efforts to begin impea proceedings against the lieutenant governor facing two sexual assault allegations and the attorney generals lying low. joining us this morning northern virginia bureau reporter david culver and news 4's chris gordon. gentlemen, thank you for being he. >> thank you, pat. >> david, this story has revealed pretty deep divisions and opinions among virginians. what does your own reporting tell you? >> you know, it's interesting because early o i started to see what polls are now starting to show, so if we look at thein po that's coming out right now it's showing more s for governor northam when it comes from black virginians, from democrats certainly andhe p, of course, saying they think he should resign which is not surprising because initially they thought this would mean he would move out and they saw all the allegations come against the lieutenant governor, that allegation initially of sexual assault and then you had the attorney general with his explanation so i think the gop thought, okay, here's anor opportunity us. now you start to see there's more support for the leadership,
6:17 am
and hey areding in there. what stood out to me early on though, pat, being t downre as we saw a lot of protesters who were coming around the executive mansion. this w the day after, and they were all holding signs calling on northam to step down and two older black gentlemen came up to me and saidan we talk to you to the side and i said sure. i moved aside to the protesters who was mostly aoung group and he says we have a very different stance from them. i wanted to hear what they had to say. one was a local pastor and one was a local supervisor. we think the governor should step up, not step down. we thinkis thi an opportunity to heal and movrd fornd that's coming from a generation that's a little bit older. they werer. quotingking and felt they had more experience in the civil rights era than the younger generation. >> because one poll shows more
6:18 am
whites th-- more african-ameri spotting northam. >> i think the leadership may hold itself in place. >> chris, from a legal standpoint we've seen the beginnings of at least an inquiry regarding the possibility of prosecution. how might a case lik that go? >> well, it's very difficult. the first accuser -- >> we're talking begun justin fairfax. >> of the lieutenant governor justin fairfax. the first accuser wants an investigation, and in virginia that's going to be difficult because kirk cox, the speaker of the house, republican, top republican says that's a very high bar. impeachment is a very high bar and doesn't seem to wanthao go down road so what other road is there? what other line of inquiry, some sort of ethics inquiry and what would that mean? however, it now appears that miss tyson, vanessa tyson, may
6:19 am
be looking to boston and a prosecutor up there to make a complaint, a crimina complaint that would trigger an investigation into the 2004cr deic convention and what happened there between fairfax and tyson, and fairfax, a, has denied the charges and, ss he pucks an inquiry. >> i heard it put in a rather interesting way, the dilemma and framing the dilemma. >> yeah. >> there's pressure from the me, too movement coming from one direction, pssure from african-americans coming from the other who are demanding due process, and the a lot of elected leaders are stuck in the middle. >> you know what's fascinating to me because i look at two different -- two different tides kiin of cla together and we can't forget who motivated boast those. it was ae conservatight wing blog, big league politics, that put out both of those. and the you can look at the agenda perhaps behind that to get rid of the democratic leadership to make them all hav to ste aside and yet you have the tides collapsing and it keeps everything i s place
6:20 am
they are just coming against one another, but it's not generating thereaction a lot of the gop folks were hoping it would create and to chris' point you can't have impeachment with such a high standard that goes through the process. it creates more di vision within the commonwealt and more unrest. >> soy think the national tv interview helped him. did it change people's perceptions? did it offer any intight? >> i think the one response that i've heard pretty unanimously from folks is there's still some more education the would like to see come from him in this whole racial understanding, and they think there's still a way forwardn that. there was some difficult wording that i think cbs news, gayle king, had to be blunt with him about, and that's a reckoning momess. >> let's c into maryland now where washington's football team apparently won't be moving. maryland governor larry han has pulled out of talks to build a 60,000-seat stadium in prince

george's county, land now owned by the federalovernment. in december hogan said he was trying to initiate a land swap which wasti czed because of environmental concerns. dan snyderan a new stadium and would love to go back to rfk. >> dants snyder w a new stadium. attendance was very low this e you to on, but h remember that he and the redskins own fedex field and own the land it's reown. theybligated under contract to play there until the year 2027, but there is no on heligation or impetus for to leave. the deal that the governor was rking onnvolves land just north of national harbor and what i found in prince worge's counn talking to some of the elected leaders there is theyasically say this land, our people, our constituents, want better uses for it than a

stadium. we want a tech corridor. we want residential. we want a flourishing high-class environment there, so they are basically saying, dannyder stays at fedex, fine. if he leaves, fine. in theisict muriel bowser said i've always believed this is the home of thein red and when asked if the state wil subs dies she said nfl clubs have to build their own stadiums. >> why can't the field rfk stayed number. >> >> it can. knock down the eire structure, play somewhere else for a year or so. thland raiders are playing next year in san francisco their stadium is being built in las vegas because they have a dispute with oakland. of course, the rap has always been it's tough to get in and out without parking. it's not well served by metro and it hasn't been a great experience.
6:23 am
>> you've got to think about the virginians who are spowhs fans struggle to have to go to the games considering it an all-day experience getting up there as it is, and there was also concern early on when t training camp was moved down to the richmond area, it felt like northern virginia was losing even more of a tie to their team so it wilbe interesting t see if they can keep it any closer to the commonwealth which would obviously kp some fans happy. >> to be. >> absolutely. >> we'll take a break and we'll continue in a minute. stay with us. does your customers connecting to the wifi ever slow down your business? yes, it does slow things down. aggravating. it's a nightmare. so our gig-speed network is fast. and we go beyond fast by making it easy to create separate networks for your business and your customers and even control how much bandwidth each of those gets. so your business won't miss a beat. this is a big game changer. this is the new wave, and whoever doesn't get on, i think they would be left behind.

taking steps to make law enforcement jobs a l eier. if phones are in your hand they don't have to worry about if you're ate distrdriver. >> what the law says you can't be texting or reading texts or doing things thatct aree on the cell phone, so folks can obviouslyo, argue, i was just holding it up, not doing arything, and now if you're holding it and the seeing it in your and they are going to say we can easily give you a fine, first offense, $125 and second offense $250. this is something though that virginia has bee very much behind the eight ball on b lause yok at d.c. and maryland. they both have had the bans in place and rginia now just getting around to that. i don't think it will be too hard for virginian to accept that. it may be something that will have a lot of support. >> so g thel of the legislation is safety. >> sure. >> the challenge is enforcement. >> that's always the challenge
6:26 am
with these and officers will tell you that once you obviously make that initial stop you gofo ard with that argument that's one thing and if you go forward with it and prove that that's another. defense attorneys have had a lot of sucsss and i more difficult to defend if this goes noose place. >> another interesting piece of legislation in virginia is the king's dominion law. >> right. there's a lot of debate in the virginia and in maryland this year about when school should start, before or afterbo day. >> the king's dominion law said school should start after labor day in commonwealth, and a lot of that was based on tourism and students who perha have jobs and are helping the economy in that way. we've seen that scale back mostly initiated by teachers and even students and parents wanting to start earlier. why is that? you get a head start on some of theng and preparation and eventually for them going on to college. that's how they look at it. this law would allow the school systems in the commonwealth if
6:27 am
it were td be ban to start before labor day so you get an earlier start. there's one stipulation that is being put in there. if we do th, we need a four-day weekend around labor day to allow for some of theon tourism to be generated. >> chris in maryland. the governor has ordered the school start after labor day. >> a couple years ago he did that. >> yes. >> but now there's a measure that just passe the state senate that gives local authorities the power to decide when they start sool. >> prince george's county state atnator came up with a bill that passed the s that said all 24 jurisdictions, schoolte s can decide on their own when to start school. it has to go to the house. however, governor hogan is so incest ent that marylanders want e later start, that businesses on the eastern shore need the extra week or at least weekend of business and ler start that

he may bring this to referendum to the voter to decide. >> let's talk about a coupl of local stories that were very disturbing this week. a local football coach suspended, accus of inappropriate interaction with a student. duval high school has placed the coach onve l he's worked at the school for the past eight years. what do we know about this case and the alleged behavior. >> at this point, it's not criminal conduct. i found out from a source that this involves conversation, texting between -- allegedly between coa longwood and a female student, and it was that that was determined to be possibly inappropriate, so he's headput on leave from h coaching job. he is also the in-school suspension supervoicer,, and he been put on leave while the school system launches an

investigation. >> what have parents been told? >> parents -- a note what is sent home from the assistant principal telling them in a very general way that the coach has been put on leave. what i'm hearing from students is a lot of support cefending thch especially since i spoke to some football players and soccer player saying he's a father figure, a wonderful coach and mentor and they dli't e that he did something inappropriate. i smoke to one parent who is concerned andas heard rumblings about this kind of behavior before, so that's where it's at right now, under investigation apparently andin rnal disciplinary school measure. >> meanwhile, david, there's an investn in virginia involving a 60-year-old man who has been charged with raping and impregnating a woman who was meant lip incapacitated at the community center in springfield. this is the kind of story that

no one has a loved one being cared for wants >> myself included, yeah, and that's what we've seen getting a lot of traction here is you put so much trust into these or caregivers andhe most part the caregivers are putting forth a lot of their time a and it's a vocation you could consider it and to have something like this happen a lot of folks start to reassess who their loveds are being taken care of by and that's what i've seen in the social media push from this particular story. >> tyidn't know until she gave birth. >> yes. bernard king is the suspect and is in the way it came to light is she's pregnant and they did a dna test. that led them to this behavioral specialist who had acces to her. the police are wondering if there are more victims. theyelieve they have found a second one, and they are trying to see if there's a dnank,
