to make sure -- you know, when i talked with a former county executive, rushern baker, he says he wishes he could have done more for lower income residents in princegeorge's county. that he wishes he could have paid as much attenon to that community as he did to the middle-class and angela alsobrooks is saying she wants to do that. >> and dr. alvinto tho takes the reins as chair. thornton is a retired howard university professor and nohe stranger to school system. he's held this job before. >> in the '80s and 's he was there with wayne curry fighting the battle for prince george's county to end bussing for students in theco ty. and a number of other issues. what's interesting is we know there have been issues with the prince george'snt c school system and the board. they had a number of scandals they hadgho work t under the leadership of kevin maxwell and also under different board leadership aki i was t to him about this and all of the

problems they have on the school board and heaid that's child's play compared to what we dealt with in the '80s and '90s. to bring tolannin the board of education is stability and history and o remind fol where the county has been and where it is now and he's the guy who came up with the formula for how maryland schools were funded to mak sure there was equity for all students with the thornton plan. so he's the guy who they believe can go down to annapolis, getce prgeorge's county more mon money. >> the countyxecutive ought t hope that because the county executive will be judged on the performance of the school district. we have new county executives in montgomery county, baltimore county, howard county. but in all four of those counties they will be judged first and foremost on how thesc ols perform. >> there are many who would say that rushern baker lost his bid

for governor because of his attempts to turn that school system around were so flawed that it didn't go the way h wanted it togo. a steppingstone, but not as great as it could have been and it was difficult for to move forward. >> we'll beatching in d.c. to see what happens with sports betting. it could soon be lel. the city council is considering a bill to make d.c. one of the first places in our region to offer online tting. the bill's sponsor estimates it could produce tens of millions in revenue eut notryone is betting this will be or would be good for the city. so, scott, eight state dare alreadng this, d.c. wants to be the first in our region to do it. how much ds the city stand to gain from regulated gaming? >> they believe the snd to gain millions of dollars pretty fast. west virginia has it, new jersey has it, virginia has expressed an interest,yl md will express an interest. d.c. thinks they have an edge. d.c. is in session right now, the d.c. council last week did the first round of approvals on

a billo set u sports betting in the district. the december 18 if the mayor doesn't veto it it could happen soon. the difference beten d.c. and maryland, maryland has a place for sports betting, they have casinos, d.c. doesn't. where do you set it up? tricky in the district because there's federal land, too, and no approval of sports betting on federal spaces so maybe the rfk stadium would be a tricky place to get it. omething at ed for rfk but there's federal oversight of those grounds so the question is where inhe strict but the why is pretty self-explanatory -- lots of mone orts betting is a lucrative field. there's no way to lose money if you have sports betting in your municipality. >> there are a lot of questions and a lot of t logisti work out. d.c. could be the first. virginia according to polls very much favors gaming. is that a surprise? >> it feels like a competition, a race, feels like a sport in

itself. who will get it like that casinos. we have to insulate ourselves from ourbo neing jurisdiction getting it so we get the money and the district is cnizant of that. if maryland and virginia are interest interested, let's beat them to th punch. >> what about federal oversight? is there more interest in regulation? >> no. they're deferring to the states to adjudicat this. the supreme court ruling opened the door fore this puts responsibility on the states. maryland's not as easy as it seems. the legislature comes in in january, but there's no clear path of getting it through even if the district has its, if west virginia has it, it r pressure on maryland to make something happen because if your 'lighboring jurisdictions have something, y be late to the party. we'll take a break and continue our talk right after this. stay with us hey, batter, batter, batter, batter.

it'sertainly not a lie stones cheat, but the d.c. council approved a bill to decriminalized fare cheating on metro. the bill's sponsor called the aggressive prosecutionsirun transit police say many fare cheaters are getting away with other offenses. z scott, what did you and the i-team learn? >> this dominated d.c. government in the past week. this bill that would decriminalize fare cheating passed 11-2 in the d.c. council and the mayor's office says there is no plan farce veto. what we found was a sense of how frequent this is. we found in the bus system they tally as many as 50,000 fair evasions, fare cheats each weekday, an average. on the rail system, a little more difficult but at one station,allery place chinatown where anecdotally we heard of a

lot of fare evasion, 1300 people stopped so fare cheating is a systemic problem and a rampant problem according to metro and the transit police department. metro and thee transit pol department lobbied heavily against this. they want capacity and ability to make arrests. they say -- for a couple reasons, theygue. they want to make sure the people who cheat the fare aren'r also at to the system in other ways, that they aren't wanted for other things, don't have outstanding warrants, firearms. they want to be sure and i think losing criminality makes them less able to stop people who can be a threat to the system. but also they believe it's they believe it's systemic and they believe decriminalizing it sends a bad message to the public that it's okay to come i and jumover, we'll just hit you with a fine if we catch hyo. >> how ms this costing met slow in. >> they'll argue $25 million a year. the proponents would debate things metro is saying, including the dollar amount. but it doesn't cost the $25 million a year costs the

municipalities. that's money that goes to the strict, to maryland, to virginia. but to be clear, it remains a criminal offense in virginia and in maryland. so what's metro going to do about it? > we asked the transit police chief, so what do you do? if this is going to incenrvize peopleake the problem worse, what do you do and there wasn't a lot of answers. they have 400, 500 transit police officers. they can't put one at every fare gate 24/7 and they acknowledge at. they canreconfigure the fare gates for lots of reason. the look of metro is important but you immediate the feds to approve changes to your land stap t scape in the ct. it has to go through several rounds of approval in other agencies. and they don m want toe it look like a prison. they don't want to put fencing and wiring up so i think at this point the sutions they have in mind are invisible to me if not invisiblthem. >> it's interesting to wait and

see at the rest of the jurisdictions do because d.c. has done this. normally when the district does something that can impact t rest of the area, the rest of the area follows eventually just so that there is an even playing ground and there's not confusion so this is a major deal. getting back to prince george's county for a moment a second independent audit of the school system showed progress but is recommending more. last year the audit found graduation grading scandal and controversial pay raises and other management issues. what did thisne show? >> this one showed t george's county school system has come a long way in six months. when we were in baltimore listening to the maryland state board of education talk about the improvements they've seen, it was dramatic. therwere 40 recommendations made and i think the county has either completely reached the goal and/or are working to reach the goal in 38 of the

recommendations. the audit opened the eyes to people with what was gng on, questions with the system and how it was in large part taking nere of its records and how open it was to som taking advantage of those vulnerabilities so they've shored up those things, they've changed their attendance policy, they're using more technology as opposed to handwriting grades, they've limited who can have access to changing grades, they are stricter about the deadlinea for whens can be changed. the principals will have more work to do, the counselors are the workore time to do they need to do. these are save it is system wasn't paying attention toarnd now the paying close attention to so the ceo saying that while it was a difficult time, they feel like they have a better school system because of the state comg in to pay attention to what they're doing and they have someone watching o make l of the time sure this stuff is taken care of. >> and a deference to the school district, these are not problems that are unique to prince

george's county public school. the problem ofrade correction, attendance policies, they exist elsewhere. the s marylandte jurisdiction has to monor those. >> and that was another conversation the state board of education had. they have a long list of questions they're asking all of the jurisdictions to answer and give back to them. so it's not just about prince george's unty, now because of governor hogan and the bill he's passed, there's oversight for the entire state result of the focus thatti ied with prince george's county. so a lot of work for a lot of juriictions to do. >> and residents will be watching and hoping. prin what did you think about he bipartisrewell we saw this week in washington for formeid prt george h.w. bush? >> was it powerful or what on wednesday morning watching that trvice at cathedral. just powerful imagery.
