news 4 i-team investigation found d.c. public schools violating its o requirements and failing to give middle school students the class time they need in those very important subjects. joining us now, stt mcfarland of the i-team and david culver. welcome, gentlemen. >> good morning. >> scott, this is your investigation. tell us more about what you found. >> we can say d.c. public schools is promising to fix this problem but they acknowledge there's an issue he f. atr of the middle schools in d.c. public schools, four of their large middleschools, kids aren't getting the required amounts of science and social studies. these are not elective. these are not artsy musical classes. is science and social studies that are invaluable to children. the issues aremultitude. they have budget problems. they have an issue getting teachers hired to teach the eo subject bus mr parents are telling us and school officials we spoke with are telling us that there is an issue with testing. we have to get math and ading, english language arts scores up

soiv they'reg them extra math and extra english language t which iseans science and social stud drese moving to a back burner and being taut on what's called an a-day/b-day schedu schedule. when we were i school those subjects got equal billing. >> anou argument be made they got more important now. >> what are other area school system requirements? >> virginia has requirements on the number of minutes you need to be in the classroom in the core subjects, math, english, science and social studies. it averages to 45 minutes a da the district requires 45 minutes a day on average. we just found these schools are violating that rule and we need to make up fore lost t next

billion fund for construction. both governors are making f educatiod ago priority heading into this new legislative session. >> we're tking $260 million governor northam is putting forward. $90 million would go towards raises and having done several stories over the past several years, in northern virginia in particular, teacher a raises are big issue. in recent years they've been getting step which isco have be of living increases. they've been pushing for more raises,ta mostly to competitive so they don't lose teachers to surroundingju sdictions and states, so this raises something that the question comes up, how do you pay? the governor is pointing to a few thing. he's saying lottery proceeds, we've seen big jackpots going up. he says tho are higher than they've been. he's hoping to yumtize the online sales and get taxes from there to then put into this pot to help generate money.

thege gop folks within thral assembly have a lot of concerns on that. >> and there's money from those income tax deductis that people got before tax reform. so will it be an easy sell in richmo? >> the question will be how much opposition will the gop put forward? certainly teachernis will be pushing hard for because the teachers will tell you they feel they're overworked and underpaid and they'll stress that and yet they'll say 's also vocational and passion. if they can convince these gop law makers that this is t somethint will ultimately make them more competitive, perhaps will sway. scott, schools are big issues and they're going to be for these legislative sessions. in ryland, the governor is talking about the building opportunity fund. >> they want to build new buildings and no more important .han it is here school buildings are so overcrowded. there's a need for newuc conson and newportables,

there's a need for new land and space in which so buildool buildings. this is a critical issue. virginia politics are interesting. they want to give teacher raises and the governor has to get legislative support for it but that's a tnscendent issue. it's important in northern virginia where teachers have to live in hes that cost a half million dollars and southwest virginia where it's difficult to recruit young to move to those areas, to take teaching jobs. so it's not just a northern virgia issu it impacts the entire commonwealth. inry nd, school construction is an acute issue in the most populous counties. i wonder if school construction fund is as big a priority in western maryland and souther maryland. >> we'll see, the legislative sessions start in january. development.o if you travel through thai sorn or you shop there, we have news of relief for you. it's called scott's crossing, a
