howard county has now unveiled a new plan to help ellicott city. its part of a new program called safe and sound. the first phase will involve acquiring buildings. the second part calls for a better alert system to warn residents during severe weather. the third would increase inspections and nine waterways near the city to remove debris. so have you noticed? we have temperatures in december. they've bebl pretty mild. the last 15 days have all been above normal.so what is behind this warming trend? well, you can't say that just one month wharmer temperatures is climate change. as we look back at the last 50 years since 1970, winter h warmed at least one degree in all 50 states. chk it out. here's maryland and the warming.
