rails. let's get to amelia draper first. where is the storm, and what are we expecting? >> the storm is down in georgia and south carona, but it's interacting with a cold front that's just to our west. as these two systems kind of come together later today, we're going to see some heavy rain around here, especiallf east 95, where flash flood watch is in effect for prince ,george charles, calvert, st. mary's county, down through parts of stafford and king geo counties. this starts at 2:00 p.m. today until 6:00 a.m. on your friday. the heaviest rain impacts everybody for the afternoon and evening hours. there arca already someered showers out there. if you're in the flash flood watch, you can anticipate about 2 to 4 inches of rain elsewhere, including mostro of the m area, about an inch of rain, maybe a little less. still,ot a great day out there. you definitely want to grab the umbrella. recess for the kids today could be indoors. i think a lot of us will be impacted by rain. take a look. showers scattered across the area. melissa tracking rain along 20.o

record to hit florida's >> wednesday clocked in around 155 miles a category 5. shy of that monster storm hit panama city beach, orida, hard, splitting trees in half, ripping off roofs, tossing car and ucks like toys. for about two hours, michael battered the city, damaging practically every home, business, and tree i that area. the storm gutted ale t-mo store. you see it here. shredded just about everything inside. you can see the debri scattered all over the streets. the powerful winds also blew out the windows of homes and hotels. on top of all that damage, people are dealing with flooding too. >> and here's a bird'syeiew of the damage in panama city beach, florida. florida gernor rick scott says search and rescue teams are heading into the state's hardest hit areas help survivors. two people have died in the storm, one in floridwe and the on mentioned in georgia. >> we'll stay in panama city beach and show you know video this morning that shows the moments the sto ripped o a building's roof.

mall this morning. what are you hearing about a possible motive here? >> reporter: well, aaron, ti says that 56-year-old paul rosenfeld was willing to blow himself up and potentially harm or kill incidenter bystanders on the mall, all to send a political message on election day. the feds here say that his plan had been coming together for the past few months from his basement of his home out in rockland county, new york, just outside c of new yorky. the tips came from a pennsylvania reporter with whom rosenfeld h been speaking about his d.c. bomb plot. it turns out that led law enforcement to him on tuesday of this week. he also revealed to investigators that he recently bought eight pounds of black powder online to be used in a near 200-pound device he planned to set off here on the mall on election day. also foundn that basement where he was building that bomb, test explosive devices. obviously troubling news for his

refused to speak. he's accused of grabbing the girl on her way to school tuesday morning. a neighbor tried to helpwher she realized something wasn't right. police say walter attacked the riighbor andly held her before she was able to get away. he is due back in court in december. happening today, we may learn more about the randota that left a woman dead in d.c.'s logan circle neighborhood. >> anthony crawford is set to be in court he's accused of stabbing wendy martinez to death last month. she was joggi down p street in northwest d.c. when that attack happened. investigators are s it was an unprovoked attack. a man in a wheelchair died while trying to ride up an escalator at the columbia heights metro station. lsmetro offic say paramedics found the man lying at the bottom of the escalator yesterday afternoon. he tried tose theelevator, but for some reason gave up after a short time. that's when he tried to ride the escalator instead. at some poin the manell backwards and then his wheelchair fell on top of him.

all part of a plan to increase revenue. news 4's chris lawrence is live at the clarendon station. >> reporter: all this could look a whole lot different. later this morning, metro is going toor put this b a metro board committee to see if it flies. i can tell you food is just one part of a much largerhi plan. what would allow metrodoo , these new regulations, it woulllow metro to cut commercial deals on its own without going back to the board to get the okay. metro would be able to rent out any space onetro property for private or commercial use. think of those food vendors. although, we're talking food that's wrapped up because you b still won't able to eat or drink on the trains. it goes beyond that. you cod see electronic kiosks like r box, photo booths, lottery machines, even vendors selling health and beauty oducts. so why do this? like so many things, it comes down to money.

i want you to take a look. a big roadside sign snapped by those winds, thrown into a business. but michael wasn't done at that point. you can see them winds fhe storm shredding this business. just really tearing it apart here. unfortunately, i believe as the sun comes up, we'll see scenes like this across the entire strike zone. just a devastating storm. we t talk abous thing being a history maker. a few quick notes on that. first of it's the strongest .ctober hurricane ever to make landfall in the u and the first category 4 storm to strike the flori panhandle. that's amazing when you think about all of the storms they've dealt with in this region. if windst 155 miles an hour had made landfall, those are the strongest winds we've felt from a hurricane here in the u.s. since andrew i back 1992. it had winds of 167 miles an ur. aaron and eun, this was one for the record books.no the difficult cleanup and

the fbi says that paul rosenfeld of new york state planned to blow himself up here on the mall art to advance the idea of sortition, which is the idea of choosing lawmakers at random. this tip came fromr a repor based in pennsylvania, with whom rosenfeld had shared his ans. he did admit on tuesday to this d.c. bomb plot as well as buying eight pounds of black powder that he would use in that bomb here just recently and transporting that powder to his home to continue building that bomb. bi sweep of his home yesterday did turn up not only the evidence of that bomb but also test explosive devices. back out live, we can tell you at this point it doeea a that paul rosenfeld himself was behind this plot, that he has no other ties to a terror group, and also no pastriminal

this is a look at that rally in erie, pennsylvaniant >> the presis now catching heat for refusing to postpone that event. many are sing that he should have been focused on dealing with the stormpo re. news 4's tracie potts is live on capitol hill n. tracie, did the president make any mention about hurricane michael? >> he did, eun. the irony is back in 2012 during superstorm sandy, he criticized president obama as wrong for doing a political event while th storm was going on. last night president trump did the same thing. after the onset of a category 4 rricane, the president defended that in an interview with fox last night ngsa look, there were thousands of people who were waiting. he didn't want to disappoint th. he did talk about the storm, saying that fema, the federal government, was ready. they had their people and supplies in place. and he's also said that he will visit florida soon. we don't know where or when. >> tracie potts on the hill for us this morning.

tracie, thank you. it's 5:49 now. metro may be getting into theag food and bevbusiness. >> they plan to present a proposal to allow food sales in and around station news4's chris lawrence is live at the clarendon station with how is this going to work, chris? >> reporter: well, stations like this could look a lot different, eun. the officials are going to present this to a metro board committee later this morning to see if it flies. food is just one part of auch larger plan. so these new regulations would allow metro officials to cut deals with commercial vendors without going back to the board to get the so they'd be able to rent out any space on metro property for privateommercial use. those food vendors you mentioned, although food would still be wrapped upecause you wouldn't be able to eat or drink on board the trains. but they could allow electronic kiosks like red box, pto booths, even vendors selling health and beauty supplies.
