library's 6:00 p.m. closing time. a pressrelease says man walked up to a little girl in the children's section, pulled down her pants and touched her inappropriately. she screamed and ran to her parents. they calpod ce. news of the incident alarmed eugene ya palmer, who was at the library with her son. >>tou exp to have solace and, you know, be able to concentrate and be safe in the library. at least. to a certain extent. and not worry about your surroundings. this is the last place that you should actually have to worry about anything like that. >> reporter: and here's where the police need the pu help. they have some security camera video from inside the library showing a man lingering around the children's section about 30, 40 minutes before this happened, t they're not sure if this is the suspect they're looking for. so, anyone with information, anyone who has seen anything suspicious here, particularly sa trday night, asked call montgomery county police. live in rockville, jacki.

edmondston road. police officers were called here for reports of gunshots. they found s mant inside an apartment building. the victim died at the scene. we saw i one man handcuffs here, but police aren't releasing any information yet out a possible gunman. we're learning more tonight abouthe circumstances surrounding the arrest of a washington redskins player. a witness says montae nicholson was calm before a fight outside an ashburn bar early this shomari but as news 4's stone reports, things got heated quickly in the parking lot. >> reporter: 23-year-old washington redskins safety mo a montae nichols and his 24-year-old friend, sidney maggiore, arrested tuesday ss morning forlt and battery outside the world of beer restaurant in bar. at the oneho loudoning center. it's located just five minutes, around two miles from redskins park in ashburn.

a witness at the restaurant told me nicholson was calm, nice and inside, butear drunk that maggiore was, quote, causing trouble. the witness told me nicholson exited the building in a good od. a fight broke out outside the restaurant. a man and woman told deputies thaticholson and maggiore started honking at them. nicholson allegedly assaulted the man. the alleged victims were taken to aospital for serious but nonlife threatening injuries. a dskins spokesman released a statement, saying, quote, we are gathering more information and will not comment until we have further details. nicholson's status for saturday's game against the titans is uncertain. also for nicholson's contract, well, again, he is a second-yean player the washington redskins, he's a safety, and his contract is worth more than $3 millioas in urn, shomari stone, news 4.>>

shomari, thank you. police say a father shot and killed the mother of his child today after hitting her with a car. then, he took his own life. katherine martell wasatun down he woodlake towers condos in falls church. police say she was in the parking lot when a white nissan suv hit her. our cameras were there whenor investigats towed that suv away from theen sc detectives say christopher brooks was the they tell us he shot martell and rned the gun on himself. their child was not in the parking lot when all of this happened and is now safe with family. aht arrest tonn the shooting death of a 15-year-old from d.c. now homicide detectives want to find a second person involved. today, delawatectives arrested k hols on the. hols on the and that second person chased then shot gerald watson several tim inside an apartment here on knox place southeast last week.

officers spent part of today churching hols on the's apartment for evidence. j it'st a block or two from where watson was shot, and where familyel members ha vigil last night. leon harris here back at the live desk with even more breaking news. s tonight, theate passes a major criminal justice reform bill. this had overwhelming bipartisan support from activists and president trump. all that pushed senators in favor of the first step act. the final vote, 87-12. now, president trump was quick to jump on twitter and claim victory, saying this provides a second chance to nose who earn it. speaker paul ryan says the houss loorward to passing this bill and sending it onto the president to sign. once this becomes law, itill give judges more leeway. it won't force them to iss strict mandatory minimum sentences for nonviolent drug offenders. the house passed a similar bill
