with wikileaks during the 2016 campaign. stone ent ped a not guiltylea and he's scheduled to be back in court on friday and is limited to traveling between d.c., florida, and new york. we are getting a better sense of the economic toll the -day shutdown took on the district. a new report from the city'sin chiefcial officer found that d.c. is taking a $47 million hit overall reven revenue. a large portion of that in lost sales a lot of it won't be regained because contractors won't be pay.iving back the furloughed workers make up 18% of people employed in the district, among them 15,000 who live in the city. we know the shutdown had a rippling affect on businesses. restaurants saw a drop inales as much as 60%. hotels also had losses compared to the year before. and with fewer workers and ,

you know that even the smallest bit of snow, it can really challenge drivers onn evening commute. and right now we are in weather alert. news4 working for you across the dmv, these are live pictures from gaithe sburg. with t about to set, the temperatures dropping, the snow making the roads dough tove on. doug will be back in three minutes to tell us how long this is going to last. from driving to parkg. big changes for a parking program in the district at the center of a news4 i team investigation. we found rampant abuse of visitor parking passes clogging up a lot of neighborhoods. you know how tough it is to park in these parts. as scott macfarlane shows us a new law and new oversight that thosecrack down off of profiting from d.c.'s parking

squeeze. >> reporter: circling for a spot in thedistrict, you might have spotted these parking passes stuffed into dash boards, cars. people who live in d.c. can obtain these permits from d.c. police stations for theirguest. they have to be renewed every two weekso but there's limit on getting new ones. and we found that's led to abuse. >> we're not talking one extra car? >> no. we're talking even. >> reporter: last year we heard from frustrated homeowners talking about neighbo using the passes over and over for their vehicles for months a t a time. we found this man profiting the program. >> call me at the last >> okay. >> and i'll get you a new one. >> reporter: illegally selling passes in the downtown area. >> the idea is not to make this a small business o cottage industry. >> reporter: after ort re pam said things improved in her neighborhood for a while. >> a few w weeks the people

who you had identified, they kind of like disappeared. but then i guess when the heat died down, they came back. rh reporter: at a recent advisory neighbod commission meeting she said the passe have popped up again. but new legislation first introduced by d.c. council member charles allen could stop thosein exploit the passes. >> the reason this is necessary hiere's nothing in the code that stops them or pts mpd from reuping the 14 days. >> reporter: the new bill sets a limit on the use of the passes. peoplee will only b able to use them for 90 days per calendar year. >> it's not efficient. >> reporter: there are other changes coming to. the department of transportation is looking to take over thera pr that could mean a new electronic system where drivers can go online to request visitor passes rather than inperson. right now the system for getting the passes is a pap stem. the digital program would make

here. this is very heavy snow coming through parts of our area. look at the yellows here up around the only areahrgh aspen hill through betheseda. this could could you a half an inch of snow coming through our station here about the next ten minutes and through fairfax, it's been on the lighter side on the eastern half of the beltway. haven't seen as much snow there. but leesburg, it's just about over. there's shomari stone, i wantmao him smaller. you're out there in the storm team 4 by 4. you're on the east side of this storm and you haven seen nearly as much as places back towardsut leesburg you get in on it too in the next 20 to 30 minutes. heads up. >> thanks for the heads up. right now i'm he onhe beltway. we passed the baltimore washington beltway approaching 95, but traffic is moving well. as you look, you can see the snow coming down.

people are driving relatively slowly. weaven't seen any major accidents whatsoever. however the big concern as you stated, doug, is that this could become freezing overnight. the refreeze, and that's the big concern from people we have talked to. also, drivers tell me that -- we talked to say they're doing what they can to slow down because they say you just want to make it home safely. back to you, doug. >>thanks. the big thing overnight is the cold temperatures that come in here. the arctic air doesn't come tilo rrow. this is the cold air behind this front. i want to show you this line. look at that bright white, that's the heavier snow coming through. behind that that is about it here. 35 d.c., 41 patuent river. no problem there tonight. but they get colder as we get through the night. look how cold, it is now 20 below zo in chicago.

people on the roadway. but right now weust see people heading home, this is their commute in the evening. ople are slowi down, they're not going too fast. right now you can see all the folks on the road right now. haven't com across any major accidents, nerfender be people are basically slowing down. the good news is that the school systems got out, early dismissal today, you don't have as people out on the roads right now. we did see a couple snow blowsi on the of the road. those crews are ready. we are monitoring this weather event that's happenin also theypre-treated the roads. it looks like they've done aet good job. as you've been stating, doug, the concern tonightshe refreeze. last things you want is kids to go to a bus stop and they could slip and fall or have car accident that's the concerns. i hope the school systems in the dmv are paying close attention to this. back to you.
