later this morning, in the next hour or two, look for hea rain from cleveland to washington, d.c., icy mix from detroit, state college. philadelphia, the rain-snow lint star push north during the afternoon hours. heavy snow from albany, burlington, boston and portland. from syracuse state college into new york. what we're looking as far as snowfall amounts, basically about six inchess or more you get into the upper parts of the midwest. then as we move east that's where the heavy snow falls. one to three inches, new york, williamsport. upwards of 18 inchesnto northern new england. freezing rain and ice causing problems throughout much of pennsylvania, upstate new york and interior sections of new england. heavy rain d southeast all the way up into part of upstate new york as that warmer air makes its way e in, could see flooding. here are the airport impacts. atlanta, baltimore, detroit,

this story. hallie, >> reporter: for all the americans who don't want to see another shutdown, this is a step in the right direction, but it's only one step with a lester holt more to go. even though lawmakers wutked that agreement overnight, it's not clear yet if the president is happy wit. one white house of fivl telling me they're waiting for more details. it's a deal but not done yet, not until the president commits to it. >> i can tell you a lot of things have changed and we'll see what happens. multiple sources familiar with the agreement hammered out overnight tell nbc news it would provide nearly .4 billion for a border slat fencing but not a b concrete wa, not nearly as much as the president wanted, but it would allow 5 n new miles of fencing. they also settled another sticking point, the number ofet i.c.e.tion beds. some conservative allies ouncing even as the news was breaking. >> on this new so-called compromise, $1.3 billion, not

statement admitting the crime. >> you went from it wasn't me couldn't have been me, i was in school, to i did it. how? >> whatever they needed mo say to get out of that room, i would have said. and i did. >> reporter: according to the innocence project, false confessions are a factor in% of dna exonerated cases. that number is higher when youc in age. 33% of false confess sores were under 18 at the time of their tarrest. >> whe research has shown about people who are innocent is hat their innocence puts them atrisk. they believe that the truth will surface. so they will say whatever it takes to get out of that room. >> but in burton's case, he was foundy of second degree murder and sentenced to 15 years to life. served 19 years in prison and was released on parole in 2009. >> at some point you decided to do something about it?

>> the right people, different people,ou organizations that help people with claims of innocence. sometimes i would write knowing i'moing to get a response back. finally somebody responded back. >> reporter: the innocence project, a non-profit dedicated to exonerating the wrongly convicted joined rton's leg team in 2016. over the course of their investigation, they found proof of his innocen including an alternate suspect who died before the trial and evidence thathe detectives who questioned burton had also obtained false stements in previous case. nbc news reached out to the new york police department for omment but did not receive a response. the evidence was enough to reverse burton's conviction. >> i apologize to mr. burton on beha of a system that failed >> reporter: three weeks ago the bronx supreme court wiped his record clean. >> what did that mean for you? >> that life was just starting. life was just starting.
