d.c. with information. good morning. >> reporter: good morning. of course, we know right now, over the past few weeks, as well, that families of furloughed workersave been making hard decisions. but food should not be one of them. that's why the capitaloo area bank has several pop-up food markets tomorrow morning. we have a map to sho you where they will be set up. you can see there are five locadons. the fank teaming up with giant grocery stores to do this. a grocery store, includingn rtheast d.c., on brentwood road, richmon highway, campusway south, and allentowns road ip springs and off of the rockville pike in rockville. if you are planning to come out tomorrow morning, a food bankes ent has things you should know first. >> they will be open from 9:00 a.m. to noon at each of the sites.

washington app. we're live in northwest. i'm justin finch, new 4. despite the negative impact of the shutdown, the president is digging in. he says the shutdown will continue until he gets $5 billion for a wall along the southern border. yeerday, he went to t border and talked to victims of crime by undocumented immigrants. there's questions whether the proposed wall will wk. exclusive photos show a regular saw was able to cut through the prototype. the president says that will be fixed before the wall goes up. >> common sense. they need a barrier. they need a wall. if you don't have it, it will be nothing but hard work and grueling problems. and and death.and death.

spokesman for the troops fig fighting isis. last month, president trump shocked u.s. allies when he announced isis was defeated and he was pulling u.s. troops out of syria. thatove prompted a dramatic resignation from defense secretary jim mattis. we have about 2,000 troops in area. the archdiocese of washington confirms that cardinal donald wuerl knew of sexual misconduct allegations against theodore mccarrick more than a decade ago. that's despite wuerl's insistence that he had no knowledge of the abuse. the archdiocese of washington said wuerl reported an allegation omccarrick to the vatican in 2004. that allegation came from a former priest who reached a settlement with the church in eg 2005 for a abuse by mccarrick. in a statement to nbc news, the

archdiocese says that wuerl's previous statements about mccarrick refer to, quote, claims of sexual abuse of a minor, not the claims made by the former priest. but the cardinal stands by the statements that were not intended to be imprecise. washington-lee high school in aington county will be known as washington-liberty high school.h board voted to remove robert e. lee's name from the school following the attack in charlotteslle. three brothers will be in f prison their part in a role that left a police officer dead. this isideo of the shoot-out released in court just yesterday. elijah and malik ford recorded their brother, michaelopening fire on prince george's county police. michael called it an attempt of suicide by cop.

yesterday, he received a 195-year sentence. his brothers received 20 and 12 years. detective jacai colson was shot and killed by taylor krauss. krauss mistook colson for the suspect. the colsons allege that the police chief and the former state attorney protected krauss from criminal charges. brooks is the county executive. she released a statement sayingi tely a grand jury of 23 prince georgians reviewed the indictment and brought in officer krauss. krauss is employed by the police department, which would not comment on colsons accusations. ten minutes after6:00 and a shocking development out of wisconsin this morning. >> a teen that went missing in october murder has been found alive. 13-year-old jayme closs was found in the rural town o gordon about an hour from her home. a suspect they have in custody. a news conference is scheduled for later this morning.

windchills are in the teens. only 38 degrees. that northwest wind will be with us all day. theee storm we've watching or the weekend, coming out in bits and pieces. one big storm is coming out in chunks. the first one, moving out into parts of missouri and arkansas now, bringing snow to the north side of little rock. snow in st. louis and parts of missouri. the bigger chunk of the storm is taking a little more of a southern track. it will be a higher snow producer for richmond or raleigh. tomorrow, snow starts in the afternoon and 3:00, to midnight, winter storm watches already poed. only for the extreme parts of the d.c. metro area.

you're watching news 4 today. >> this morning, hundreds of thousands of federal workers a will not receiaycheck because of the government shutdown. soto help, major wireless carriers are offering assistance, including at&t, sprint, t-mobile and verizon.

each of those carriers are offering payment optio check with those folks for the best option for you. there's a lot of anxiety for a lot of the federal furloughed workers. >> so many of the workers are worried about the finances and the domino shutdown this can create. susan hogan is working 4 you to see what you can do to lessen the blow. >> reporter: that's right. a majority of furloughed workers don't have enough saving a recent survey found that 78% of americans live paycheck-to-paycheck. for those of you with a rtgage, some lenders are offering assistance programs to federal employees impacted by the shutdown, such as waiving late fees. but you need to contact your lender immediately to let them know of the situation. for those of you who rent, er contact pr managers or your landlord and see if you can work out a payment plan th them or at the very least ask if they will waive a late fee for you, as well. the same thing goes wi credit card companies. don't wait until you payment is

now, wuerl last summer insisted that he had no knowledge of alleged abuse by mccarrick. however, in a statement to nbc news, the archdiocese says that wuerl reported an allegation about mccarrk to the vatican in 2004. that allegation involved allegedly inappropriate relationship witan adult seminarian. the archdiocese sayst st wuerl'ement denied abuse of a minor, not an adult. cardinal wuerl stands by the statements and didn't mean to be imprecise when he said he had no knowledge of allegations of sexual misconduct. should mention that cardinal wuerl has been retired. he was forced into retirement. we have expecting to get news soon on his possible replacement. back to you. megan, thank you. we>> look at our other top stories now. the associated pressep rts

the second hs-longest in history. right now, the way things are going, it seems destined to break that record. president ump is waking up at the white house this morning after a trip to the border. perhaps one step closer to declaring aatnal emergency. some of the closest aallies on catol hill, republicans, are ebc aging him to do just that. what are the specifics of that? nbc news has learned that the president has been briefed on a plan that would pull money from the army corps of engineers and redirect resources that were aimed toward rediilding and ster recovery in puerto rico. if he declares a national emergency, that's the pot of money that would be used. that may be politically perilous for president trump. at this point, it is a stalemate. lindsey graham telling reporters he does not see a path forward. that's not great news for many federal workers. 800,000 of them affected by the

they have decided that they are going to do without pay. rtspectors are off the job right now. cen ntsb are off the job. we have thousands of fb fbi employeeser furloughed. abouts are working without pay. the agents are warning of national implications of all of this. so far, we have evidence that tsa officers are showing up to work. there's been some sickouts across the country. now, this is actually happened, they have come to work and not yctten a ck, will some of them decide they need to call off sick or lookor another job because i have to pay the bills because of the shutdown. >> tom costelloor us. thanks
