>> it was so cold last night where we were. >> reporter: the district has opened emergency shelters like this one at a reck center in southwest. melvin smith oversees the overreach programs. he wants everyon tonow you can help if you seeeo s in distress calling by calling the hypothermia hot line. >> they're always willing to go out and do welfare check and encourage someone to come in off the epstreets. >>ter: for many of the women in this shelter it was sleeping on a cot or on the street. >> we try to help each other ile we're in this predictment and hoping god hear our players and he give us a place. >> reporter: those shelters that typically close during the day are remaining open 24 hours for homeless people. if you see someone in distress that may need he, that hypothermia van, the number to call, 311. they'll send someone to the welfare of people you see on
