that possibly includes its maryland plant. much for live from capitol hill in a few moments. a man in montgomery county opened a box and got quitehe surprise. he says stacks of other people's medical records were in a box of shirts he ordered from joseph a. bank. the records contain sensitive information that only a doctor should see. the records appear to be from the maryland physicians care manage care organization. a comny wants to build the biggest solar farm on the ent coastspotsylvania county. proponents argue it will be good for spotsylvania county. opponents say it will crush property values and deplete the water supply. thear 6,000-acre would be located on three sites in western spotsylvania. right now the planning commission isreviewing the project. it will go in front of supervisors next march. montgomery county wants to increase its a budget ut $55

million, all part of a proposal for the 2020 fiscal year. some of the priorities in the plan include expanding career and technical programs, hiring more staff, axpanding programs that allow students to get their associate's degree while they're still in high school. on december 18th, the board will discuss the budt in more detail and mak a final recommendation. an update this morning on the plan to reduceni the ment for people who skip out on their metro fares. d.c. mayor muriel bowser's office sayiors the m does not plan to veto the bill. te d.c. council approved the plan earliers week. police would still be able to stop people who jump or sneak through the ges without paying, but they can no longer make a criminalrrest or bring charges. the news 4 i-team investigation found there are more than 50,000 fare cheats a day, costing metro millions each year. if the law is approved, it would

welcome back at 4:45. we're learnin new details about usa gymnastics' bankruptcy filing.im the leaders che organization has no money left to pay for the 100 lawsuitsfi d against it in the wake of the larry nassar scandal. an attor ryresents more than 180 of the nassar victims tells a different story. he says the bankruptcy filing suspends the lawsuits and the victims' efforts to truth about what the organization knew about nassar's criminal conduct.
