but let's go to melis mollet. all in red. >> i love it. southbound rock creek parkway. the right lane has a pothole. ner loop and outer loop on the beltway. everything on the beltway is looking good. two problems. between duke and king street. the right lane getting by the work zone and edsell is by the work zone. southbound 270. i think this is going to clear soon this morning. and inner loop, outer loop, of the american legion bridge, no problems. new developments in the effort to government shutdown. the senate could vote on a $330 billion spending plan as early as this morning. the bill would go to the house where it's expted to pass. >> president trump won't commit to signing that deal, saying he's looking for land mines.

the bill was funded after dnight. it funds nine cabinet agencies. provides more cash for the irs and rejects spending cuts. and it has a 2% pay raise for federal workers. even though he doesn't like t bill, the president is thought to sign it. >> don't want to see a shutdown. a shutdown would be a terrible thing. >> the bill provides less than $2 aillion for border barrier, far less than the $5 billion that the president .want president trump is eyeing walls that he can secure through executive action. workers went unpaid for 35 days. and over the past few weeks, workers noticed shorter pay and inconsistent tax deductions. a group of house democrats is investigating the problem. you can read more on what this bill funds in our nbc washington app. just search spending bill. this morning,e're learning

about two cases of local high scinol coa being accused of inappropriate contac minors. the first in stafford county. delvin jackson is facing charges for soliciting a minor for prostitution. jackson is a track coach and security officer at colonial forge high scho. it's not clear if the minor was a student at that school. a football coach at prince george's county has been suspended. terrell lockwood was placed on leave. the situation involves inappropriate text messages between lockwood and a student. while the parents are concerned, many students are defending their coach. >> he's a good coach. >> i don't think he would do something like that. it doesn't sound like him, really. >> he's a good man. that's the reason why. we're shocked. coach.really good >> lockwood faces no criminal

charges at this point. he has worked at duval high school for eight years. now, to a revelation shocking local churches. there's a list of 16 priests who are, quote, credibly accused of minors. abusing two of the priests have been criminally charged. arlington bishop michael burbridge says he's open to hearing stories. one parishion sayst hasn't shaken her faith but it's time for the church to take responsibility for the priests. >> i still have the faith in god there. but it puts into questn what protocols can be changed and adapted to have accountability because that's important. >> 8he of 16 priests s were removed from ministry.

we put an entire list of the accused priesn arlington. arlington wasn't the only ocese torelease names of abusers. new jersey's five catholic diocese listed 180 priest who have been accused of sexually abusing minors. one of them is mccarrick. he was removed from public ministry last june. the vatican is going to have an abuse summit next week. we'll have that interview in the nbc washington app. five minutes after the hour. we turn back to the crisis in th commonwealth, lieutenant governor justin fairfax could face allegations. she says fairfax sexually assaulted heruring the 2004de cratic convention in boston.

atmospheric river. that's a slender band of water vapor that m pullssture from the tropics and leads to heavy rain and snow. this storm is causing flooding and a lot of things associated with it. sinkholes, downed trees, widespread power outages. and that is not if you take intn account the b scars from the wildfires. people there are not out of the woods untilturday. it will be dicey on the west coast. back to you. happening today, the metro board will vote on whether to restore late-night operations after years of shortened hours. metro trains have been on a shortened schedule toive crews time to do repairs and maintenance. metro says this leads to a safer rail system but there's more worktyo be doing. leaders believe it's time to restore the old schedule and letrains run longer at night and on the weekends.

it's not known when that would change if the pssure is approved today. d.c. leaders say tty have a perflace to put a new stadium. but they want the team to pick up the tab. larry hogan h saide was done trying to get a new stadium built. in the dirict, the mayor and the d.c. council say a new stadium on trfk stadium site will be perfect. but they believe an nfl team should pay for its own stadium. >> and the rfk site makes the most sense. there's a stadium there. we would tear that down and build a new stadium. the access is terrific. >> the 'redski current lease in landover lasts through 2027. aman may b reconsidering its plans to move a secondar headqurs to new york. now, prince george's is trying to attract the tech giant. they have reached out to amazon in case the new york plan falls

a study found some patnts felt better after four hours, unlike other drugs which can tak weeks. the goal is to help patients who have not benefitted from other antidepressants. the fda is expectedo give its approval by next month. a new study finds that teens who smoke marijuana may increase depression later in life. those who used cannabis during their teenage years, had a higher risk of depression or suicidal thoughts as adults. there was no finding when it came to marijuana and anxiety. but some stress that negative effects of the drug can vary. if you didn't get a good night's sleep, it may be because there's light in the room. it's easy to follow. it makes sense that too much light at night can disrupt that pattern. experts say you should turn off the tv and computer screens at
