against children go all the way back to 1998. police arrested kelly tonight. court e making his first appearance tomorrow. now, we want to show you video of his surrender. th happening moments ago. he's now facing multipl charges ofggravated sexual abuse involving four suspected victims, including at least three between the ages of 13 an 17. kelly, by the way, is 52. he was auitted of child pornography charges back in 2008 but he's been dogged for decadet claims te violated underage girls and women and helds some sex slaves. >> so now there is another chance. i'm glad ate's attorney foxs taking this seriously and doing this. >> mr. kelly is strong. he's got a lot of support.o and he's going vindicated. >> new allegations surfaced after the lifetime channel aired a docuseries that featured his alleged victims telling their stories. kelly has consistently denied anyccusations of sexual misconduct. we will continue to follow this

>> reporter: steve howard describes the result of a quick presnowstorm trip to the safeway on connecticut avenue near chevy chase cir on tuesday, about 6:00 p.m. after his daughters, ages 8 and 11 recovered from the shock of seeing the smashed glass, they realized the thieves that taken only two things from the vehicle, their backpacks. these are images of identical models that their parents filed with the police report. >> they have, like, key chains and class work that they have gotten gheded back that were excited about. but my one daughter is in middle school and has a computer part of her program. her computer that she's supposeu to every day from school was stolen. >> reporter: statistics maintained by d.c. police show an increase in the crime of theft from auto in the second police district in upper northwest. there were 213 between january 1st and february 22nd of 2018. that number jumped to 405 for the same time period ts year. in psa 201 where the howards'

found those arrests rarely to convictions. so is this a waste of resources? our invgative reporter jodi fleisher has the story.♪ ♪ ♪ >> reporter: youan find them in every corner of the dontrict very night of the week. the news 4 i-team went undercover to show you pot parties popping up inside businesses, warehouses even homes. the district's marijuana law says you can grow it, smoke it and gift small amounts to others,ou just can't buy or sell it. >> for $45. >> reporter: creating an entire industry that exchanges cash for ockskers, t-shirts even that come with marijuana products as a gift. >> i don't see a problem with it. >> reporter: he says he doesn't frequent or host pop-up parties but last month he got arrested while standing outside of one at a building he owns and rentsut for events. >> 20, 25 police officers drawnd the building, guns

and it was terrifying. orter: police also arrested the two women who were lrside setting up for the party. prosecutors havedy dropped those cases. the i-team found that's not uncommon. we tracked down records for more than two dozen pop-up events and followed every case through the courts. out of 255 people charged, the ipple found exactly three have gone to trial. >> marijuana prosecutions in the city have always been very leanest. >> reporter: police chief peter wsham told the i-team he wasn't surprised to learn prosecutors dropped 189 of those cases. >> when y80% ofr arrests get dismissed, that's got to be frustrate. ar >> not with r to the marijuana. i've grown accustomed to that. >> reporter: so we asked the obvious question, why continue to have officers spending their time raiding those parties? >> if you're gifting it on a large scale to numbers of people, you know, under the guise of you're giving them something leelse, it'sly distribution. i don't think that's even gray. >> reporter: in a statement a
