is this fire is about a mile away from a deadly incident that we first brought to you as breaking news yesterday morning. two bodies were found inside a rning home on isl place and a block away from that fire a second home also wentp in flames of the right now investigators are working to see if those two inciden are connected. a neighbor told news 4 he knew victims.he >> i keep my dogs in the back-yard and i got call this morning that the house was on fire so i gotver here. by the time i got over here everything, the fire trucks and all that, everything was in. >> d.c.ire says it's still not clear if the two victims died in the fire. firefighters had good reason to wear their masks after a marijuana dispensary caught fire in northeast d.c. take a look. this happened on fenwick street. firefighters kept the flames from spreading from the firstoo one firefighter went to the hospital with minor injury.

tomorrow.y, by tues that should be right around 60 degrees and then the temperature drops as we get into wednesday and thursday. guys. >> all right. thanks very much. reporter's noteback. >> we're back in 15 minutes with more of the morning's top stories. >> good morning. welcome to reporter's notebook, new laws to be awa of. several of the laws are a result of the news 4 .i-te this morning our investigative reporter scott macfarland and jody fleisher had here to us about a few things that happened and there's new laws surrounding the sexual misconductf teachers or the accusation. first of all, let me tell you about 80,000 teacher around the country have had their licenses revoked and inew virginia a hundred teach verse had their licenses revoked since 1990 for sexual misconduct or other types of misconduct with kids or in

the job. the problem is in some of those cases the license revocation is a little bit sluggish. somebody was slow or late to report suspected misconct or admitted misconduct by teachers, and because the licenseas revocationluggish the teachers found new jobs elsewhere because thereo was big red flag to wave. we found a case in arlin county where there was a teacher who had a case of sexual misconduct by child protective services investigation, and while there was a wait between that investigation a revocation that teacher went to prince george's county and got another job and taught for quite some time. two new laws were passed in february that will take effect in 2019. it will require child protective service agent stois do two things, tore quickly report to the school any case where a teacher abuses a child and then

they have need to report to the agency that revokes teacher licenses. >> is there an actual time line or we need to do that faster? >> as soon as there is a case of misconduct or a suspected case of misconduct they have to report it. it used to be they could wait for t case to go towards completion, and child protective services investigation and criminal sauces often take a year and that fluid less firm time frame left had a huge margin for error. >> are there penalties? one would assume that these laws come with penalties. >> you're talking about penalties against government agencies so we are not talking about people going to prison. there will be type of way for the state to exconsult that law. >> you both did a few big investigations in the district in 2018 a well. jodi, you looked at an issue with water bills and churches and other large organizations like that, and what did you

find? >> we actually heard about this from a local pastor who contacted us and said you've got to s my water bill. they have gone up $850 a month over the course of a couplef years so he brought us the water bills and we noticed ts one light called the clean river impervious river charges, sounds icmplicated. it bly measures the amount of square footage on your property like the patio or rooftop or sidewalk or driveway that's impervious that could create water runoff from storm water and we started to hear from churchh after chu after church and cemeteries having to close because of this. one cemetery was paying $200,000 a year just for that wofee. >> >> and they said it was basically going to bankruptth . we started looking at the fairness of how that fee was assess and city council members took note and took action on it andy this week t launch the application process for $13

million of relief funds for those very non-profits thatere complaining. they can get up to 90% of those fees paid for by the district e they meet thgibility requirements. >> this is for past? >> no, it's going forward this year but is retroactive to october of this past year, 2018. >> goinge forward peoill still see the charge on their bill. >> the charge isn't going d.c. water has been very clear that they have to pay for this huge tnel project to stop storm water and sewage from leaking into our rivers, and that was a federal mandate that ey had to do something. they are building these massive tunnels to stop the overflow, but, yeah, i've got to pay for it somehow. it's being paid for mostly by d.c.ater customer. the fee isn't going anywhere, here for decades to come but there is relief for the non-profits and churches and cemeteries but there is a residential component where

's very complicated. it's called the tenant with opportunity to purchas act. it was designed to help keep renters in the district inab affo housing. great mission, right? but one of the things that had happened is over the years, and lawyers had kind of gotten ahold of this thing and figured out the renters, ifou were in a single family home, you could actually use that law toth keep homeowner from being able to sell. we heard instances from homeowners, of home sales being blocked for months and months at a time where they couldn't sell their house because the represent thor coming back saying i might b want to this and they could stretch it out over months and months and in some cases they were demanding tees of thousandrom the opener of the home in order to leave. >> yeah. >> and so we brought ts to light and we exposed this industry of aorneys essentially who were impacting this by going to these and saying, hey, let's do this. i can get you $10,000, $20,000,

$30,000 to leave, and one attorn estimated that this was a $100 million a year industry in the district. >> wow. >> and now the legislators took it into consideration and they talked about it for months and months andnd months finally in 2018 they passed a newer law exempting single-family homeowners from that act and if you own your ownt home and wan >> sell your own home and can you. live in an apartment building in d.c., and when my building was sold there what is a document that says you can buy. >>s what it was designed for. for big buildings t stays in place. >> i do have to wonder for people who were renting some of these houses who now the law says you have d to go,s that -- you know, we talk about gentrification and things le that, does that then become an issue with pushing renters out of city? it t does, but idea, and still protects you to the degree

preposterous. food truck owners put their trucks where they are not zoned to be. go to public meterbe sports use they think there's a business there and there's a great business outside ofheasa quarters in southwest. a couple hundred feet away from the actual food tru zoneut there's thousands of federal workers between nasa and the usd a, a good place to park the truck and if you're parking at a public meter y will lose that spot when you move your truckbe use somebody is going to want to flashing so what they did is got old junker cars and when time was used up they put an old d'mar there andeft car there overnight and next night they would remove the food truck back in and they have done that for two years. held those parking meters hostage for two years and some number of people are from us trade. people who want to park and lose customers because there's n parking nearby and this is kind of compromising the integrity of the food truck zone so d.c. council and the mayor have
