>> we do want to begin with what is an incredible story in wisconsin. jayme oss, the 13-year-old wisconsin girl found aliveon nearly threes after her parents were killed and she disappeared. she was just one hour from her home. in a momento we'll talk one of the women who helped bring jayme to safety. first nbc's ron mott has the latest. ter: good morning to you. what an extraordinary ending to what is a tragic story. iends and family of jayme oss are thrilled by this news. it seemed as if the case and the search for her had gon really cold. all of that changed yesterday afternoon on a tip from the publ public. >> this morning new details about how jayme closs was discovered, about 70 miles fro her home in wisconsin. >> a woman was walking her dog and closs approached her and said she wanted help.

they went to a neighbor's help where they frantically knocked on a door. the dog walker yelling this is jayme closs. >> i knew it was her the second she walked i the door. >> they described her as skinny and dirty, her hair maed. she was wearing shoes too big for her feet. her emotions pretty flat. the star tribune reporting she esped her captor. her small wisconsin town thrilled she was coming home. >> i was in a bit of shock and disbelief. >> her aunt and uncle speaking after the news. >> i'm shocked. we've had so much bad news. that's what we've praye for every day for the last 87 days. >> it's unbelievable. we're so grateful and happy. >> reporter: she went missing in mid octer after deputies received a troubling 911 call from her mother's cel one. >> we could hear yelling in the

emergency powers? option learned one prepared for the president would allow h to redirect money from the ay corps of engineers to build 315 miles of border wall, montended to help, for example, people recover g from hurricane maria inri puert. this may be the way for him to build his wall without looking like he's buckling under pressure. senator lindsey graham is one of the few encouragingthe presido use his emergency powers. if he does, he will almost certainly face legal challenges. >> this is all a fight about money to pay for the border wall.er ne can remember during the campaign, it wasn't going to be taxpayers, it would be w mexico thld pay for the border wall. >> reporter: he's on defense about that claim. you're right. he said it again and again and again during the campaign that mexico would pay.
