i'm cory smith. >> i'm pat lawson muse. we begin with breaking news this morning. rmer trump campaign advisor and confidant roger stone is expected to appear in court momentarily. stone was arrestedarly this morning in the special counsel's russia investation. a seven-count indictment was released when news of the arrest broke earlier. stone is charged with witness tampering, obsuction and making false all of this revolving around his connections to wikileaksnd the release of hacked e-mailse from clinton campaign back in 2016. nbc's pete williams explains the relationship. >> the documents say he, stone, through his friend tried to prod wikileaks to release more material. and when his friend was called to testify to hecongress, charges say, stone urged him to plead the fifth, invoking the name of a character from one of hee godfat movies who lies to congress. >> now, the indictment does not accuse stone of having direct contacts with wikileaks or with russian hackers.us white press secretary

sarah huckabee sanders spoke briefly with reporters about the arrest this morning. >> tots hasng to do with the president. it has nothing to do with the and beyond that i'm not going to get into the back and forth. >> have you spoken to the president about roger stone? >> i've spoken with the president a number of times. >> today, today have you spoken with him. >> i have spoken with the president. >> we'll be keeping an eye on developments from inside the courtroom. look forda s later in this newscast and on the nbc washington app. also in court this morning, president trump's former campaign chairman, paul manafort. he's facing allegations that he lied to prosecutors working for special counsel robert mueller. the judge in the case is expected to rule whether manafort violated his plea deal, which could mean a harsher senten o. manafortginally agreed to cooperate with the special counsel's office after being convicted of tax evasionnd ank fraud during a federal trial inalexandria. since then he's met withor prosecuts a dozen times and testified twice before a grand jury. but the special counsel's office said in november that he had violated hislea deal by lying in some of those interviews.

meanwhile, the senate intelligenceommittee served president trump's former lawy , michael cohen, with a subpoena.s this com one day after cohen a postponedn aearance before e house oversight committee. cohen was supposed to testify iu public on febary 7th. he abruptly postponed his appearance due to what his legal advisor calls ongoing threats ndfrom president trump his lawyer, directed at cohen's family. president trump denies any of his commen are threats. a source close to cohen told nbc news he has been ordered to testify before the senateit coe on february 12th. now to the weather on this friday morning. the rain is gone, but the cold isback. >> so is our lauryn ricketts. what can we expect nextweek? what do we need, jackets, umbrella, what? >> you're going to need a whole lot of jackets next week, a whole lot of layers as we get into the weekend. temperatures are going to go up and then way back down. today we've got the wind so it's making ithaeel colder it actually is. but you can see we've got some sunshine out there with clouds mixed in.

this is the reston area. now, we have a fewut flurries there as well just streaming across our northern tier of unties coming through montgomery county. maybe even seeings a few fla around. hagerstown was reporting a few snow showers earlier, not expectin any accumulation, just quick passing flurry moving through the area and they'reid taking a on these winds. northwesterly winds flowing pretty strongly, gusting up to about 20 miles an hour, 25 miles hour in spots. that means we have a windchill. yeah, it's pretty chilly out ere. you can see the windchill feel-like factor in the 20s and 30s right now. p that'stty much where it's going to stay throughout the day. now, do we have any more snow on the way? we do. we'll shon you w when we take a look at the weekend forecast coming up in about 20 minutes. now to a developingtory 've been following all morning in prince george's county. a law enforcement officer found dead after his car went off the road on the indian head highway.

>> and another officer from prince george's county was injured responding to the scene. egan mcgrath is at the sce now. megan, you're learning more about the officer who was killed. tell ushat you know. >> reporter: absolutely. so, first o all, to be clear, it's a little confusing here, there are two separate incidents. they both happened on this stretch of indian head highway that he see behind me here. it began with a callbout a car off a roadway. that's when prince george's county police discovered corporat patrick p.j. mann dead inside that car. foul play is not expectedn his death. now prince george's county police shut down indian head highway as they investigated corporal mann's death. that's when a police cruiser, a prince george's county police cruiser was hit by a car that failed to stop. wn toral patrick mann, k friends as p.j., sheriff's

deputy, school resource officer. he was recently featured in this video posted othe sheriff's department facebook page. those who knew corporal mann are in a state of shock and mourning. prince orge's county police were called to this stretch of ndianead highway around midnight. corporal mann was found dead in personal car which had gone off the roadway. investigators hav not released much investigation but they say his death is not from a car accident and is not bieved to be murder. as the investigation into mann's death began, princegeorge's ounty police shut down indian head highway and a car headed south slammed into a police cruiser manning the early morning detour. the prince george's county officer in that cruiser is in stable condition. the driver of the suv was also taken to the hospital. indian head highway was closed in both directions for several hours, as police investigated

metro may followea maryland's and give free rides to furloughed federal workers. news4's justin finch has more on the decision coming later today. >> reporter: and we should see metro take up the issue of free rides for furloughed workers in just a matter of hours. there's early word that this measure could pass. national metro board chairman jackvans and this emergency meeting is now coming a day after maryland governor larry hogan urged metro to follow his state's lead. hogan announced just yesterday that furloughed workers will see their fares waived on state transportation. so on the table right now, we fve this. free rides furloughed workers. if this is passed today, it will go into effectn monday, meaning workers will go to a metro stati with their government i.d. and will be waved in for a free ride by the station manager. this is up forga a votin this 3:00.noon at about and so this, of course, if passed would lighten a very f

coming on the air with breaking iws. roger stone a federal court in florida at this hour having been arrested this morning in a predawn raidf hist. lauderdale home. stone has beenharged with seven counts of obstruction, making false statements and witness tampering centering on his communications with the ump campaign about wikileaks and stolen democratic e-mails. stone, who has been close to donald trump for decades, now becomes the latest trump associate to be indicted in the ongoing investigation by special counsel robert muelle nbc's kerry sanders is outside the court house in ft. lauderdale. what's been happening there? >> reporter: well, they have just concluded the presentation in front of u.s. magistrate lorena snow, who has decided th roger stone will be able to walk out today after he signs over a $250,000 signature bond, which means that in the next couple of hours we may see him walk rightut of the courthouse here and come over here, because

determine is that he will indeed not be a flight risk. the u.s. magistrate here determined that's the case. one of the questions was, was this timed on a friday for some on? but clearly the imagine straima having him leased. there's no extra motive to make his life miserable over the weeken sitting in a federal detention center. >> let's go to our justice correspondent pete williams, who's bee following this case quite closely and has the latest from our washington newsrout. lay if you can what has happened and what is in that indictment,pete. sure. first of all, just a note about the proceeding. in federal court this is called the initial appearance. you don't enter a 'sea. basically to advise you of the charges. he'll ultimately have to come ck hereo washington, d.c., where the charges were filed. ist the mueller team says that he has committed basically two categories of crimes to congressional investigators about his efforts to contact wikileaks to find out what they may have had in terms of hacked

e-mails from the democrats and hillary clinton's campaigns, prodding them to release mo , acting through an intermediary to try to get julian assange to tell more abouthat they had and release more damaging e-mails to damage tlinton campaign. the charges also say that he was contacted by some m trump campaign to ask what wikileaks had after stone had bragged that he was in touch with assange himself. now, there'so documentation that he ever did that, that he in fact contacted assange through intermediaries. and the secon thing the special prosecutor says here, the mueller,counsel, robert is that he urged another man, a talk show host, to lieo congress when he was asked about all of this, telling him that he shou plead the fifth, invoking the name of a character from thr "godfa movie who was called before congress and falsely claims he didn't know anything and saying at one point to this termediary, if you don't lie to congress, i'll take your dog. lester. b >> there will those who

already are parsing this indictment, pete. what does it n say? we know, of course, this investigation has been about this whole issue of collusion. does it tie him to communications with th russians? >> no, it does not. here's what it doesn't say. itoesn't say that he was directly in touch with the russians. it doesn't even say that he was directly in touch wit wikileaks. but roger stone brought this on himself. nthe p the bull's-eye on his own back because early onven before robert mueller was appointed, he was bragging that he was in touchh w julian assange. he later backed off about that, but obviously ifng you're g to look at the russian attempts to meddle in the election, you're going to wa to know who was in touch with wikileaks, because mueller has already said that it was the russians who hacked into the demrats and hillary clinton's computers. and it was the russians who gave that to wiki leaks to make it public. so he brought this upon himself. what mueller says is when the heat was on him andat

invests started to ask him questions, he started lying and acouraged others to do the same. there was language in here that suggested and frankly said that a senior trump campaign official directed some of this communication, find out what they have. any clues in her that wou indicate who that senior official was, and does it rule out the esident? well, so the answer to the question is no, isn d rule anybody out. there are several references in here to a senior trump campaigni ofs, more than one person. now, we know toward the end of this whole saga, one of those senior campaignofficials, according to a person familiar with the communications, was in fact steve bannon. but we don't know specifically who all the people eferred to in this indictment as senior campaign officials are. t the picture painted by the indictment, lester, ishe when democrats said they had been hacked by the russians and whent wikileaks beg say we've got this stuff and are putting it

moments ago. let me read ito you. the president tweeting greatesth witch hunt i history of our country. no collusion in all caps. border coyotes, drug dealers and human traffickers a treated better. then he asked this question of this video that was obtained by ocnn who alerted cnn to be there? cnn was there when roger stone was arrested. that has been the president's response so far. it is what you would expect. it is something we have heard from this president time and time again, no collusion, and ferring to the mueller investigation as a witch hunt. let me read you the more measured statement from his rn at, jay sekulow, who wrote the indictment today does not allege russian collusion by roger stone or anyone else. rather the indictmen focuses on alleged false statements mr. stone made to congress. no t in talki those close to the president's legal team, they stress that point that pete factust talking about, the that the indictment does not

draw a line between roger stone and russia. now, sarah sanders trying to distance the president from all of this saying earlier today this has nothing to do with the president and certainly nothing o with the white house. the president, though, raise some eyebrows during the campaign about this very issue, as you'll recall, he stood at a podium time and time again and said he loved the wikileaks releases and in one instance called upon rus ha tok into hillary clinton's e-mails. so all of this raising more quesons. of cours nearly a dozen former trump advisers, trump campaignf als have pleaded guilty or been indicted as a part of the mueller investigion. so this has been a growing crowd over the trump white house. all of this comes against the backdrop of the longest government shutdown in u.s. history. i can tell youhat white house officials have been huddled in their offices meeting. now, they usuly have meetings throughout the morning, but undoubtedly this has been front

and cter today. lester. >> kristen welker, thanks for that characterization of what's i want to go to chuck todd right now,oderator of "meet the press." chuck, as i noted with pete a moment ago, there's going to ot a of parsing of this indictment. it appears the white house was caught off guard. i don't think anyone was surprised roger stone was in legal jeopardy but the timing certainly seemed to su a rise. what does it all mean? >> the most important part of , i know there's a lot of focus on the process side of this indictment. but it is the beginning of robert mueller laying out the collusion argument between a wikileak russia. and in many ways, i have to admit, lester, i am now rethinking tha rudy giulia -- that surprising rudy giuliani statement about ten days ago when he clarified his denials about clusion and said the president didn't collude with anybody and he wouldn't -- he wouldn't -- he told me on sunday that he couldn't rule out others on the campaigndid. well, lo and behold, that's what

this indictment shows is someong on the cam certainly was colluding with roger stone who was colluding with wikileaks. now, none of this is able to connect directly to the russians, as pete pointed out. robert mueller has made it clear that it was russian intelligence got it to wikileaks. now he's making it clear roger stone was a conduitetween wikileaks and the trump campaign. what is not proven is that somehow trump, stone and russia all knew that all of this w here. but, the fact that that part of the case is starting to be laid out by robert mueller is significant and it shows you, it think, wheres is headed next. the other thing is we still have aple more people that mueller has never interviewed, that the assumption i they're targets. probably the biggest name on that list is donald trump jr. >> and that was in regard to the meeting -- the infamous tetmp tower g. >> correct. >> all right, chuck todd.

let me bring in chuck rosenberg, former u.s. attorney, nbc news analyst. chuck, what do you see here? what- is the should be the level of concern at the white house as this case begins to unfold? > sarah sanders' statement aside, they ought to be concerned. she said this is not about the president. his name is throughout this inctment. now, to chuck todd's point, there are sti pieces that are missing, but we're seeing more and more of the picture filled in. if you remember, lester, back in july when the mueller team indicted the russian intelligence officials, they left a bread crumb for us and told us that u.s. persons were volved. now we know who some of those u.s. persons were definitively. and with each hdictment, w each additional document dropped into the public domain, it gets closer and closer to senior campaign officials and perhaps,s and per is an important word

here, perhaps to the president himself. >> i'ms,curi there has been this expectation that the mueller team was prepared to issue its report and maybe wrap things up as soon as the next month or so. does this change that thinking in you >> well, in my view there is really several separe strands. for instance, there's an ongoing investigation, a very imptant one, in the southern district of new york. not technically the mueller investigtaion, but cly it had sprung in part from it. as well, theueller team could release the report and then release another report. they could rel an interim report. they could release a report and continue to invespsgate per counterintelligence matters. so whether or not they drop a report soon doesn't suggest to me that this investigation by any means is over. if anything, it seems to be continuing. the president continues to do things that suggest that there would beoo a reason to take a deep look at the counterintelligenc implications

of his conduct. so, lester, i would say report or no report it seems to me to be continuing. >> chuck rosenberg, thank you for your insight there.e again,e -- roger stone, associating of the president,pe ing in court, his initial court appearance after being arrested and arraigned. let's go to kerry sanders outside the ft. lauderdale federal courthouse who has a little bit more color and can tell us what to expect today. kerry? >> reporter: we're waiting for roger stone now to exit. joining us is the nbc producer who made her way into a very to describe a little bit of what took place in there. so, first of all, when you got, roger stone was already there. >> he was already seated.gh it was to get in that courtroom. there were a lot more spectators than we expected, the mia expected, so we were all like pushing to get in there. we got seated. he was sitting -- his hands were shackled. and he was very calm, confident.

when he had to stand up to talk to the judge, he told the judge -- explained to him what was goi tohappen. he said he cannot change his address. he must surrender his passport, which he said, your honor, my passport is expired right now. he cannot sell any personal property. he can continue to see doctor, has to agree to drug testing and bstance abuse testing. >> did they tell him that he was limited where he could travel? >> ye hi travel is restricted to only the southern region of south orida from vero beach to key west. the eastern district of virginia and d.c. >> reporter: what was he wearing as he was ie? th >> he was wearing a navy blue polo type shirt. >> reporter: the sort of clothes he might have been wearing when mornin his house thi >> apparently so. there was suit and tie or anything. >> reporter: right now, that ook place in the u.s.
