it's 32 degrees. and the dash temp thermometer says 31 degrees. ezwe're right around the fg mark. we could see slippery conditions out there. we are seeing ice cover on some of the trees. the branches are coated in ice. it was basically clarksburg when we started to see things kind of ing up and dipping down. we were in the district, we were above freezing, everything was just wet. but as we headed north, that's when we started to see that ge cher. now, we're going to continue to go toward the frederick area, see how things look right there. should mention that we've seen a lot of plows out there. hey're basically in a standby mode. i did see one on the street, laying down some salt. they are out there, and they're just waiting for the conditions to change here. we're going to be driving around all we'll let you know when things start to freeze up here. we're expecting that to happen as we travel north. back to you guys.

>> megan mcgrath. thank you. 5:02. there's a glimmer of hope for federal workers this morning. congressional leaders have reached a tentative agreement to avoid a government shutdown.ed >> they've rean agreement in principle, which means it's not final yet. it comes three days before the temporary funding runs out on friday. here's what we know right now. the deal funds fencing but not the concrete border wall. rdout $1.4 billion is for barrier enhancements. it will be limited to the rio the e valley section border. the department of homeland secuty would get $1.7 billio for technology upgrades. there's no cap for the number of beds for detained migrants. and lawmakers emerged last night from the meeting sounding optimistic.

for decades, the numbers of children and teenage smokeli were dng but not anymore. there's nearly 5 million middle and high school students who use some form of tobacco. that's up from about four milln two years ago. the food and drug administration has threatened to ban flavored e-cigarettes until manufacturers come up with a solid plan to keep them out of kids' hands. the rise of teenage smoking has gotten themattention of land officials. there's a new law being debatedi to the smoking age to 21. darcy spencer reports. r orter: according to new numbers from the cdc, about 4.9 million middlend high school students were using some kind of tobacco product in 2018. that's up from 3.6 million in 2017. this increase is driven by a surge in e-cigarette use. daryl barnes has the busck

ca the group is behind a bill that would raise the age for tobacco products in maryla from 18 to 21. w say we want to be one of the seven states to raise tobacco usage to the age of 21. eporter: a coalition of supporters called tobacco 21 maryland, plans to lobby lawmakers to pass the legislation this year. supporters sayt's failed in years past when there was app opposition from the tobacco industry. the coalition is hoping the llarming statistics will bolster support for the his year. a warning this valentines if you or someone you know are using a dating site or app. >> some are falling victim to scamrs online. one was matched with a man who said he was a doctor, but once nee courtship took off, he asked her to send him on a gift card. the romance scams are growing. there's 21,000 reports to the federal trade commission. some lost on average, $2,600

also breaking, in arlington, it took firefighters hours to put out the flames of this house fire on 13th street north. this is right near 66th and north glebe road. investigators believe the firehe began in basement, which was ocder construction at the time. the house was pied and no one was hurt. developing thisin mo a glimmer of hope for hundreds of thousands of federal workers fearing another government shutdown. >> late last night, there was word of a vbal agreement between lawmakers tasked with finding a solion to end the gridlock. the announcement couldn't come at a better time. funding for one-third of the federal governmentuns out this friday. a congressional committee tasked with finding common groun on immigration reform has been working on a deal. still, plenty of work to do, though. no bill has been brought forward. nothing has been signed. this deal includes about $1.4 llion for a border barrier that would cover about 55 miles. the deal does not cover a concrete wall but would allow
