roads heading into downtown d.co isd for the day. >> if you look behind me, you can see everything is shutdown. cars as well as pedestrians as work crews begin the practice drill of put ung the heavy wall here across 17th street. this is part of a levey system designed to prevent flooding in the area. there's aluminum walls that will go completelyacross the road to prevent high water from going down toward constitution. take a look at what happened in 2006. water went into a number of government buildings off of cotitution avenue and caused a huge mess. as a result, experts took a look at this and they came up with
