fairly well. i live in a 1969ondo, and i has endured many a storm. that's 50 years worth of storms. so it's done well. most of the people here know to

welcome back. it is 7:30 on wednesday morning, october 10th, 2018. it's going to be a long day for a lot of people in t florida panhandle. hurricane michael is going to batter that region with high winds and torrential rains. they say it could be one of thosenpredictable storms with an incredible storm surge. >> al will have more in amo nt. let's get to kerry sanders. he is in panama city. kerry, if you look at the map it certainly looks to be headed right there. >> reporter: i know. there a a lot ofeople holding their breath right now. while it looks like a ghost town here, the city manager told me a few minutes ago that their estimate is upwards of 25,000 people have decided to remain on at is essentially a barrier

island. there are three bridg o the panama city beach region here back to the mainland, and in about an hour or so the authorities plan on closing those bridges. obviously, coming to and then they will close them a little bit later for people getting off. it's really come down to hunker down. the storm's speed is moving quickly. the power is in excess approximately of 140 plus miles per hour, and then ultimately you have s therm surge. and where that eye passes will be critical to tnis com. if the eye passes just a little bit to the east, the storm surge should not be as big of a problem as if the eye comes ght over here, or a little bit to the west. where i'm standg rightnow, either way is likely to be underwater. a storm surge here predicted 9 feet in some areas on the coast up to 12 feet. as we the leading cause of death during a hurricane is not flying debris. it is actually drowning.

guys. >> all right. kerry, thank you so much. >> we are trying to get our eye on thatxact path. we turn to al roker. >> it's heading where kerry is. the storm surge, as kerry said, this is where the greatest danger andoss of life occurs. we have a storm surge warning from just west ofci panam almost to st. petersburg, and that i see the worst.oing to and the really heart of that storm surge, 9 toet 13 from mexico beach to keaton beach, and that's whereou we see 9 to 13iveet. so let'sinto this storm surge. basically, you've got the wall of water comingin, being pushed by the winds. so a 3 ft storm surge comes to about your porch of your home. a 6 foot storm surge, i'm 5'8". it's over my head. a storm surge of 9 feet brings it into second stories of homes.
