heavy rain within t next hou or so. check it out. bethes bethesda, the district, alexandria, heavy rain around the beltway. this is part of a much larger system. yesterday, we were concerned about flooding as well as wind. the wind with the storm system hasn't really materialized in our area. the strongest winds the coast.ff so that's a good thing. we're still dealing with rain for at least the next few hours. in fact, rain will continue until about noon, until 4:00 p.m. after that, we start to dry out. with that, we remain under a flood watch. all of the cou in green. this is going to run until 3:00 p.m. this afternoon. this includes the entire d.c. metro area. through charles count a the baltimore metro area as well.nf total rl amounts, dulles already reporting an inch of rain. the district only about .3 inches. i'm going to hav on when the rain comes to an end in newer neighbd hood. the cr that moves in after storm team radar showing snow on the backside of this in.

at is the cold air moving in later. for youbringing that up at 11:20. looking forward to it. thank,amelia. metro's board is discussing if and when to changeou the for the system. they've been running on reduced hours on weekends to carry out more maienanceprojects. megan mcgrath is at the meeting for us. megan, what do you know? >> reporter: overnight maintenance work is critical to improving the safety and the reliability of the metrosystem. that can only be done at nighttime when the trains aren'o ng. there's a balancing act. metro wants to get theeost servor their riders. at the same time, maintain as much of that window, that overnight window that they can so that they can do tha maintenance work. they're looking at aariety of scenarios here. first of all, one option is to return to the old fy 16 hours. that was before the system hours

were reduced. to do this maintenance work. that would mean a 44% loss in overnight temainnce. another option is to shift hours. the system would open later inr the g. significantly later on saturday and sunday morning. it would stay open on friday and saturday. that would be a loss of 3% in terms of overnight maintenance work. a thirds option to extend hours at night so 2:00 a.m. on friday and saturday and that would be a 9% decree in the maintenance work. fourth option is keeping things exactly as they are. that would not decrease service and it would not decrease that overnight maintenance window. general manager paul wiedefeld said he's open to talking about this and discussion. he will not compromise at all on safety. >> we're not going to back away what it takes to keep the system safe. whether we shift other things to

his lawyer rudy giuliani. he's implied cohen's father-in-law should be investigated. and that the father-in-law may have ties to organized crime. he said cohen was threatened by the truth. the v seat on the -- sandra shephard's appointment to the board. she waswo officially in this morning to participate in the school board meeting. she'sly curre the prince george's county managing directin at the l american youth center. police working to learn more about a teen getting off a metrobus. justin finch has been tracking the case all morning long and joins us withhe latest. >> reporter: metro transit police spent hours trying to piece together wharehappened heate wednesday night. witnesses say a teen boy was shot as he got off of a bus close to midnight last night. the investigation went hours.r news 4 camera on the scene

showing investigators outside of a bus and also on the bus talking to as many people on the ground as possible about what they saw. we also know,too, oftentimes metrobuss do have surveillance cameras on board and also the station does too. between those cameras and witness ac munts, they learn more about what happened. it's not clear if this teen boy knew the shooter in this case or what may have led up to the con,rontation. age're told that he was shot getting off of a bus. as for that shooter, no idea of how that person got away. as for that teen, we're hearing from those close to the scene, he was shot in one h of legs, in the leg area and that he was taken tol. a hospi in temple hills, i'm justin finch, news 4. > this morning, a local teen remains in criticalte condition being shot in the head while inside a prince george's neunty home. this hap in landover yesterday on dorman street.

was insincere. maryland lawmakers hope to close a loophole in a dui law during the general assembly session. the law is known asnoah's law. it's named after a montgomery asunty police officer who killed by a drunk driver in 2015. l that requires drivers install ignition interlocks after the first offense of driving under the influence. the locks require drivers to blow into them before starting their vehicles to ensure that a driver not drunk. offenders who havbeen granted probation before judgment have been able to avoid instaing the devices. lawmakers hope to change that. big names are coming together to launch an effort to reform the criminal juice system i america. here's the report from new york. >> for years, meek mill used his voice to paint pictures o life in north philly. now the rapper is a voice for the voiceless. >> i'mere to speak for t people who don't have a voice. i come from that side of the wallas >> meek mill in new york to
