for sure. today's high in downtown washington right aroun degrees. the biggest issue weather wise will be the wind. as we get into theliweekend, le increasing chance for some more snow. we'll talk about that more detail coming up. for now,let's go to first 4 traffic. >> good morning. taking a look at the roads here, northbound i-95 of course the cameraoes black for me. we have that delay. on the map, we have a problem there in the left lane we' talking about a vehicle fire. we had a lot of smoke in the area and now everybody is only getting by on the right side. so we'll keep you o updat that one. outer loop at 95 car versus tractor trailer, left s is blocked. again, we're not seeing a delay here at this point, but we'll let you know if that changes. inner loop lookingne just 270 is okay southbound. northbound the right side is blked apparently an abandoned vehicle there causing some slow downs and little by of confusion. taking a look at 95 here in maryland, 32 to t beltway. 68 miles per hour gets you there

>> good morning, aaron and eun. seems like every night is a busy one for d.c. police, but last night was a little bit more busier than usual. take a look a this map. d.c. police say they were called to 5th and 8 streets in northeast last night for a possible robbery. when police arrid, the suspects took off and actually started shooting at officers. everything ended about two miles away at 8th and i-streets northwest. that's literally about a block from the popular city center shopping and restaurant area. we got some video we can show you now. this is where the shootout ended. now, we're ticd pol have four male suspects. they have formally arrested one of those so far there are no word on injuries. as always, we'll be sure to update you as we learn more about those suspects. eun, aaron, back to you. >> cory, thank yo>> now to a disturbing case in fairfax unty, a behavioral specialist is charged with raping a woman who was menlly incapacitated. police say there may be more

victims. etectives say 60-year-old bernard betts-king assaulted tht woman inside mvle community center in springfield last august. the victim became pregnant after the assault. investigators used dna to zero in on the suspect. this isn't the only place where betts-king worked with mentally incapacitated paents. >> we were shocked. taken aback by it. we are focussedntirely on making sure that our individuals are safe and healthy right >> police say they have found a second victim who they're trying to link the suspect to by using dna. virginia roads should be getting much safer soon. >> lawmakers voted to make it illegal to have your phone in your hands while you'rng dri in virginia. news 4 justin finch is on i-66 right now withore on this new law. justin, how is this new law different from the texting and driving restrictions already in place? >> rep iter: well, aaron, kind of goes a step further and says that even if you are found to have your phone in your hand

while dving on a virginia highway, you could face the es conseque no one here is going to want that. this law again was passed just last week. if cleared, both houses of general assembly in virginia will prohibit the use of mobile phones while driving -- for drivers but won't allow the use of your mobile device while you're stopped. now, virginia would now join marynd and d.c who have similar bans along these same lines here. your first offense $125. your second offense, $250. and once this law clears procedural hurdles along the way, it is set to go into effect on january 1st ofar next and as we look live now at i-66 oing east here, we know every single day people rely on their devices for directions, fornm entertt and more but once this law goes into the books, you can expect to face some

temperatures have stayed above frerzing through the ght hours. that is excellent news. a lot of the parts of northern montgomery county, damascus area in particular that had an extended period oin fre drizzle throughout the afternoon yesterday has seen a very nice chance to melt things down over night. commuter forecast, roads may still have lingeri wetness on them, but temperatures are above freezing, so not really much of a slipperiness issue for today. it will be windy today, though. high profile vehicles hold on tight to the wheels then for tomorrow, a much more pleasant day for sure. even wemilder. l be in the 40s today. 50s tomorrow. dry both days. windy today. not too windy attomorrow. excellent news as this area of storminess across parts of the northern great lakess pu away. down trailing behind it here, there is that gusty wind we'll be dealing with. snow showers today if you'reav ing up into pennsylvania you will run into the occasional be theower that could case in the mountains of west virginia, but nothing to worry about around town. our next chance for drop or two

eun? >> melissa, thank you. developing in the district, it was a chaotic and tense night for police. take a look at this map here. d.c. police s they were called to fifth and eighth streets in northeast last night for possible robbery. when police arrived, the suspects took off and started shooting at officers. and here is som of the video showing where that chase and shootout ended. no word on any ineries, but will update you as we learn more about the suspects. prince georges county police are investigating a deadly pedestrian crash. this is a map showinghi where happened late last night. police say a man was hit by a car and a piup truck in the 3900 block. we're told both vehicles stayed at the scene. virginia lawmakers want to make sure roads in virginia are just as safe as the roads in maryland and d.c. >> a new distracted driving law is doing just that. news 4 justin finch is on the road in virginia with m e on this new law. justmo, good ing. >> eun, aaron, good morning. the whole thing here is that

lawmakers thopsht per that maybe their original law in the books may not have gone far ough here to really make sure that virginia roads are safe. because after all, this is hard habit to break. but pretty soon if law enforcement sees you on your mobile phone, in your hand while you're driving, you could face some serious fines. the hope here is that will also save lives. this ban is going to prohibit the use of mobile devices while yiving, so they don't want to see that inour hand. however, when you're at a stoplight or stop sign, you can look at your phone however briefly for gps directions or some other reason. however, this first offense is going to cost you quite a bit. 25 if they see you a second time on the same offense, we're talking about $250. d.c. and maryland also have similar laws on the books right now. this law is seto to g into effect january 1st.

resign. 5:36 now. new york city p is dead this morning. >> cory smith is at the live stsk with more on this developing y. cory? >> hey, good morning aaron and eun. rait's ady any time an officer is lost in the line of duty, but police in new york arr especiallyng this morning knowing that the detective who was killed last night was shot by fellow officers. here is what we know rightow about that officer. that is him right there ch his name is brian simonson. he was 42 years old a 19-year veteran of the nyce. poliay this all happened as officers confronted a robbery suspect inside a cell phone store in queens. the officers who were wearing plain clothes at the timeto entered there and saw the suspect erge from the back pointing at them what appeared to be a handgun. no the city's police commissioner later said the robbery suspect was carrying a fake gun. the suspect walking toward the officers discharged their weapons. that other officer a sergeant was wounded in the shooting. detective simonson's death is being called an absolutely
