the strangest situation here. the trmometer on the news van says 33egrees. it's raining. but take a look at this. and i'm going to have photographer beth brown zoom in really, really close. take a look at this tree. it looks like it's some type of tulip tree. you can actually see every single branch on this tre is encased in a thick coating of ice, even the little, un unfoely, the little buds that are ready to come out. i hope the tree's going to be okay. this is the type of situation that has caused a lot of problems in the damasca tonight.e this hecurity video shows the homeowner who had gone outside to move a vehicle in his driveway just narrowingly missing being struck by big ice-laden tree limbs as they came crashing down. he did not want to talk t about but told news 4 he knows being hit by that much tree has the potential for serious and even life-threatening injury.

damascus residents find a crunchy coating of ice on almost every surface. the weight of frozen water dused some limbs to snap, bringing power linn with them. a number of people had tree limbs fall on their cars in the iveway. >> it's upsetting, you know? ieezing rain, sleet, this. >> reporter: the conditions left hundreds of customers, individual homes and businesses in the dark, some in the dama mus areaht not have electricity again until late wednesday. and we're told still about 300 customers in montgomery county without powert this point. take a look at this. check this out. hear that crunchiness? i mean, if you're down south of ire and there is nothing your yard, this is kind of amazing. the roads are just wet, but every surface that's not as warm as the road has this crunc ice it. we understand, doug kammerer, we could be looking at some more of

e president hinted today he may take executive action to make it happen. a woman's nightmare begins with a kind offer fro a stranger who she later learned is a registered sexffder. the man bought the woman a shot at clyde's in chevy chase. police say he also dropped a roofy into the drink. then phillip cantor allegedly carried the victim to his nearby apartment and raped her. ctives say surveillance video shows the woman pushing cantor away. montgomery county police want this to be a reminder to everyone t always be vigilant. >> i have a daughter who is 24, and whenever she goes out, i always tell her not to leave any drinks, and she doesn't. >> cantor is being held without bond on rape and assault charges. it was a crime filled witht ure against a child. a local man abducted a 13-year-ol girl and held her

captive. now that kidnapper is about to be freed, but it's where he'sed heext that has so many concerned. and what scott macfarlane and the news 4 i-team found is triggering calls for someone to step in. >> reporter: cold, n snowy year's day in 2002 might feel like a lifetime ago, but it doesn'tror the motf alicia. >> alicia's been through physical abuse. she's been through emotional abuse. >> reporter: that say scott tyrers drove several h from fairfax county to pittsburgh r-th the sole purpose of kidnapping 13-yd alicia, whom he lured online. he brought her to herndon and held her hostage where he sexually abused her. it triggered a national manhunt. >> we've all been through the xiety and emotional abuse in our family. >> the feds captured tyree four days later and prosecuted him and sent him to the federal prison in north carolina. 17 years later, tyree looks mump

different and theews 4 i-team learned he's weeks away from being released to the public. he's finishing his sentence in a halfway house. it isn't in north carolina or fairfax county, it's in this building in pittsburgh. >> he's out of prison. now we are in prison. >> reporter: just four minutes m from where they still lives. the feds placed tyree here and are prepari it to release him into this community. >> there's no reason that he should be our oblem. and as long as he's here, he's going to be our problem becaine it's terri >> reporter: it's the u.s. bureau of prisons that decided where to place scott tyree. they provided the i-team an agency document showing five things they consider when placing an inmate. the nature of the offense. and also the history of the offender. the agedy decliur request for comment about his close proximity to the family. >> whose bright idea was it that they thought he shouldo back

to live in the community where his victims live and where the crime occurred? >> repter: camille cooper is with the national association to protect children. >> this is going to retraumatize them? >> ilready is retraumatizing them. >> reporter: the u.s. attorney in pittsburgh who prosecuted tyree told us federal prisoners are kmaerl released i community in which they were prosecuted. the feds said they even e-mailed notification about tyree's release to the family, but the family says they never received it. they learned this news from the i-team. after the i. team alerted members of congress about this, a member of theus u. oversight committee formally asked the bureau of prisons to explain its decisio and over records about scott tyree. the letter cites grave caycerns and placing tyree four miles from the home of alicia's parents is a particularly egregious oversight. >> this is someone who abducted and tortured a young woman almost todeath. you don't put that type of offender anywhere near the victim. >> i am that 13-year-old girl

storm teamar 4 r still coming into the area. up around frederick it does say that's a little bit of a mix there. i think mostlyai that is except for some of the higher elevations up there, but that's really about it. this rain is all moving out. t in behins as i mentioned, the wind is going to be a factor here's the whole storm. this is a very big storm. look where this goes. all the way up from new england, all the w downowards the south. severe weather. even tornado warnings downn rts of georgia and severe thunderstorms in parts of the carolinas. this whole stem moves out a behind it we get on the cold side. today it's already been cold. we're actually going be warmer tomorrow than we were today, but the wind is going to be a factor. current temperatures all above freezing. the exception is winchester. when the wind comes in, that's where i think we could hav some problems. rain moving out. wet roads tomorrow morning. there won't e anythingfalling, but still the roads are going to be very wet from all the rain we ve seen. take some time out there getting
