sign. administration officials tells me instead he said he wanted more time, more time to try to vindicate himself, more time to convince virginians he had nothing to do with that racist photo that appeared in his medical school yearbook. but amid the chaos, a new concern as the man who's next in line, the lieutenant governoro forced answer an allegation that he assaulted a woman many years ago. it looked like business as usual as lieutenant governor justin fairfax brought the senate to order but behind the scenes a new controversy now surrounding the man b who wouldome governor if ralph northam decides to resign. a woman is alleging fairfax sexually assaulted her when the two were at the democratic national convention in 2004. his staff first issued a statement of denial then faced reporter >> the allegation is false as was indicated inem our stt.

and also unlike most states virginia has all of its legislative leaders, all 140 memberre up for election this november. 40 in the senate, 100 in the house. they have to put up with this, the democrats. it's justremarkable. most of the people i talked to in richmond, i've been on the phone a lot. one sa, this is tough for governor northam. i think he will do the right thing, but all these calls for him to resign are not heing. , you know, this is like a -- the party, the democratic party has been so successful in virginia. in 2017 they had a terric election, nearly won back the house, only a few seats short in the senate. and they've w the statewide races, attorney general, lieutenant governor and the governor. they've won all the state-wide races since 2009. the republicans, this is cs poli the republicans see

figure out how to get the information out to people. >> reporter: but in 2000 when congress passed a law to close the gap and give citenship to adoptees, it only protected children under 18. those born before 1983 were left out. >> we didn't bring ourselves here, we didn't broker our own adoptions. >> the adoptee citizenship act of 2015 or 2018 would have fixeh the problem bue bills never got to a vote. >> we're anxious to see a bipartisan clean bill hopefully that covers what it hould have 2000. >> it just seems like such a simple fix and a fair one, because if you're adopted, you are that family's child. >> reporter: tom has a green card but he's afraid to even apply for citizenship. an attorney warned him he could deported because he voted for years, which is a federal crime.
