the last time a previou speaker of the house was re-elected to the position was in 1955.e w house will hit the ground running too. a plan to end the government shutdown is expected tbe voted . we have all that covered this morning. first, though, we want to check on the forecast and the commute. melissa mollet is standing by with a look at the roads. let's start with storm team meteorologist lauryn ricketts in for chuck with a look at our forecast. >> we ve some rain to the south. not everybody seeing those rain showers out there right now. but a few of us are. this moisture train continuing along ant stalled f system. an area of low pressure around the norfolk area. that's going to continue to pust out to atlantic and bring this rain to the south. if you're in fredericksburg, st. mary's alunty,rt county, king george county, and off to the northern neck, you're seeing a f sprinkles. just light stuff. again, most of this staying south of the beltway and will continue to move to the south as we move through 8:00 or 9:00. it is a mild morning out there temperatures in the 40s.

m street, left side blocked by a crash. >> melissa, thank you. it's 6:02. there will be a power shift today on capit hill. a new congress begins with democrats in charge of the house of representatives >> nancy pelosi is expected to regain the gavel. their first order ofusiness will be to vote on legislation to end the partial government shutdown in its 13th day.si it's verlar to a bill that passed the senate two weeks ago, but senate republicans have already refused to bring the new bill up for a vote.ey e standing with the president, who says he won't reopen the government unless he gets $5 billion for his bord wall. we expect to learn more when nancy pelosi appears on the "today" show this morning. she will discuss the shut down and her goals in an exclusive th interview avannah guthrie. the imct of the government

shutdown continues to spread ho thro the region. we've learned anyone looking to get a maiage license from d.c. superior court will be turned away. the court is funded by congress. since the marriage bureau is not sential, it is closed during the shutdown. >> reporter: eunugit can be to deem what is essential. that's how they determine what stays open and what gets csed. although, i got to tell you, getting married would bofhigh on a locouples' lists. as you mentioned, one d.c. couple was turned away at d.c. superior court when they tried to get a marriage license. turns out that court is funded by congress, and the marriage bureau was deemed notsstial. so they had planned to, you know, just go on their honeymoon, even though they're not technical a marrie go back to the courthouse once the shutdown ends. butelp could be on the way. mayor muriel bowser announced that she planso put forth some emergency legislation to establis the authority to issue

continuing coverage on the governmentshutdown. we'll update every new development on air and in the nbc washington app. new this morning, a man is in critical condition after being shot in fredderick, maryland. this was in the 1100 block of key parkway. rightow police are working to figure out who shot the man. they do not believe the public is in any danger. they're asking anyone with aformation on this shooting to give themall. we're learning new details about the marine killed in a shooting at thmarine corps barracks in southeast washington. lance corporal riley kuznia was 20 years old when he was shot on tuesday. officials confirmed the gunshot was not self-inflicted a commanding officer released a statement that reads in part, quote, we are s trulydened by this terrible loss. riley was a highly driven and argoal-orientede whose positive attitude set the

example here at the barracks. we'll hear from riley's father in our next half hour. this morning, an arlington woman is in j accused of stabbing another woman she knew on new year's day. 65n ear-old linda snow has b charged with second-degree murder. they say she stabbed alice carter to death inside an apartment complex on 8th road auth tuesday. police believe tack occurred after an argument between the two women. snow is being held without bond. we have an update to those threats made against three ri schools ine george's county. police arrested a teenager for targeting a ddle school and two high schools. they say the 14-year-old girl confessed to writing a series of e-mail threats against the schools. police say the teen did not havh ability to carry out the threats, but she is charged with making threats of mass violence. d take a look at this news for your health as flu condition kicks into gear. maryland is among several states with high flu activity. the cdc says it one ofine states that is seeing increasing

washington on new year's day. marine corpse officials confirm that it was not a suicide, w th not a self-inflicted gunshot wound. "the washington post" is citing sources saying that the shooting was accidental, that kuznia w hit by a round discharged from a fellow marine's weapon. kuznia's father spoke to news 4 by phone. he wants more information and wonders if his son'sld death c have been avoided. >> i'm not blaming anybody, but i mean, from what i've read, if proper procedures would have been hfollowed, i woue my kid today yet is what i'mg, feelrom what i've been seng. >> reporter: and the commanding officer of marine barracks washington released a saying in part, quote, we are truly saddened by this terrible loss. riley was a highly driven and goal-oriented marine whose positive attitude set the poample here at the barracks.

again, cl kuznia's father is expecting to talk to officials with marine corps later on today to get more information about the circumstances surrounding his son's death. back to you. >> megan n mcgrath liver the navy yard. thank you. h> it's 6:35 now. an arrestas been made in the murder of a h formerigh school football player. rundell fletcher is charged with theesurder. detectay the two were fighting. johnson's death was one of four murders during the last weekend of the year in prince george's county. despite a surge in violence at the end of december, the county was safer last year than the year before. homicides fell 25% between 2017 and 2018. violent crime dropped 11%. prince george's county police say crime overall fell nearly 10%. the family of a silver spring woman murdered just days before her wedding now says they have justice. shania blkwell was killed back

in 2017. her fiance anthony strong called police and told them he killed her in theome they shared. yesterday he was pleaded to life in prison. the judge suspended all but 45 years of his sentence. if he serves that full term, he could be in his 90s by the time he's this morning, five dogs rescued from a fire on christmas eve are doing much better. they were discharged from care verinary centeresterday. that fire broke out at the middletownalley beagles kennel. it killed more than a dozen dogs and other 'rimals. told the dogs that were saved had severe burns and smoke halation. they were treated with hyperbaric oxygen therapy. it is a noninvasive,ainless treatment. care is the only vet center in maryland offering this treatment. glad they're doing better. 6:36 right now.fa caps , it looks like you will not see alex ovechkin playing in this year's all-star
