even though he doesn't like the bill, the president is expected to sign it to avoid public blame over another shutdow >> don't want to see a shutdown. a shutdown would be a terrible thing. >> the bill provides less than $2 billion for a border barrier, far less than the $5 billion that the president wanted. president trump is eyeing ways that he can secure through executive action. > federal workers are still dealing with the problems from the first shutdown, including getting backpay. workers went unpaid for 35 days. and ov the past few weeks, workers noticed shorted pantand inconsisax deductions. a group of house democrats is investigating the problem. you can read more on what this bill funds in our nbc washington app. just search spending bill.> is morning, we're learning about two cases of local high school coaches being accused of inappropriate contact with minors. the last in stafford county. delvin jackson is facing charges for solicitipr a minor for

titution. jackson is a track ctych and secufficer at colonial forge high school. it's not clear if the minor was a student at that school. a football coach at prince george's county has been suspended, accused of a inappropriate action wit female student. terrell lockwood was placed on leave from duval high school. the investigation involves inappropriate text messages between lockwood and a student. while the parents are concerned, many students are defending their coach. >> he's a good coach. he's an inspiration to a lot of us. >> i don't think hmewould do soing like that. it doesn't sound like him, really. >> he's 'sgood man. thhe reason why. we're shocked. he's a really good coach. >> lockwood faces no criminal charges at this point. he has worked at duval high school f eight years. now, to a revelation

shocking local churches. there's a list of 16 priests who are credibly accused of sexually abing minors. two of the priests have been criminally charged. arlington bishop michael burbridge says he's open to hearing stories. one parishioner says it hasn't shaken her faith but it's time for the church to take responsibility for the priests. >> i still have the faith in god there. but it puts into question what protocols can be changed and adapted to have accountability because that's impor 8nt. f the 16 priests were removed from ministry. from 1993-2007. we put an entire list of the accused priests in arlington on the nbc washington app. search priests. arlington wasn't the only diocese to release names of abusers. new jersey's five catholic

concrete wall that he promised that his baseants to see. now, while top republicans are seeking to downplay any concerns ong the conservative base, calling the deal a downpayment, democrats also trying to sell this as aood deal because they had to make some concessions, as well. back to that veryirst question you had, what other steps is the president preparedta to ? he was suggesting he could declare a national emergency to go around congress to get the fus. that was very controversial. his aides and allies suggesting against that. now, it looks like he's leaning into this idea of taking executive action that would allow him tre rect federal funds. again, all science at this hour point to the president signing off on that bipartisan piece of legislation. the question is, will any last-minute snag derail thiss? proc we'll have to wait and see. back to you. >> kristen welker live atit the whhouse for us. watch kristen's full report next

on the "today" show. a judge has ruled that paulr manafort lieobert mueller. the judge says because of these lies prosecutors are now released from a deal they made in which theynd recomme manafort be given a ligprer ison sentence. the deal was contingent on his cooperation with the investigation. the ruling wasn't a complete victor for mueller's team. the judge ruled that prosecutors were unable toe provide evide that manafort lied intentionally about other statements. specifically about his contacts with the trump adminion. manafort's sentencing date is set for march 13th. a former ally of trump will be in court today. roger stone is scheduled for a status hearing. he is accused of obstruction, lying and witness tampering. all charge are connected to the ongoing russia probe. stone has denied the charges.
