25-year-amon dukes was shot. police are offering a reward up to $2000 for information leading to an arrest and conviction in this case. we learned more detail at another murder in nllthwest d.c. potter stabbed a man in an apartment building sunday morning. no word on what led to that attack. polls will open at 6:00 for a special election in virginia to fill a senate seat in the state's 33rd district.en cudelegate jennifer boysko is the democrat, joe may is the republican candidate. the winner will replace jennifer wexton who is representing the 10th district in congress. the clemson tigers reign supreme. they are the new national college football champs. for the second time in years, they beat alabama in the title game. you can imagine fans celebrated right along with the team all ni t long. >> last night's win was

you're watching news 4 today. >> tonight coue a big game-changer in the government shutdown now in its 18th day. w t will be his first oval office address to the nation, president trump will talk border security. he could declare a national emergency to get funding for his border wall. >>f hat could make the stand between him and congress even worse and extend the shutdown. tracie potts has more on the president's intentions and the problems it could create. good morning. >> reporter: good morning. the money for the border wall is at the center of the shutdown now ith its 18 day. the president's address wil focus on the wall and border security. if heeclares aational emergency, he can get that money from the pentagon, from other existing funds.er in owords, he doesn't have to go through congress to get the money. but that could u set a big legal challenge, will likely set up a legal challenge if he tries to do an end runun a congress

offenders. governor ralph northam is applying for a bill for absentee voting during election southbound. vors can onl use one of the ballots if they have a qualifying reason, being out of town, business, or a severe illness.nd maryland virginia's general assembly sessions begin tomorrow. > new efforts to force clergy to report child abuse and neglect. some want to close a loophole when the session begins. doctors, nurses and teachers are mandated to report ase. not clergy. they're not required to. while the proposed legislation would make clergy mandatory reporters, there would be one exception, disclosures during confessions. d.c. public schoolsays it is taking action to make sure middle schoolers receive science instruction. it revealed that four middle schools were not providing i enough scientruction.
