news 4 tracie potts joins us ive with details on these proposals. tracie, good morning. >> reporter: well, it's movement, eun and aaron. good morning, and good morning, everyone. the senate expecte vote on the republican plan and the democrat plan. of course, the republican plan following the president's offer ofry tempo protection for a million immigrants in exchange for money for the border wall. the democrats reopen the government temporarily for about two t weeks andn negotiate on border security. here is the thing, neither of them is expected to pass because they both need support from the other side to doo and right now it's not looking like that's going to happen. so we'll see t votes f first time in the senate to reopen the government since the shutdown started. but without support from the other side,th n is likely to reopen the government and get these folks back to work. >> tr i want to ask while we have you, the president looks like is going to go ahead with his plan for thetate of the union address next week.

why they're the only branch of military not getting paid d the shutdown. the supreme court has taken action involving two high profile legal battles. first, the ban transgender people serving in the milita. the court granted a request from president trump's administration to go ahead for now with the ban.ns is mhe military can now enforce the policy while the lower court challenges play out through tederal courts of appeal. anar in a se action, the supreme court opted to stay out of the battle over the deferred action for childod arrivals program known as daca. that means the program will continue for at least another ten months while that fightn plays out i lower courts as well. daca protects young people who were illally brought to the u.s. as children. a major blow to the equal a righndment in virginia. the bill failed to pass the delegates. the amendment declares that equality of rights under the law shall not be denied or abridged by the united states or by any state on account o se virginia was the 38thnd final

state needed to ratify the amendment to change the constitution. the bill failed to make it out of sub committee. supporters say tmendment is critical to protecting equal rights. opponents argue it could be used to prevent special programs for women and to support abortion rights. a mother seems to be the who ended a crime spree here in the district. the video you see here sparked outrage last week. two teens attacking an elderly woman in the shaw neighborhood in northwest d.c. and trying to ke her car. now police say this was not the only crime these kids in that neighborhood. police say kavion andrews and heartridge beat a woman and took her backpack and threw her down the stairs jus the day before. they chased a woman down irving street, hit her took her purse.nd one of these young men's mother saw them on the news and convinced them to turn themselves in. developing this morning, two
