school. susan hogan and tracee wilkins are here wit us this morning. susan, this was a story seen only on 4. tell us what house bill 1753 would change. >> oh, my gosh. well, first this bill and this family, i mean they are fighting so hard to see this change. so what happened withesley back in may, you know these motorizedartitions are so incredibly powerful. and when we found in our investigation, there was just no rules, no policies, no in place for these teachers. so in the case of wesley, he was asked to help out in closing one of these so when we did our investigation, we found that there is just nothing that is set in stone. so with this particular bill, what it actually will do, it will set formal policies and trainings for every school in virginia. y will have to have a designated person or people

working on these partitions. the rooms that they are in, either it is the gym or the auditorium, will have to h children in there as well. and then unless there are safety devices. and that is the other ththg. e particular partitions can come with safety devices just like you're garag doors when they close, and like a child or something runs underneath it, it stops. these partitions can be retrofitted for these, but we found that only one in the enti region of virginia, d.c. and maryland actually even has one of these. >> and then one of the questions was why. there are s ie 500the metro region. all of these schools use these. there are partitions in the schools that we attended. why is it that it has taken so long? >> and the question the family has is why does it take a death to actually spur some sort of a bill. we heard s why when from wesley's grandma who was a

former teacher, too, so so eloquent in her testimony before the house subcommittee -- house education subcommittee. and everyone was just could have heard a pin drop. and she was talking about that, being a asteacher. ithe first time that we heard from wesley's family. his parents were there. 20 other family and friends showed and the bill passed unanimously and th full house education committee as well. and it really is expected to go full for the and pass. >> and we know it's been really tough for the family. this must bring some satisfaction knowing that out of their awf tragedy, something good has happened. >> and that's what they are really hoping and they really stress that, the grandma really expressed that in her testimony as well, i mean as horrible as that was, if there is anything that could come out of this, it is something that will prevent other children from being killed as we would or injured in these things. >> and what about other bills

bpendingore the general assembly, the session? >> good question. one of the biggest bills that w also had been lfollowing is the surprise balance billing. and remember we did this story in emergency rooms. if you go into an emergency room and you think that that particular hospital has your insurance because eru've been before, but if you are seen by an e.r. doc who doesn't take your insurance, that doc can now charge you for the balance of that bieo. soe were calling saying in did i get a $30,000 bill a hospital that takes my insurance. so the delegate kathy byr who is a republican in the state is really fighting hard to get rid of this balance b or the surprise balance billing. that is still -- it is a hard ght. you've got insurance companies, you've got physicians, everyone is kind of fighting agains it. there is a lot of lobbying going on right now. interesting t be see what happens. >> and nothing worse thanaving to g through the illness and then getting that.

>> exactly. >> in the state of marytynd, univerf maryland president wallace lowe is delaying his retirement for another year. he had announced t plans retire at the end of this yearle following all the backlash and controversy oe death of football player jordan mcnair from heat stroke last year. but lowe says that he will stay to facilitate a smooth transition. tracee wilkins,his giveshe board of regents more time to find a replacement. w ohave any idea what convinced lowe stick around a little longer? >> there are a lot of projects on he's been working including rebuilding the athletic program which is actually what sparked all of tis after death of jordan mcnair. and led to the firing of the former football coach and then lowe saying that we too going to step down. but he's in the process of helping to rebuild tha program that has been so seriously impacted by mcna's deathnd the followup investigation. and there are other things that he is doing there. if you hav't been to college

park recently there, is construction not only on that campus, but up and down the route 1 corridor. politicians in maryland believe that this is because of wallace lowe, that he is this guy w has been able to put college park on the map in a really big way. and literally a big way because now they are part of a big deb and that is under his leadership and the developnent and the coming in and dough authorizes giving millions to help build college park. that being said, if you go to annapolis, they love lowe, but if you walk around campus, there are students who feel, some on the fence, some who are ready for him to leave because there have been tragic losses on the campus und his watch. with students and then also, you know, there are african-american stunts and students of color who feel like they are not a part of the vision, who aren't really being heard on that campus and taken seriously on that campus. and that is something that has plagued lowe the ente time. so at the end of the day, it was about a clean transition.

as maybe they thoit they weught. found themselves waiting in line for free food. and i had w workers described it as demeaning, as demoralizing. and feeling that i'm doing what i'm supposed to do, i'm putting away, i have money for at m lea fo retirement, you know, which they couldn't touch a lot of tse people couldn't touch, and if they, they were looking at penalties and the rest of itl so first of it was just getting over that happening. and then you had people thinking maybe i need to leave my good government job because i don't have the security that i thought i'd have. and that was the reason i got in this line of work. so now what walinteresting to mg to workers who were back on the job for the first day, what they were really concerned about was first paying back debt that the had going after during the shutdown. and secony getting back to

work. answering e-mails, getting caught up, takingir care of t customers. >> piled up work. >> piled up work. and that was important to enthe. ith all that they had been through, the focus was how are twe going to our agencies back on track and what what i do to help make that happen. a lot of people questioned health insurance and feared losing it. >> they did. ante what was sting, and we found this out when we were trying to do up with some stories and look at what is bothering people, so what hap n happened was officefersonnel management, back in the beginning e-mail to you will a of tall of foard this to the employees. and it was a great resource guidancing every question about health insurance, life insurance, your fsa, all of ts information. well, the problem was as you found out o, the government employees had no access to their e-mails. so they didn't have these answers. so we were able to get a hold of that memo and find out.

so, yes, wit health insurance, they could hold on to the health insurance, that wasn't going to end. but vision and dental, you had three pay periods were okay, but after you missed your third e, so going into the fourth, you would have to come up with your own money for vision and for dental. so there is a lot of little ings. we have this all on our website pnow forple in case this were to happen again. but it really does kind of help you step bygh step go thr what is and what isn't covered throughout the shutdown. >> good information. an alleged drunken driverd eadly crash on indian head highway released on bond after turnin thomas hawks has been indicted in the crash that killed three young children. many people haveollowed this story. tell us about the charges and how this case is expected to procd. >> first of all, the family has suffered an incredible loss, their entire family gone, the husband and wife left now without any of tir children. twins were killed along with

their 1-year-old son. pp the entire community w their arms around this family because this was an unexpected and tremendous loss. and then it took a while forim to be charged. the prince george's county poli t department didn't wan undercharge him. so they investigated and there were a lot of questions about this drunk driver being out on the road and are we safe. and then finally he was indicted by a grand jury and he is looking at threeveharges for cle manslaughter in addition to other charges associated with this accident. an yes, he is out on $80,000 bond after turning himself into the prince george's county police department. so there are a lot of people in the community who are not comfortable with this, but the judge saw fit to go ahead and let him ango. we'll just have to see what happens. but the prosecutor is very serious about this case without question, they are going to do as much as they can to make sure this by ss as much time behind bars as possible if he is found guilty. >> tragicth story and a illustration of how dangerous
